"fleeting was called to order at 7 P.Id., the following Council ~dembers being
present: Harold C. Nilsen, Mayor; W. A, rQortenson, Clerk; George J. Shavor,
Trustee and Charles P. Stone, Trustee. Also present were ~~~~. J. Galvin,
Village Attorney, V~lm. E. Olsen, Village Treasurer; Brad Lemberg, Village
Engineer; and Ethel E. White, Deputy Clerk and Deputy Treasurer.
It was moved by Stone, seconded by Shavor and voted to approve the minutes
of the regular meeting of October 25th.
It was moved by Stone, seconded by Nilsen and voted to approve the
minutes of the Special TZeeting of October 26th.

Licenses: All requirements having been met, it was moved by
?~~iortenson, seconded by Shavor and voted to issue the

Voting Letter from the County Commissioners concurring with
A.4achines: the recommendation of the County Auditor that all
municipalities not using voting machines, acquire
them in the interest of accuracy, was read.
Trees: Wm. "iorin of the ?~2orin Tree Service eras present.
He advised they had a day's work left on Simpson.
He reported on trees that needed cabling and removal.
He was asked to submit a list of suggestions to Dr.
Hard, and ask that Dr. Hard inspect the trees listed
and make his recommendations to the Council. Morin
has hauled the tree trimmings to the University lot
for burning by the Fire Department at a time to be
determined by Fire Chief Nelbig.
It was moved by Shavor, seconded by Stone and voted
that AForin Tree Service be paid X295.10 as per bill
submitted for vrork done on Simpson.
?florin quoted a price of :1.1.35 each for trimming,
rassing, dead wooding, all large cuts to be painted,
75 trees on Arona.
~?ayor Nilsen moved that the Village enter a contract
with ?~Zorin for the work on Arona, south of Ruggles to

dation of Dr. Hard, Village Tree Consultant. Attorney
Galvin to draw up the contract as tier Dr. Hard~s
recommendations. Seconded by Stone and carried.
Insurance: Bids should be in the 21st. The Council will study
them and decide with whom to place the contract

Arona: of Highways advising they were mailing a check for
S. A. P. I~?o. 2J~-101-02 in the amount of X367.15,
receipt of which eras acknowledged by Treasurer Olsen.
Sewer Rental After checking, Attorney Galvin advise¢1 that the
Penalty; sewer rental ordinance does not contain any provision
for forgiving the penalties on past due sewer rental.
^4aintenance: Nilsen moved that the Village Engineer be authorized to
set up requirements for a Village ~:laintenance man,
specifying qualifications, type of vrork to be done, etc.,
and submit it to the Village Council for review and
chan~-es, if necessary, in readiness for hiring such a
man at the appropriate tune. Seconded by Stone and
carried.

Voters; ~lilsen gave her a copy of the survey made by
Stanton-Pittlekow and Associates for study by the
league.
Sewer; Engineer Lemberg advised re had lamped all the line
on Larpenteur from Fairview to Tatum and. there is
nothing wrong vrith the line.
Snow And Ice Lemberg trill check with Berthiume regarding snow and
~?emoval; ice con+~rol for the Village.
Snell-Idaho Stone moved that the ~~'illane Engineer be authorized to

with 2 ~8?3 Street lights, and to change the present
Light on the S. 'rat. corner of the Iovra Ave. cul de sac
from th.e present incandescent to a ZrBP Street light.

Sidewalk: Lemberg will check the sidewalk and grade at 15GZ_ Iowa.
Nilsen and Stone will meet Lemberg at ^lomberg~s at
9 A. '~f. Sat. , Nov. 17th, to check the Iovra curb and
gutter project.
Lemberg will check parking lot ordinance as per
Attorney Galvin.'s request.
Hanson Sewer: Galvin has not heard from Hansoms attorney.
Snow removal Nilsen moved that ~;'rle proposal for removin th snow
rinks: from the skating rinks, submitted by Eicher an~ each te.rs,
be referred to Y~:arkentien. Seconded by Stone and carr~'ed.

Crawford Ave. Attorney Galvin will certify same to the County Auditor
Assessment: in the next few days.
Court: pur prosecutions are proceeding fairly well.
Recreation: Letter of November ll~th, from P~irs. Karl J. Vander Horek,
Local Agenda Chairman, League of ~Yomen Voters, was read,
also copy of her letter to Dr. Gerald B. Fitzgerald,
requesting recreational survey which is avaiable without
COSt•
Police & Fire Nilsen moved that the police commissioner and .the fire
Department chief be instructed to come to some arrangement of

Consultants; Stone moved that the Village adopt recommendation #1
setting salary schedules for both police and fire
departments. Seconded by Shavor and carried.
Stone moved adoption of recommendation #2, calling for
review of the salary schedule each year. Seconded by
Shavor and carried.
A.Zortenson moved adoption of recommendation ~3, estab-
lishing a 3 week vacation for all full-time employees
who have completed 15 years, or more, of service with
the Village of Falcon Heights. Seconded by Nilsen,
and carried.
Stone moved postponing the adoption of recommendations
~ and 5. Seconded by Shavor and carried.
Nilsen moved that action on recommendations 6 and 7
be postponed. Seconded by Stone and carried.
Civil Defense: Atty. Gal vin reported he had talked to Atty. Joel
Tierney of the University of ?~.4innesota . The Univer-
sity Farm Campus will become a part of the Falcon
Heights Civil Defense Program. They still. have to
work out number of students, available space, etc.
It was suggested that Leo Meet contact R. L. Lundin,

Spiegler: Galvin will advise Spiegler what he is expected to do
in the way of planting and landscaping next Spring and
Spiegler will comply.
Taxi-Cab Ord: Galvin will have taxi-cab ordinance ready for review
