HomeMy WebLinkAboutCCMin_86Dec18_SpecialMINUTES SPECIAL CITY COUNCIL MEETING DECEMBER 18, 1986 A special meeting of the Falcon Heights City Council was called to order at 7:00 P.M. by Baldwin. ALL MEMBERS PRESENT Baldwin, Wallin, Ciernia, Hard, and Chenoweth. Also present was Barnes. CLERK ADMINISTRATOR BARNES TO RETIRE DECEMBER 31, 1986 Council discussed the fact that Clerk Administrator Barnes has given notice of his retirement to be effective December 31, 1986, and possible severance compensation, such as payment for accumulated vacation, sick leave, or severance pay. Baldwin moved, seconded by Chenoweth, that Barnes be compensated for the accumulated thirty-one and one-half days of vacation, and severance pay as provided by city policy (4 weeks salary) for a total of $9,300.00. Motion carried unanimously. Baldwin explained Barnes is willing to sell his services to the city on a contractual basis at 100X of salary with no benefits until a replacement is found. Council agreed this would be desirable for a smooth transition, and the attorney should be authorized to draft a contract to that effect. Following the discussion Council stipulated the following items be included in the contract: (1) 100% of present salary plus out-of-pocket expenses, with no benefits, until a replacement is found, (2) inclusion of a thirty day cancellation clause, and (3) after termination of the contract Barnes will work at $19.50 per hour at Council's discretion. RECOMMENDATION THAT ALAN ROLEK BE NAMED TREASURER AND TERRY IVERSON CIVIL DEFENSE DIRECTOR Barnes recommended that Alan Rolek be named City Treasurer as it is necessary to renew the treasurer's bond by January 1, 1987 and a new Clerk Administrator will not have been hired by that time. He informed Council Rolek has been doing the majority of the treasurer's duties and is qualified. Barnes also recommended that Fire Marshal Terry Iverson be named Civil Defense Director as he is qualified and has already done work in that area. Council discussed whether or not Barnes would be covered under the city's liability policy while working on a contractual basis and if not, the cost to add him. This will be discussed with the city's insurance carrier. BARNES RESIGNATION ACCEPTED Hard moved, seconded by Wallin, accepting the resignation of Clerk Administrator Dewan B. Barnes, as tendered, effective December 31, 1986. Motion carried unanimously. RESOLUTION - R-86-51 NAMING ALAN ROLEK CITY TREASURER Hard moved, seconded by Ciernia adoption of Resolution R-86-51. ROLEK CITY TREASURER EFFECTIVE JANUARY 1, 1987 ~~ MINUTES SPECIAL CITY COUNCIL MEETING DECEMBER 18, 1986 PAGE 2 FIRE MARSHAL TERRY IVERSON NAMED CIVIL DEFENSE DIRECTOR Hard moved, seconded by Chenoweth, appointment of Fire Marshal Terry D. Iverson as Civil Defense Director effective December 18, 1986, 7:30 P.M. Motion carried unanimously. MAYOR AUTHORIZED TO SIGN CONTRACT WITH BARNES Chenoweth moved, seconded by Wallin, authorizing Baldwin to sign the contractual employment document contingent upon having the document in hand by December 24, 1986. Motion carried unanimously. Council briefly discussed signing of documents after December 31, 1986 and Barnes informed them the Deputy Clerk is authorized to sign in the absence of a Clerk Administrator.
