POLICY ITEMS:
1. Consideration of Resolutton26-12 Affirming Community Values and City Action
Related to Immigration Enforcement and Responsible Stewardship of City Resources
City Administrator says that they worked with the City Attorney on a resolution and
ordinance to give our best case for enforcement through designating our city property as
for city use only. The resolution would be considered tonight during the regular
meeting, and the ordinance, if Council is in favor of it, would be noticed for ten days and
brought forth on either February 9tt or during the next regular City Council meeting on
February 11tt. The ordinance will have a bit more permanency, as It would be codified,
and it does allow a general citation against the ordinance, which gives some additional
authority and power. Linehan then says that he has been following other cities and
Lauderdale joined in with other first-ring suburbs in a lawsuit, which was initially
brought forth by Minneapolis and Saint Paul onJanuary 12h. Other cities like Golden
Valley, Richfield, St. Louis Park, and others have signed ory and Linehan is bringing this
before Council tonight because the deadline to join and sign on is tomorrow.
Mielke had also come across this today and is in favor of being part of it.
May says she feels we should be supporting this action.
Linehan asks Attorney, Petra Asani, what would be the next steps and the implications
for signing on.
Asani says the lawsuit itself is primarily focused on Saint Paul and Minneapolis'
regulations related to data sharing with federal immigration enforcement and other
general immigration enforcement actions. The Amicus Brief is primarily focused on
impacts related to prosecution and courthouses and how immigration enforcement is

conducted around those spaces. So, the Amicus Brief would not touch on the use of any
city property.
Mogen asks if there is a cost associated with supporting it.
Asani says that if Falcon Heights did want to do this, someone from their office would
sign on to it. We would need a motion from Council tonight and then to know which
courthouse Falcon Heights cases would be prosecuted in.
Gustafson asks if Campbell Knutson also represents St. Louis Park.
Mielke says that within the document, it states whether prosecution or legal services are
provided, and it says that Campbell Knutson are providing legal services.
Gustafson asks if we have spoken to our prosecutor, and Linehan says that it has not yet
happened because of the time-sensitivity.
Mogen suggests that we continue talking about the resolution and ordinance now and
then continue this review and discussion after, if time allows, before the regular Council
meeting begins.
Councilmembers then begin discussing the proposed resolution and ordinance.
Gustafson asks if the resolution meets expectations for what we were hoping to state?
Mogen says it reads how he was hoping it would. He reminds Council that two weeks
ago when they met he presented three levels of enforcement to explore. Since thery and
given some things that have happened since then, he is pushing for that higher level of
response. It may not be everything that people want but feels that the resolution plus
the ordinance results in a solid response.
May feels there are still several things that need to be clarified, including better spelling
out the role of the police department and in particular, their policy's sections 4.13.4 arrd
4.13.5. May believes our resolution should be clear what we are expecting from our
police department. May then adds some wordsmithing needs to be done and offers
various suggestions.
Wassenberg adds that they are okay with the "Whereas" statements because they are
not intended to be the resolution but more so the preamble and rationale for why the
resolution is being made. With regard to the role of the police, a request is out there to
greatly limit the role of the police in interactions, but Wassenberg is a bit wary of that
because they have good faith in our SAPD and would personally like them there if they
were being threatened. So, he feels it makes it difficult for them to set different policies
for them, especially if unclear. Wassenberg likes the resolution as it is.
Mielke feels the resolution needs some cleanup and highlights revisions she would like
to see done. She adds that we have not had a meeting where we invited public
engagement.

Gustafson says that we can wordsmith, but we have attempted to do as much community
engagement as we've had the opportunity to do in the short time that Council has been working
on this resolution.
Mogen asks if Mielke can make specific recommendations for the wording she would like to
change.
Mielke would like to strike, "invited public engagemenf in one area and offers suggestions for
wording changes and corrections in others.
Council members continue to offer wording suggestions to revise the resolution into a finalized
document to be adopted during the regular meeting.
Linehan asks Attorney Asani if it is now enforceable in this way, as written.
Asani says that it is fine because it sets the policy basis for the ordinance, and the ordinance has
the specific prohibitions that would actually be enforceable.
Mielke asks about data being included.
Asani says that the intent of this was to just include property use, as there are more
complications in terms of regulating data.
Linehan says that the resolution will be brought forward as a policy item for Council to approve
as amended.
May wonders what the process is for the ordinance tonigh! and Linehan says they are seeking
direction tonight to start the clock.
Gustafson asks if there are any proposed changes to the ordinance.
May comments that she does not feel like administrative enforcement is at all adequate. She
wants a mechanism where a violation of the ordinance can be reported via9-1,-1. and police can
take actions consistent with their policies. She wants it clearly stated what the police's role is in
enforcing this ordinance.
Wassenberg says that we are dealing with the highest law-making body in the nation and that
limits our enforcement from a practical standpoint. However, he appreciates the reporting
portion.
May feels like this is very much a public safety issue. What if this was occurring during the
summer and our parks were heavily used by residents?
Mogen, as he understands if says this would be viewed as a trespassing misdemeanor and does
not see anything that prohibits anyone from calling 9-1-1. He thinks we need to recognize that
our police are not going to come in and shoe ICE out of the park, but we are adopting an
ordinance that makes it illegal to violate it.
May did not understand it to mean this, as written.

