Home My WebLink AboutCCMin_86Jul23MINUTES REGULAR CITY COUNCIL MEETING JULY 23, 1986 A regular meeting of the Falcon Heights City Council was called to order at 7:00 P.M. by Baldwin PRESENT Baldwin, Wallin, Hard, and Ciernia present, Chenoweth absent (arrived later). Barnes and Schroeder were present. ADDENDA TO AGENDA Ciernia moved, seconded by Wallin, addition of the following items to the agenda: 1) Utility Construction Problems at 1666 Coffman, 2) Consider Hiring a Market Research Firm, and 3) Presentation by Maier, Stewart, and Associates, Inc. Motion carried unanimously. CONSENT AGENDA APPROVED Wallin moved, seconded by Ciernia, approval of the Consent Agenda. Motion carried unanimously. MINUTES OF JULY 9, 1986 APPROVED Ciernia moved, seconded by Hard, approval of the Minutes of July 9, 1986. Motion carried unanimously. CHENOWETH ARRIVES Chenoweth arrived at 7:07 P.M. DISCUSSION RELATING TO DESCRIPTION OF "FAMILY" IN MUNICIPAL CODE Based upon a letter dated June 14, 1986 from Tom and Kathy Staffa, 1870 Tatum, requesting Council consider reducing the number of unrelated adults allowed to share a home in an R-1 District, Schroeder reviewed court decisions relating to the matter. Council discussed at length the impact of homes rented to groups of adults such as possible decrease in property values, traffic/parking problems, and if the number might be amended to reflect the typical profile of the city. Mark Ascerno, 1871 Tatum, felt the family unit concept should be maintained and that students coming and going at all hours are not operating as a family. Ciernia moved, seconded by Chenoweth, that staff be authorized to obtain information on the average adult population in R-1 Districts to determine the validity of the current definition of family, after which Schroeder will draft a proposed amendment if it is deemed reasonable. Motion carried unanimously. FALCON HEIGHTS UNITID CHURCH OF CHRIST REQUEST TO SQUARE DANCE ON THE CHURCH PARKING LOT APPROVED Ciernia moved, seconded by Wallin, approval of a request from Falcon Heights United Church oP Christ, 1795 Holton, to hold a square dance on the church parking lot August 6, 1986, 7 -9 P.M. Motion carried unanimously. FENCE DISPUTE BETWEEN OWNERS OF 1687 W. LARPENTEUR AND FRY ST. APARTMENTS SETTLID BY OWNERS Barnes informed that the parties involved in the fence dispute had on this date solved their differences and there is no need for Council discussion. MEETING JULY23,1986 PAGE 2 PROPOSID RESOLUTION RELATING TO SNELLING AVENUE LANDSCAPING APPROVED Barnes presented the proposed resolution and explained it pertained only to the landscaping plans for Snelling Avenue, however, Council felt the wording in the resolution indicated approval of other than landscaping. Following a discussion Chenoweth moved, seconded by Hard, adoption of the resolution but changing the wording to limit approval to applicable pages of the plan (relating to landscaping, etc.). Motion carried unanimously RESOLUTION R-86-29 A RESOLUTION RELATING TO STATE PROJECT 62-63 (51=125), STATE PROJECT 6219-99 (51=125), FEDERAL PROJECT STATE FUNDS (SNELLING AVENUE FROM COMO TO HIGHWAY 36) PARTIAL PAYMENT TO AUSTIN P. KELLER CONSTRUCTION APPROVID Hard moved, seconded by Ciernia, approval of partial payment in the amount of $43,765.36 to Austin P. Keller Construction for Tatum/Coffman Improvements. Motion carried unanimously. DISCUSSION OF PROPOSID ASSESSMENTS FOR HAMLINE AVENUE AND CRAWFORD ALLEY IMPROVEMENTS Ciernia expressed his concerns with proposed assessments for Hamline Avenue such as charging a property owner for both collector and frontage streets, was of the opinion it would be appropriate to use MSA funds to cover some of the cost of the storm sewer on Hamline as the city had been moving toward participation in storm drainage costs, and offered some alternate plans for payment for the pro~eets. Baldwin stressed the importance of following the assessment policy which was adopted to assure equitable assessments for all property owners, but agreed the city had participated in abatement of some storm sewer charges either through tax increment or MSA funds. Following the discussion Ciernia moved, seconded by Wallin, the use of city general funds to cover the cost of the storm sewer portion of the Hamline Avenue project. Motion carried unanimously. Council discussed assessment of the alley north of Larpenteur running from Arona to Snelling Drive and whether or not the six residential properties should be charged the extra cost of rushing construction in the fall oP 1985 when it was done to accommodate the businesses. Chenoweth moved, seconded by Wallin, abatement of 50K of the residential share of the alley construction. Motion carried unanimously. PRESENTATON BY MAIER, STEWART AND ASSOCIATES, INC. (CONSULTING ENGINEERS) John Stewart presented and reviewed a document explaining the firms capabilities, qualifications, and experience, and requested that Council consider hiring their firm if a change in engineering firms is desired. Also present was Terry Maurer who would be assigned to Falcon Heights if the firm is hired. NEWLY INSTALLED WATERMAIN AT 1666 COFFMAN TO BE RELOCATID TO MEET ST. PAUL WATER DEPARTMENT STANDARDS Frank Kubitschek, Chief Construction Officer for 1666 Coffman, presented 5v MINUTES REGULAR CITY COUNCIL MEETING JULY23 , 1986 PAGE 3 and reviewed his letter dated July 23, 1986 relating to engineering errors encountered in regard to water main storm sewer/curb cut installations. Mr. Rubit sehek presented two alternatives which would be acceptable to St. Paul Water Utility, move the sewer line and construct as planned at an estimated cost of $14,000 or have the City accept the main as its own agreeing to maintain the line. Following a thorough discussion Wallin moved, seconded by Chenoweth, endorsement of Alternative ~1 (moving of the line) and agreement by the city to participate in assuring the alleged perpetrators be made responsible for their actions. Motion carried unanimously. STRATFORD OFFICE PARK UPDATE Frank Kubitsehek explained construction has not begun as they are awaiting approval of two permanent loans, construction materials have been ordered, and construction should be starting soon. He stated that by the end of the year construction will be further along than previously anticipated. CITY TO APPLY FOR COMMUNITY DEVELOPMENT BLOCK GRANT Barnes explained that White Bear applied for a grant through the Community Development Block Grant Program and received $100,000 for downtown development. He felt it might be worth while for Falcon Heights to apply for funds to assist with development of the southeast corner of Larpenteur and Snelling. Ciernia moved, seconded by Hard, authorization for Barnes to submit an application for such a grant. Motion carried unanimously. JAMES B. MCCOMB & ASSOCIATES CHOSEN TO DO MARKET STUDY FOR SE CORNER OF LARENTE[TR AND SNELLING Council discussed the qualifications and quotes for three market study firms, James B. McComb & Associates, Maxfield Research Group, and R. B. Sollie & Associates, after which Wallin moved, seconded by Hard, hiring of McComb & Associates to prepare the market research study for the southeast corner of Larpenteur and Snelling.
