HomeMy WebLinkAboutCCMin_86Jun11MINUTES REGULAR CITY COUNCIL MEETING JUNE 11, 198 A regular meeting of the Falcon Heights Council was called to order at 7:00 p.m. by Baldwin PRESENT All members present: Baldwin, Wallin, Hard, Cierrtia, and Chenoweth. Also present were Barnes, Schroeder and Sehunieht. ADDENDUM TO AGENDA Baldwin moved, seconded by Hard, addition of the following item to the agenda: Discussion of Unsightly Residences. CONSENT AGENDA APPROVED Ciernia moved, seconded by Hard, approval of the Consent Agenda. Motion carried unanimously. MINUTES OF MAY 28, 1986 APPROVED Chenoweth moved, seconded by Ciernia, approval of the Minutes of May 28, 1986. Motion carried unanimously. BULLSEYE GOLF-O-MATS TO BE LICENSID - CONDITIONAL USE DEEMED UNNECESSARY As discussed at the May 28th meeting Council concurred the Golf-O-Mat games at Bullseye Golf and any subsequent parking problems could be monitored by licensing rather than granting a permanent conditional use. Chenoweth moved, seconded by Hard, licensing of the machines at $15.00 per machine. Motion carried unanimously. SUBDIVISION/DEVELOPMENT NORTH OF LINDIG CUL-DE-SAC DISCUSSED Council reviewed the Attorneys letter dated June 9th relating to legal implications relating to subdivision, after which Sehunieht reviewed drawings oP the area under discussion, explained reduction in size of the "no build" area, and reviewed his report dated June 6, 1986 relating to extension of utilities and costs to be assessed. (A copy of the report is on file in the Clerks office.) HENRY LOOS, owner of a lot in the proposed assessment area, ob3eeted to paying for sewer extension to the north as he felt his lot would not benefit, commented on the fact that he retains a one foot strip of land for which he would expect reimbursement, and also objected to bearing extra expense of a small pro~eat. G.H. BEHRENS, 1816 TATUM, one of the persons proposing construction of a home in the area felt his lot would not benefit from the storm sewer, and was advised by Sehunieht that the street cannot be built without the storm sewer. HENRY LOOS stated a eul-de-sae had not been mentioned last year when he considered developing his lot, and felt it to be an expensive item which would not benefit his property. Baldwin explained the Fire Department needed the space for maneuvering emergency vehicles. 4r MINUTES REGULAR CITY COUNCIL JUNE 11, 1986 PAGE 2 MEETING RICHARD WINKEL, 1825 FAIRVIEW, indicated he was not in favor of houses in that area but was more comfortable with the manner in which Council has approached it this year. REYA KURTZ, 1805 FAIRVIEW, expressed concern over the water which would be directed toward their property, and Schunicht explained a sump manhole would be connected by pipe to the existing storm sewer and the amount of water to the Kurtz property would be less than before. IRENE MACGREGOR, 1795 FAIRYIEVi, stated that with the fill brought into the lots developed in 1985 water runs into her property creating ditches. She asked that Council give her subdivision request preliminary approval and refer matter to the Planning Commission in view of the fact that there is no ordinance violation. Hard referred to the Comprehensive Plan relating to preservation of open space. SUBDIVISION REQUESTS FROM MACGREGOR, 1795 FAIRVIEW, LIN, 1785 FAIRVIEW, REFERRED TO PLANNING COMMISSION - PUBLIC HEARING SCHEDULED FOR 7/9/86 Chenoweth moved, seconded by Wallin, referral of the two subdivision requests to the Planning Commission (MacGregor, 1795 Fairview and Lin, 1785 Fairview) and scheduling of the Public Hearing for July g, 1986, 7:15 p.m. Upon a vote being taken the following voted in favor thereof: Baldwin, Wallin, Ciernia, and Chenoweth, and the following voted against . the same: Hard (felt it to be in conflict with Comprehensive Plan). Motion carried. GROVE PARK IMPROVEMENTS APPROVED Ciernia reviewed the effect on the park by construction of 1666 Coffman, and explained the Park and Recreation Commission, developers of 1666 Coffman, and Grove Assooiation had worked together to develop plans for rebuilding and upgrading the park. MARY ANN WARK, representing the Grove