The regular meeting Y°ras called to order at 6:?0 ??.'R, with. the following
members being present: Harold C. ~?ilsen, "':ayor; George Shavor, Trustee;

Clerk. Also present were Brad Lemberg, Village Engineer; ?~. J. Galvin,
Village Attorney; and 'r'dilliam .u. ~?lsen, Treasurer.
Swearing In: Clerk '?ortenson performed the swearing in of the
newly elected Jus±ice of aeace Jerome ZfiT. Beardsley,
and the reelected Trustee V~i11is Viarkentien. ~~ayor
Nilsen conducted the swearing in for ifii. A. l:7ortenson,
reelected Village Clerk.
T?eeting "lights: Because of the conflict of our regular council meet-
ing nights with the regular meeting night of the
Ramsey County heague of ?~~unicipalities the question
of change of meeting night was discussed, but no
change was decided on at this time.
Village Attorney '~. J. Galvin reported on the change in the law
Report; regarding tYie i~~~. unity of municinali ties for
liabilities.
Iowa Ave. Curb The following resolution on the Iowa Ave. Curb and
and Gutter: Gutter Imnrove^~ent was read;

provement of Iowa Avenue by installation of concrete
curbs and gutters from the Snelling-Idaho Ponding
area to the East line of Hamline Avenue and the contract
nr:i_ce for such improvement is ^~?,K85.U0, and the ex~censes
incurred are to be incurred in the making of said im-
provement, amount to approximately ~1,000.C0 so that
the total cost of the improvement will be X9,585.00,
and of this cost the Village will nay ~70C.8? as its
share of the cost,

(1) The cost of such im-~rovement +.,o be specially
assessed is hereby declared to be ~8,87l~.13. The
assessment is to be based on ~2.~"0 per front foot for
abutting property owners.

(2) The Village Clerk, with the assistance of
the Village Engineer, shall forthtiari+,1: calculate the
proper amount to be sneciall.y assessed for such.
improvement against every assessable lot, niece or
parcel of land within the district affected, wit,r.-
out regard to cash valuation, as provided by law,
and he shall file a cony of such proposed assess-
ment in his office for public inspection.
(3) The Clerk shall, upon tYie completion of
such proposed assessment, notify the Council
thereof.

Snow Removal The proposed '?rdinance X67 on snow removal was
Ordinance: read as follows;

An Ordinance to Regulate Vehicle ?'arking During
Declared Emergencies to Facilitate Snovr Removal
Civing Certain Authority to police Officers and
County Employees to ?:4ove Vehicles to Facilitate
Snow Removal in the Village of Falcon Heights.
The Village Council of Falcon Heights does
hereby ordain as follows:
1. No person shall park any vehicle extent
in compliance vrith regulatory parking signs, on
any street for a period of t~8 hours, commencing
immediately after the cessation of any two (2)
inch or more continuous snowfall, or during any
emergency proclaimed by the "ayor of the Villa~je
of ralcon ?-eights, or the Village Council of the
Village of Falcon Heights because of such a snow-
fall until snow removal has been completed on any
street, whichever occurs first.

2. Any vehicle parked in violation of Section
I of this ordinance, is declared to be a nuisance
which interferes with snovr removal from public
streets, and likely to create hazardous road con-
ditions impeding or likely to impede the free
movement of fire, health, police, emergency or
other vehicular traffic or otherwise endan ger the
safety and welfare of the community. Any police
officer may remove or cause to be removed, sum-
marily, any such vehicle, by menas of towing or
otherv~rise, or said police officer may require the
driver or owner to remove said vehicle off the
~aved, improved, or traveled nort,ion of said street.

3. Any employee of the County Highway Depart-
ment engaged in snovr removal may, when he finds it
necessary, ir, order to facilitate snow removal from
tY~e streets, move any vehicle, to the extent nec-
essary, which is narked or, any street or reauire
the driver or owner to remove said vehicle off the
Waved, improved or traveled portion of said street.
1. As soon as practical after the removal of
said vehicle parked in violation of the provisions
of this ordinance by officers or agents of the
Village, the police commissioner shall notify in
writing the tiersons to be shown to be the owner of
such vehicles by the registra±ion thereof of the
following facts;
a. A C'eneral description of the vehicle
together with a license number.
b. The approximate time and reason for
removal and the place to which removed.
c. The charge for such removal which shall
not .exceed the sum of X9.00 for toying plus the
daily cost of storage. Said notice shall be
addressed to the registered ovstner and shall be
dep..osited with Hostage prepaid in ±,he United

vehicle. Before said vehicle shall be reclaimed,
the ov~rner or other claimant shall satisfactorily
identify 1'ii mself, establish his right, title or
interest to said vehicle and the rinht, of possession
thereof and shall further pay all costs or charges
in connection vlith the removal and storage of
such vehicle and notice therefor.

7. Payment o: such charge shall not. relieve
the o1~.rner or any other Berson responsible for such
violation from payment of any fine or penalty for
violation of the provision of this or any other
a~plica:ole ordinance o?' the ~Tilla~-e of T,alcon
.?eights, T:~innesota. It shall be unlavrful for any
person to reclaim +.,he vehicle so removed and st:~red
without first pa~Ting all of said costs, charges,
and penalties.
6. Anyr violation of this ordinance shall ~e a
misdemeanor and shall be punished. by a fine not to
exceed X25,00 or by im~~rison~~ent in the county jail
for a period not to exceed five (5) days.
7. '"his ordinance shall take effect a.nd be
enforced from and after its passage and publication.

The clearing of snow from the skating rinks with the
type of snow blower being used was decided not to be
ver'~r eif~cient and a '"front-loader" seemed to :nave
adva^tages.
Plov~-ing Village 'Tayor vilsen moved that the bid of Don "ier'.^cel to
Grounds: plow the Village Grounds, when necessary, a+„ the rate
of :~~5.50 per hour be accented. Bills are to be +.,urned
in after each plovring -Seconded '^~r Stone and carried.
