Chenoweth. Also present were Wiessner, Maurer, and ABSENT Baldwin and Hard. MINUTES OF JULY 22, 1987 APPROVED Wallin moved, seconded by Chenoweth, approval of the Minutes of July 22, 1987. Motion carried unanimously. ADDENDUM TO AGENDA Item F(9), Request from Warners' Stellian Co., 1711 N. Snelling, to have a Tent Sale August 20 through August 22, was added to the agenda. APPROVAL OF REQUEST FROM DENNETH DVERGSTEN, 1717 HOLTOI~ FOR CONSTRUCTION OF A UTILITY BUILDING Council approved Mr. Dvergsten's request to construct a utility building on his property as unanimously recommended by the Planning Commission at the August 3, 1987 meeting. APPROVAL OF VARIANCE REQUEST FROM DEAN SCHWALM, 1725 ASBURY~ FOR GARAGE ADDITION 1 Wallin explained, the Planning Commission at their August 3, 1987 meeting, recommended approval of the garage addition with the stipulation that it be limited to three feet from the west property line, with the new construction following the current garage wall on the north. Wallin moved, seconded by Chenoweth approval of the garage expansion as recommended by the Planning Commission. Motion carried unanimously. MINUTES AUGUST 12, 1987 PAGE 2 VARIANCE REQUEST FROM DEAN SCHWALM, 1725 ASBUR~, TO CONSTRUCT A 9 FOOT HIGH PRIVACY FENCE REFERRED TO PLANNING COMMISSION FOR FURTHER STUDY Wallin informed that the Planning Commission unanimously denied the request for a nine foot fence as they felt it would be detrimental to abuting property on Snelling Avenue. Mr. Schwalm explained the fence will not be placed on the lot line, but on the top of a deck he plans to construct in his back yard. He indicated the fence would actuallq be seven and one-half feet in height and only twenty-two feet in length. Following a discussion Wallin moved, seconded by Chenoweth, that based on this new information, the Planning Commission be requested to review the matter again, with the suggestion that they might consider the reduced length of the fence as a trade off for the additional height. Motion carried unanimously. FINAL PAYMENT TO ORFEI CONTRACTING, INC. FOR AROMA WATERMAIN CONSTRUCTION APPROVED Chenoweth moved, seconded by Wallin, adoption of Resolution R-87-31. Motion carried unanimously. RESOLUTION R-87-31 A RESOLUTION AUTHORIZING FINAL PAYMENT OF $59,135.76 TO ORFEI CONTRACTING, INC. FOR THE 1987 AROMA AVENUE WATERMAIN IMP80VEMENT SALE OF 1974 FORD 1 TON TRUCK APPROVED Wiessner explained two bids have been received on the truck, one for $750.00 and one for $800.00, after which Council authorized sale of the truck (AS IS) to Ray Brown for $800.00. ANIMAL CONTROL Wiessner explained the animal control firm serving Falcon Heights is going out of business and staff is checking into possible alternatives. HEARING ON DELINQUENT UTILITY CHARGES SCHEDULID FOR 7:15 P/M., 9/9/87 Council agreed to schedule the hearing on delinquent utility charges for September 9, 19fi7, 7:15 P.M. CITY TO APPEAL 3Z LEVY LIMIT Wiessner informed she and Baldwin attended an imf ormational meeting regarding procedures for appealing the 3X levy limit established by the State Legislature, and stressed any appeal must be Wade by August 21st. Council discussed the matter briefly of ter which Chenoweth moved, seconded by'Wallin, authorizing filing of a formal appeal to the 3X levy limit. BUDGET WORKSHOP SCHEDULED FOR 9/2/87, 6:30 P.K. Council scheduled a budget workshop for 6:30 P.M., September 2, 1987. 64 MINUTES AUGUST 12, 1987 PAGE 3 ~~ BUDGET HEARING SCHEDULED FOR 9/23/87, 7:30 P.M. Council scheduled public hearing on the 1.988 budget for September 23, 1987 at 7:30 P.M. WORKSHOP ON GOALS AND EVALUATION CRITERIA FOR CLERK/ADMINISTRATOR SCHEDULED FOR 9/9/87 FOLLOWING COUNCIL MEETING A workshop to establish goals and evaluation criteria for the Clerk/Administrator's position was scheduled September 9, 1987 following the regular Council Meeting. APPROVAL OF REQUEST FOR TENT SALE AT WARNERS' STELLIAN, 1711 N. SNELLING Council approved a request from Warners' Stellian to run a tent sale August 20 through August 22 in conjunction with the Snelling Avenue re-opening providing the sale does not interfere with the neighbors and traffic. Council requested that criteria for tent sales be established so these matters may be handled administratively. ADJOURNMENT Wallin moved, seconded by Chenoweth, adjournment at 7:59 P.M.
