REGULAR CITY COUNCIL MEETING
OCTOBER 14, 1987
Baldwin opened the meeting at 7:00 P.M.
ALL MEMBERS PRESENT
Hard, Ciernia, Chenoweth, Wallin, and Baldwin. Also present were Wiessner
and S. Chenoweth.
MINUTES OF SEPTEMBER 23, 1987 APPROVED
Council approved the Minutes of September 23, 1987.
CONSENT AGENDA APPROVED
Council approved the Consent Agenda as presented.

PRESENTATION BY ALAN STEDMAN, COMMUNITY SCHOOL COORDINATOR AT F.H. SCHOOL
Alan Stedman presented Council with information on his personal background
and explained his responsibilities and goals as Coordinator.
REQUEST FROM CIATTI'S RESTAURANT, 1611 W. LARPENTEUR, FOR PRORATION OF
LIQUOR LICENSE FEE
Council considered a letter from Ciatti's Italian Restaurant dated
September 22, 1987, requesting the license fee for the liquor license be
prorated due to the fact that the restaurant will not be in operation for
an entire year (opening is planned for November 23rd). Following input
from Dan Danforth, President of Ciatti's, and Council discussion, Wallin
moved, seconded by Chenoweth, approval of the liquor and Sunday liquor
licenses on a prorated basis for a total fee of $2,800. Motion carried
unanimously.
APPROVAL OF VARIANCE REQUEST FROM GARY LANGER, 1740 SIMPSON, TO PLACE A
UTILITY SHED FOUR FEET FROM NORTH LOT LINE
Council approved Mr. Langer's request as unanimously recommended by the
Planning Commission at their October 5, 1987 meeting.
APPROVAL OF 1988 POLICING CONTRACT WITH RAMSEY COUNTY SHERRIF'S DEPARTMENT
Ciernia explained he has reviewed the formula used for calculating the
cost of the contract and found there is possibly one area in which a
reduction might be negotiated (dispatching service is based on population
which includes the University and the Sheriff's Department does not police
the University). Any changes in this area would also affect the city's
joint policing contract with Lauderdale. Council approved the 1988
policing contract and authorized Baldwin and Wiessner to sign the same.
Wiessner was directed to pursue possible future cost reductions with

Ramsey County and the City of Lauderdale.
COUNCIL MEETING STANDING RULES APPROVED
Ciernia presented the revised draft of the standing rules, after which
Council made minor changes and approved the document.
CITY TO ISSUE RFP FOR SELECTION OF CITY'S LEGAL COUNSEL
Council discussed the process recommended by Wiessner for selecting the
city's legal services, made some minor changes, and directed Wiessner to
proceed with mailing a request for proposal to interested legal firms.
ALLEY UPDATE - BETWEEN LARPENTEUR AND CALIFORNIA, HAMLINE TO ALBERT
Wiessner informed that Progressive Contractors, Inc. has begun repair work
on the alley drainage.
PAYMENT TO RAMSEY COUNTY FOR REMAINDER OF HAMLINE AVENUE CONSTRUCTION
COSTS AUTHORIZED
Ciernia moved, seconded by Chenoweth, final payment to Ramsey County to
complete the city's obligation for the reconstruction of Hamline Avenue,
Hoyt to Larpenteur, and the alley. Motion carried unanimously.
$200.00 DONATION TO PARK BUGLE AUTHORIZED
Hard moved authorization of a $200.00 donation to the Park Bugle. Motion
carried unanimously.
CITY TO CONTRACT FOR ANIMAL CONTROL WITH CITY OF NEW BRIGHTON
Wallin moved approval of the animal control contract with the City of New
Brighton as recommended by Wiessner. Motion carried unanimously.
ADJOURNMENT
Chenoweth moved adjournment at 9:20 P.M. Motion carried unanimously.