Association, presented detailed information on park location, history of planning for the upgrading, and proposed site improvements and equipment placement. PAT BUSH, Park and Recreation Director, presented the proposed allocation of costs to 1666 Coffman, Park Development Fund, Park and Recreation budget and city funds. Following a discussion Ciernia moved, seconded by Wallin, acceptance of the plan as proposed including funding as presented. Motion carried unanimously. PRESENTATION OF PROPOSED SITE PLAN FOR PREPARE/ENRICH BUILDING, 2061 W. LARPENTEUR AND REFERRAL TO PLANNING COMMISSION David Olson, owner of Prepare/Enrich, and City Planner Uban reviewed the latest site plan for a proposed office building at 2061 W. Larpenteur. Following a discussion relating to parking, exchange/sale of property, and whether or not the configuration should be changed requiring variances, Chenoweth moved, seconded by Ciernia, referral of the plan to the Planning 4~ MINUTES REGULAR CITY COUNCIL MEETING JUNE 11, 1986 PAGE 3 Commission. Motion carried unanimously. Barnes was directed to compile a list of items to be discussed with the developer and arrange a meeting, such meeting to be attended by the developer, Barnes, Baldwin, and any other interested Councilmembers. NO ACTION TAKEN ON LICENSE APPLICATION FROM HIGHLAND PARK TREE SERVICE Council briefly reveiwed a request from Highland Park Tree Service for a tree removal/trimming license and there being no documentation to remove concerns expressed in November of 1985 when a license was denied, no action was taken. Schunicht presented bids for 1986 Sealcoating (northeast quadrant) as follows: Allied Blacktop, Inc, $49,261.70, Bituminous Roadways, $49,863.30, and Buffalo Bituminous, $48,442.50, and recommended awarding the bid to the low bidder Buffalo Bituminous. Chenoweth moved, seconded by Hard, adoption of Resolution R-86-27. Motion carried unanimously. RESOLUTION R-86-27 A RESOLUTION RELATING TO AWARDING THE BID FOR 1986 SEALCOATING PARTIAL PAYMENT TO AUSTIN P. KELLER CONSTRUCTION APPROVED (TATUM/COFFMAN) Chenoweth moved, seconded by Hard, partial payment in the amount of $55,561.96 to Austin P. Keller Construction for Coffman/Tatum Improvements. Motion carried unanimously. LIDO CAFE ON-SALE AND SUNDAY LIQUOR LICENSE APPROVED. Hard moved, seconded by Ciernia, approval of the 1986-1987 On-Sale and Sunday Liquor License for Lido Cafe, 1611 W. Larpenteur. Motion carried unanimously. SHAKEY'S PIZZA WINE LICENSE APPROVED Hard moved, seconded by Ciernia, approval of the 1986-1987 Wine License for Shakey's Pizza, 1552 W. Larpenteur. Motion carried unanimously. HIRING OF FULL TIME FIREFIGHTER/PUBLIC SAFETY OFFICER DEFERRED TO 6/25/86 Baldwin explained that due to a misunderstanding one of the applicants was not available to be interviewed at this meeting and deferred the matter to June 25, 1986 at 6:30 p.m. Baldwin also requested that prior to the meeting Council be provided with a written recommendation/report from both Barnes and the consultants. RESOLUTION R-86-28 RELATING TO OLDER ADULT HOME-SHARE PROGRAM Hard moved, seconded by Ciernia, adoption of Resolution R-86-28. Motion carried unanimously. RESOLUTION R-86-28 A RESOLUTION OF INTENT TO REAUTHORIZE FUNDING FOR TH'$ OLDER ADULT HOME-SHARE PILOT PROGRAM y7 MINUTES REGULAR CITY COUNCIL MEETING JUNE 11, 1986 PAGE u ROSELAWN AVENUE IMPROVEMENT UPDATE Baldwin commented on his meeting with principals involved in the proposed Roselawn pro3ect and his resulting June 10th letter to County Commissioner Donald Salverda. DISCUSSION OF UNSIGHTLY RESIDENCES Hard commented on the number of unsightly residences (homes in need of paint, trash on lawns/driveways, etc) and Council discussed possible remedies, after which-staff was directed to give written of needed repairs and clean up, followed by written warnings from the deputy. If these notices are ignored citations will then be issued. ADVANCE OF FfJNDS FOR COUNCILMEMBERS ATTENDING LEAGUE CONVENTION Ciernia moved, seconded by Hard, an appropriate advance of funds to Councilmembers attending the League of Cities Convention in Duluth, such amount to be determined by Barnes.
