Also present were Wiessner, and S. Chenoweth. ABSENT Baldwin and P. Chenoweth. MOMENT OF SILENCE IN MEMORY OF REPRESENTATIVE JOHN ROSE OBSERVED Ciernia presented a statement in memory of representative John Rose which was followed by a moment of silence. MINUTES OF JUNE 22, 1988 APPROVED Council approved the minutes of June 22, 1988 as presented. APPROVAL OF CONSENT AGENDA Council approved the following Consent Agenda: 1. Disbursements a. General Disbursements through 7/27/88, $83,073.31 b. Payroll 7/1/88 - 7/15/88, $12,276.01 c. Statement from Dahlgren, Shardlow & Uban through 6/30/88, $599.40. d. Statement form Jensen, Hicken, Gedde & Soucie for June, 1988, $1, 559.75. e. Statement from Maier, Stewart & Assoc. through 6/25/88, $2,789.70. f. Sinking Fund, $28,060.00 2. Adopt Resolution R88-12 Authorizing Mayor & Administrator to Enter into a Joint Cooperation Agreement with Ramsey County for Community Development Block Grant. 3. Commission Minutes a. Ramsey County Sheriff's Report for June, 1988. ~ PARTIAL PAYMENT FOR 1988 ST. MARY'S STREET IMPROVEMENT PROJECT APPROVED. Council approved partial payment in the amount of $10,746.95 to Bituminous Contracting and Consulting, Inc., for the St. Mary's Street Improvement, as recommended by the City Engineer in his letter dated July 20, 1988. MINUTES JULY 27, 1988 ~.~ PAGE 2 FINAL PAYMENT 1988 SEAL COATING APPROVED Wallen moved adoption of Resolution of R-88-12 authorizing final payment for the 1988 sealcoating as recommended by the City Engineer in his letter dated July 20, 1988. Motion carried unanimously. RESOLUTION R-88-13 A RESOLUTION AUTHORIZING FINAL PAYMENT FOR THE 1988 SEAL COATING (NE QUADRANT). PUBLIC HEARING ON CONDITIONAL USE REQUEST FOR POOL HALL DISCUSSED. Council briefly discussed scheduling a Public Hearing for a conditional use request from Chico Ferdowsi and Daniel Kordiak to establish a pool hall in the Northome Shopping Center which is in a B-2 zone. The discussion was interrupted to open a Public Hearing scheduled for 7:15. PUBLIC HEARING ON CODE AMENDMENT RELATING TO CHAPTER 9-2.02, SUBD 2 OF THE CODE RELATING TO DIMENSIONALLY SUBSTANDARD STRUCTURES Ciernia opened the Public Hearing at 7:15 p.m. and presented background information on the proposed amendment. There being none in attendance wishing to be heard the hearing was closed at 7:22 p.m. after which Wallin moved adoption of Ordinance 0-88-14. Motion carried unanimously. ORDINANCE 0-88-14 AN ORDINANCE AMENDING SECTION 9-2.02, SUED. 2 OF THE CODE RELATING TO DIMENSIONALLY SUBSTANDARD STRUCTURES. DISCUSSION OF CONDITIONAL USE REQUEST FOR A POOL HALL IN A B-2 DISTRICT RESUMED - HEARING SCHEDULED FOR 8-24-88, 7:15 P.M. Council discussed the conditional use request from Chico Ferdowsi and Daniel Kordiak after which the matter was referred to the Planning Commission and the Public Hearing scheduled for August 24, 1988 at 7:15 p.m. DESIGNATION OF STREETS TO BE POSTED "NO PARKING, TOW AWAY ZONE" DURING THE STATE FAIR. Council approved posting the following streets "No Parking, Tow Away Zone" during the Fai r: 1. 2. All of Northome All of Hollywood Addition, water Court including side, alley, 3. St. Mary's, Fry, Maple Knoll Dr. and Garden Ave west of Snelling on both sides, 4. All streets nort h of Larpenteur, between Snelling and Hamline running to Roselawn, exc ept Holton, Albert and Sheldon north of Ruggles, water side, MINUTES JULY 27 , 19 88 PAGE 3 5. Tatum 1, 300 feet north of Larpenteur, 6. Lindig on Waterside including the cul-de-sacs, 7. Larpenteur Ave from Snelling to Cleveland, 8 Snelling Drive north and southbound and Snelling Ave, both sides. NO ACTION NECESSARY ON REMOVAL OF DISEASED ELM TREES AT 1701 FAIRVIEW The City Forester has reported that both the elms at 1701 Fairview have been removed and no action is necessary. PERSONNEL POLICY REGARDING CITY EMPLOYEES IN FIRE-RESCUE DEPARTMENT AND REVISED FIRE MARSHALL JOB DESCRIPTION DEFERRED TO 9-14-88. Council deferred the item to the September 14, 1988 meeting after discussion of a written request from Baldwin who felt the full council should be present for the discussion. Baldwin's memo also explained that additional information relating to the matter is now available and should be reviewed prior to making any decision. SAFETY MODIFICATIONS FOR CITY PARK APPROVED Carol Kriegler, Park and Recreation Director, reviewed her memo d t d J l 2 1988 ' a e u y , (a copy which is on file in the clerk s office) recommending procedures to alleviate possible hazards in the parks and presented approximate costs of the changes. Following a discussion, Council concurred that the critical problems should be remedied, and Wallin moved the authorization of an expenditure of up to $10,000 for the repairs, such funds to be taken from the Contingency Fund Account. Motion carried unanimously. Wallin also requested that a letter be written to the manufacturers of the "Big Toy" asking that they make the necessary modifications to that item at no cost to the city. 1989 BUDGET PREPARATION PROCESS PRESENTED - WORKSHOP AND PUBLIC HEARINGS SCHEDULED. Wiessner presented the proposed timeline for the 1989 budget and suggested dates for budget workshops and the Public Hearing. Following the discussion, Bush moved the scheduling of the following: 1. Budget workshops at 6:30 p.m. on August 31 and September 8. 2. Public Hearing on the budget at 7:15 on September 28, 1988. ASSESSMENT HEARING ON DELINQUENT SANITARY SEWER AND STORM DRAINAGE CHARGES SCHEDULED FOR AUGUST 24, 1988, 8:00 P.M.
