C. NEW BUSINESS
1. City Code Updates
The commission held an open discussion on several proposed updates and clarifications to
the City Code. Key topics included:
• Boat, Trailer, and RV Storage:
• Currently these must be stored in the backyard, 10 feet from any property line.
• Multiple concerns and suggestions were raised about allowing seasonal driveway
parking (e.g. 24-48 hours for loading/unloading), size and height restrictions, and
allowing storage in side yards if screened.
• A consensus emerged around being more specific in code by vehicle type and size,
limiting to one RV/trailer, and considering appearance impacts on neighborhoods.
• Composting Regulations:
• Proposed to allow single-family residences in R-5 zones to compost.
• Additional discussion on permitting community composting in higher-density R-5
developments if managed by the property owner or association.
- Variance Requirements:
• Currently, variances do not require public hearings.
• Commission supported aligning variance procedures with those for Conditional Use
Permits, including public notice (350’ radius).
- Accessory Structures (shed):
• Discussion about codifying a 5-foot rear setback for accessory structures under 120
sq. ft.
• Clarification needed on definitions, including removing confusion between “utility
building” and “accessory structure.”
- Impervious Surfaces & Permeable Pavers:
• Concerns raised about long-term maintenance of permeable surfaces and equity in
enforcement.
• Support for allowing permeable pavers with a percentage credit (e.g., 5%) toward
impervious surface maximums if maintained and sloped to drain on-site.
- Driveway Surfaces:
• Discussion about two-track driveways with grass between pavers.
• Commission was supportive if maintained, discouraged gravel or dirt driveways due
to aesthetics and maintenance issues.
