HomeMy WebLinkAboutCCMin_87Nov4_SpecialMINUTES SPECIAL CITY COUNCIL MEETING NOVEMBER 4, 1987 Baldwin called the meeting to order at 7:00 P.M. ALL MEMBERS PRESENT Ciernia, Wallin, Hard, Chenoweth, and Baldwin. Also present were Wiessner and S. Chenoweth. ADDENDA TO AGENDAS Council approved addition of the following items to the Policy Agenda: F(2) Consider Banning Parking on East Side of Cleveland, Larpenteur to Roselawn, and F(3) Rock-A-Fellas Infractions, and, the following additions to the Consent Agenda: 4) Planning Commission Minutes of November 2, 1987, and 5) Licenses. MINUTES OF OCTOBER 28, 1987 APPROVED Council accepted the Minutes of October 28, 1987 as presented. CONSENT AGENDA APPROVED Council approved the following Consent Agenda: 1. Fire and Rescue Reports 2. Payroll 10/16/87 - 10/31/87 $ 6,934.69 3. Disbursements through November 4, 1987 $16,138.43 4. 5. Planning Commission Minutes of November Licenses 2, 1987 VARIANCE REQUEST FROM ROBERT A. GALL, 1867 ARONA, APPROVED Council approved Mr. Gall's request to construct a room addiition 26 feet from a side lot line which abuts a street (code requires 30 feet) as unanimously recommended by the Planning Commission on November 2, 1987. REQUEST TO CONSIDER BANNING PARKING ON CLEVELAND, LARPENTEUR TO ROSELAWN, DEFERRED to 11/18/87 Hard commented on a problem he had encountered when a stalled car was unable to be moved from the traffic lane because the shoulder area was completely filled with parked vehicles, and a possible hazard caused by persons using the athletic field across the street. Wiessner explained she had discussed the matter with Clinton Hewitt of the University and he had requested no action be taken until he could contact University personnel who might be interested in the problem. After a discussion Council deferred the matter to November 18th to allow time to obtain further input. DISCUSSION REGARDING INFRACTIONS AT ROC-A-FELLAS ARCADE - DEFERRED TO 11/18/87 Baldwin informed Council that the City's deputies had observed an after hours party at Rock-A-Fellas last week end and several citations were issued. Alex Elvgren, representing Dahlco Music and Vending, owners of Roc-A-Fellas, explained to Council that they were not aware of the incident until this afternoon and did not yet have the facts. He requested Counc it defer making any decision until the next meeting in order that they might have time to investigate the matter. f MINUTES NOVEMBER 4, 1987 PAGE 2 .,- Baldwin explained there would be no final decision made at this meeting., the purpose of the discussion was to ascertain what options the city has, and to prepare some mechanism, short of license revocation, to assure there will be no future infractions. Deputy Larry Janke suggested that in `view of present and past problems at the establishment, it might be prudent to require the owner to have a full time security person on the premises. Following the discussion Wiessner was directed to draft a ~ letter to the owners making it clear what action the city would take if infractions occur in the future, and, possibly meet with the owners to discuss the matter.
