HomeMy WebLinkAboutCCMin_87Sep23MINUTES REGULAR CITY COUNCIL MEETING SEPTEMBER 23, 1987 Ciernia opened the meeting at 7:00 P.M. PRESENT Wallin, Hard, and Ciernia. Also present were Wiessner and S. Chenoweth ABSENT Baldwin and Chenoweth arrived later (attending Fire Department Trustees Meeting). MINUTES OF SEPTEMBER 9, 1987 APPROVED Council approved the Minutes of September 9, 1987 as presented. CONSENT AGENDA APPROVED 1. Disbursements through September 23, 1987 $142,818.65 2. Payroll 9/1/87 - 9/15/87 $ 7,941.92 3. Cancel Lost Check ~k20790 Issued to Jon Kubes in Amount of $282.50 and Reissue 4. Park and Recreation Commission Minutes of August 17, 1987 5. Maier Stewart Statement through August 22, 1987 6. Bonestroo Statement through May, 1987 7. Ramsey County Sheriff's Report for August, 1987 8. Licenses Council approved the Consent Agenda as presented. ADDENDUM TO AGENDA Item F(8), Scheduling of a Workshop on Goal Setting, was added to the agenda. RESOLUTION R-87-36 AUTHORIZING REDUCTION IN DEBT LEVY FOR 1988 ADOPTED Hard moved, seconded by Wallin, adoption of Resolution R-87-36. Motion carried unanimously. RESOLUTION R-87-36 A RESOLUTION AUTHORIZING THE COUNTY AUDITOR TO REDUCE THE DEBT LEVY BY $25,000 IN THE YEAR 1988, WHICH WAS TO BE PROVIDED FOR IN THE GENERAL OBLIGATION TAX INCREMENT (525m) OF SEPTEMBER 1, 1983 CHENOWETH ARRIVES (7:08 P.M.) APPROVAL OF ELECTION JUDGES FOR NOVEMBER 3, 1987 CITY ELECTION Wallin moved, seconded by Hard, approval of the slate of election judges as presented. Motion carried unanimously. BALDWIN ARRIVES (7:09 P.M.) CITY EMPLOYEES TO PROVIDE INTERIM ANIMAL CONTROL ~~ Wiessner explained the firm presently providing animal control for the MINUTES SEPTEMBER 23, 1987 PAGE 2 city is going out of business the end of September and as there is no other service available at this time, the only alternative is for city employees to serve in this capacity until other arrangements can be made. Following a discussion Counc it accepted the animal control plan as proposed by staff in the September 23, 1987 memo. 1988 RAMSEY COUNTY SHERIFF'S CONTRACT DEFERRED Ciernia commented on the fact that the Sheriff's contract costs are based partially on area and population, and since the University and State Fair area/population is not policed by Ramsey County, those numbers could be deleted reducing the charges. Council concurred the matter should be deferred to allow time for further study. 7:30 P.M. - PUBLIC HEARING ON PROPOSED BUDGET FOR 1988 At 7:30 P.M. Baldwin opened the Public Hearing and presented the Affidavit of Publication. As there was no one present wishing to be heard the hearing was closed at 7:31 P.M. Wiessner gave a brief explanation of the proposed budget, after which Hard moved, seconded by Wallin, approval of the 1988 Budget as presented. Motion carried unanimously. PROPOSED COUNCIL RULES DISCUSSED AND DEFERRED TO A FUTURE MEETING Ciernia presented the proposed rules and explained the purpose is to streamline and speed up meetings. Council then reviewed the rules, made some suggestions, and agreed to discuss the matter further at a future meeting. Ciernia will redraft the document. NOVEMBER 11TH AND 25TH MEETINGS RESCHEDULED Due to the fact that the November 11th meeting falls on a legal holiday (Veterans Day) the meeting was rescheduled for November 4, 1987. The November 25th meeting was rescheduled for November 18, 1987. i~ DISCUSSION - 12:00 NOON TO 8:00 P.M. POLLING HOURS FOR CITY ELECTION Council briefly discussed the inconvenience caused by the present practice of having shortened polling hours for city elections, and methods by which voters should be notified of absentee ballot procedures (newsletter and the possibility of candidates for office distributed while campaigning). Council also felt it would be worthwhile to attempt to have the election laws amended to allow absentee voting between 7:00 A.M. and 12:00 Noon on city election days. WORKSHOP ON GOAL SETTING SCHEDULED FOR OCTOBER 14TH FOLLOWING COUNCIL MEETING Council scheduled a workshop for October 14, 1987 immediately following the Council Meeting.
