C. NEW BUSINESS
1. City Code Updates
Staff Liaison Lynch went through Code updates as discussed in prior workshops.
Changes included moving definitions to their proper locations, adding definitions and
allowances for permeable surfaces, clarifying setbacks for small residential structures
such as sheds, adding termination information to PUDs, adding that applicants for
planning requests must be current on all property taxes, and removing duplicate
information.
2. Climate Action Plan Strategy – DarkSky – Olivia Siebert, GreenCorps Member
GreenCorps Member Siebert gave an overview of her role at the City and the projects she
has been working on throughout her service term. She gave an update on the Climate
Action Plan and advised on a goal of the plan being to consider adopting a DarkSky
lighting ordinance. She presented on DarkSky and Commissioners discussed.
Commissioner Paynter mentioned the model ordinances from the DarkSky organization
seemed to be too large and detailed for Falcon Heights. Commissioners agreed. It was
discussed to potentially have DarkSky criteria used in relation to parking lots and signs
in commercial areas. Staff Liaison Lynch stated she would draft language for City Code
and bring back to a future meeting.
D. INFORMATION AND ANNOUNCEMENTS
1. Staff Liaison Report
Staff Liaison Lynch presented resident tree map created by GreenCorps Member Siebert
on the website and encouraged Commissioners to add their trees. She also reminded
Commissioners of the Ice Cream Social on July 17, a tour of resident gardens on July 19,
and advised on the status of the Amber Flats development.
