Members of the public that would like to make a comment or ask questions about an item on the agenda for an upcoming workshop should send them to mail@falconheights.org prior to the meeting. Alternatively, time is regularly allotted for public comment during Regular City Council Meetings (typically 2nd and 4th Wednesdays) during the Community Forum. 1 BLANK PAGE  2 REQUEST FOR CITY COUNCIL ACTION City of Falcon Heights, Minnesota __________________________ Item Budget Workshop #3: General Fund Update, Debt Service and Other Notes Description The purpose of this workshop will be to present the Draft 2025 Budget to the City Council to allow for additional direction before the preliminary levy approval on September 25th. Key changes from the past draft include: Revenues: 1) Updated figures with latest estimates. Expenditures: 1) $22,000 in Legislative Expenditures Fund (111) for City Commissioners compensation per Council request 2) Updated figures for Police Expenditures (122) to reflect latest estimates. 3) Updated proposed cost-of-living-adjustment (COLA) of 3.5% based on Council feedback. 4) Reduction in expenses throughout the budget to reflect Council’s request to keep levy manageable. Additionally, staff received two other requests from Council Members for increases separate from the General Fund that included: • An increase in the General Capital Projects Fund (401) of approximately $5K to move away from paper packets & Council using their own devices towards City-issued tablets for packets. Request noted concerns over cyber security, as well as environmental benefit of printing less paper. • An increase in Special Revenue Community Inclusion (210) from $15K to $30K in 2025 to implement suggestions from ThirdSphere as well as Administrative & Inclusion Intern Farley’s report from July.
