Chenoweth Also present were Wiessner, Marx, ABSENT Wallin. MINUTES OF AUGUST 12, 1987 APPROVED Ciernia moved, seconded by Chenoweth, approval of the Minutes of August 12, 1987. Motion carried unanimously. CONSENT AGENDA APPROVED WITH ADDENDUM Council approved the Consent Agenda with the addition of Item 11, Request from Joan E. Paulson, 1511 W. Idaho, for a Block Party, and Item 12, Request from Cindy Laszewski, 1713 St. Mary's, for a Block Party. Motion carried unanimously. 1. Fire and Ambulance Reports 2. Licenses ADDENDUM TO AGENDA Council added Item F(6), Restoration of Easement Area at 1786 Tatum (Richard Stowman residence). INTRODUCTION OF NEW CITY ATTORNEY, TIM MARX John Van de North, Briggs and Morgan, introduced Tim Marx, the attorney recently assigned to Falcon Heights. ADDITIONAL STREET LIGHTING FOR 1666 COFFMAN APPROVED Baldwin presented a letter dated August 13th from Edward M. Lindberg, President of 1666 Coffman Condominium Association, explaining the need for additional street lighting and requesting Council consider placement of two additional lights. Several residents of 1666 Coffman were in attendance to support the request. After a discussion Hard moved, seconded by Chenoweth, approval of up to two additional standard street lights, the placement to be determined by representatives of 1666 Coffman, Northern States Power, and Wiessner. Motion carried unanimously. RESOLUTION RELATING TO DISEASED ELM TREE AT 1358 W. IOWA Council discussed a letter from Sharon K. Digre, the property owner at 66 MINUTES AUGUST 26, 1987 PAGE 2 1358 Iowa, objecting to an order from Scott Enebak, City Horticulturist, to remove an alleged diseased elm from her property. Council reviewed a letter from Enebak giving his diagnosis, and a letter from Dr. Robert Blanchette, Forest Pathologist at the University of Minnesota, concurring with Enebak's diagnosis, after which Chenoweth moved, seconded by Ciernia, adoption of Resolution R-87-32 ordering removal of the tree. Motion carried unanimously. RESOLUTION R-87-32 A RESOLUTION PROVIDING FOR REMOVAL OF DISEASED ELM TREE LOCATED AT 1358 W. IOWA ASHLAND OIL LICENSE FEE FOR SAVE MORE STATION TO BE APPLIED TO NEW LICENSE Council discussed a request from Ashland Oil Company for a refund of the license fees for the Save More Station at 1350 W. Larpenteur which was demolished a few days after the license went into effect, and concurred the amount may be applied as credit on new licenses for the SuperAmerica station now under construction. "NO PARKING" TO BE POSTED ON WEST SIDE OF NEW SERVICE ROAD ON WEST SIDE OF SNELLING - SERVICE ROAD WILL REMAIN N. SNELLING Council agreed the name of the new service road should remain North Snelling Avenue and that the west side of the road should be posted "No Parking". ADOPTION OF RESOLUTION URGING RAMSEY COUNTY TO CONTINUE PARTICIPATION IN FUNDING YOUTH SERVICE BUREAU Council discussed the fact that Ramsey County is not planning to fund the Northwest Suburban Youth Service Bureau in 1988, after which Hard moved, seconded by Chenoweth, adoption of Resolution R-87-33. Motion carried unanimously. RESOLUTION R-87-33 A RESOLUTION URGING THE BOARD OF RAMSEY COUNTY COMMISSIONERS TO CONTINUE FUNDING THE NORTHWEST SUBURBAN YOUTH SERVICE BUREAU CITY TO RESTORE EASEMENT AREA AT 1786 TATUM, RICHARD STOWMAN RESIDENCE Council discussed briefly the unsatisfactory grading and seeding done on the easement on the Stowman property following the Tatum Street improvement project. Mr. Stowman indicated it would cost him approximately $1,200 to restore the lawn to its original condition, however the City Engineer had felt the cost should be considerably less than that amount. Hard moved, seconded by Ciernia, that Wiessner work with the Stowmans and City Engineer to arrange for restoration of the easement at a cost not to exceed $750.00. Motion carried unanimously. Council also directed Wiessner to ask the City Horticulturist to examine the sod on Tatum Street, and make a recommendation on restoring the unsatisfactory sod on the boulevard. 61 MINUTES AUGUST 26, 1987 PAGE 3 ADJOURNMENT Hard moved, seconded by Ciernia, adjournment at 8:45 P.M.