Linehan adds that all of our ordinances are enforceable. But realistically, there isr{t going to be
an enforcement mechanism from the officers. To Linehan's knowledge, no other city has
successfully cited ICE officers for using parks. Where we believe there is traction is through the
courts. We can build a case by sending a cease and desist and let them know we are challenging
iU that is where the strength will be.
May says that others are viewing the enforcement more in the legal sense, and that she is
looking at it more in terms of accountability and public safety. So, she would like the role of the
St. Anthony Police more clearly defined.
Asani says that they did not have a chance to review what might be workable within St.
Anthony's policies since this was mentioned at a prior meeting and that they could work
towards that.
Linehan adds that this is the wording that they feel comfortable with. It puts their officers and
public in the best space. So, we can continue that discussion, but that is also why this is worded
the way it is.
Asani adds that the public can certainly call 9-L-1 to complain about the ordinance violatiory but
to manage the expectation that, realistically, the criminal prosecution route is not really an
option here. With the ordinance, we will mostly be going the administrative route.
2. Direction on Designating an Acting Mayor for 2026
Mielke suggests following the same process that they have been doing, which is naming the
Acting Mayor based on seniority.
Linehan adds that we don't have anything in our City Code or acting policies, so that is why we
are seeking direction. Long-term, there is maybe another way to do this so that we would also
know what to do if the Acting Mayor is also unavailable.
Councilmembers are in favor of basing it on seniority on a rotating basis, with Wassenberg
currently being the most senior councilmember and nextin line. They direct Linehan to add
Wassenberg's appointrnent to the regular agenda.

Preliminary Conjunction from Suburban Cities Against the Federal Government Regarding
ICE.

PRESENTATION
L. Presentation by the State Fair Task Force - Final Report to City Council
Linehan explains that the State Fair Task Force members are here to present their final report.
McGarthwaite provides a background on why they reconvened again, to improve the quality
of life of residents during the State Fair. They focused on safety, parking, traffic, and
neighborhood relations. They conducted an annual post-State Fair survey, and the 2025 results
show improvement over 2024. McGarthwaite highlights the Task Force's accomplishments and
explains that they implemented the pay-by-mobile program with the goal of safer streets and
to recover costs. As a resulg there was a $49,000 net surplus, which led to a2% reduclton in the
2026 property tax levy. Residents reported safer and quieter streets. There was a strong
coordination with the St. Anthony Police Deparknent. Improvements identified for 2026 arc
more visible and clearer signage, improved communications, exploring pedestrian safety
improvements at key crossings, and continuing to track noise and resident concerns. Final
recommendations are to continue the pay-by-mobile program, advance the administrative
citation process, finalize commercial parking lot licensing, and transition the Task Force to an
as-needed advisory group.
Mayor Gustafson and the Council thank the Task Force for their work, final report and agree
that the State Fair experience has improved significantly.

1,. Consideration of Resolfiron26-l2Affirming Community Values and Stewardship of
Community Resources Amidst Immigration Enforcement Operations
Linehan explains that on January 14, the council reviewed current practices, but as this
develops day-to-day, staff and council continue to work tfuough, and direction provided
was to bring forward a resolution and ordinance related to the use of city resources for
federal immigration enforcement. This resolution affirms the city's values, provides history
and direction that feeds into an ordinance, which has more enforcement ability, and
highlights that the City of Falcon Heights does not participate in or carry out civil
immigration enforcement.
Gustafson reiterates that the city's values are that we are committed to serving all residents
and visitors with dignity, respect and faimess, and fostering a safe, welcoming, and
inclusive community. He highlights previous actions the City Council has taken related to
federal immigration enforcement, outlined in Resoluton26-L2, with an effort to reduce
community fear, restore trust, and provide clarity for City staff, elected officials, residents,
and law enforcement parhrers regarding permissible uses of City property. The proposed
ordinance will be posted on the City Website for review. In the next meeting, the City
Council will be looking for public comment.
Mogen adds that the language in the resolution is designed to support the ordinance the
council is going to consider and ensure it is enforceable and not overturned when
challenged.

Mielke notes this is one action the council is taking, but they will continue to take action, as
the immigration enforcement activity is not decreasing.

The Council provides staff with directions related to the proposed ordinance, and they
prefer allowing public comments.
May wonders about a conversation with the St. Anthony Police Department regarding the
ordinance. Linehan suggests having small group conversations or hosting a community
engagement sessiory similar to the City of St. Anthony. Everyone is trying to learn from
each other.
Mogen is hesitant and believes that because they are a contracted entity, any questions and
concerns for the police departunent need to be funneled through the city council. May
agrees and is looking for clarity in the police's role in relation to the proposed ordinance.
Council discusses the FAQ St. Anthony Police Department posted on their website related
to federal immigration enforcement. Mogen adds this and their entire policy manual is
available on the St. Anthony Police Department website.

Linehan apologizes for the last-minute addition, but the deadline to file is tomorrow.
Initially, the cities of Minneapolis and St. Paul, and the Attorney Generaf s office, started
the lawsuit related to the use of city property.
City Attorney Asani explains that if the city were to sign on to this briei it would not make
the city a part of litigation; it simply expresses support. The focus of this brief is a
temporary restraining order targeted at court and prosecution-related issues with ICE
enforcement. Councilmembers continue to discuss and clarify language in the brief.
Linehan wonders about risks for the city. Asani notes, it would draw attention from the
federal goverrunent to Falcon Heights.

I: INFORMATION / ANNOUNCEMENTS:
May explains that she is the liaison to the Environment Commission, which met and reviewed
their goals and standing rules. They are also working on creating a subcommittee that will
focus on the Climate Action Plan.
Wassenberg welcomes former Councilmember Mark Miazga to the Planning Commission.
Mielke notes there was a Renters' Rights Workshop where a HOME Line attomey was present.
They offered an English and Somali session. She is the new liaison to the Community
Engagement Commission, and they discussed how to bring new life into the commission. They
voted to hold a work session to discuss ideas and a plan. She asks the Council if they could
discuss away to cover towing expenses for individuals who have had their cars towed by ICE.
During COVID, there was an eviction moratorium, and this is needed again as people are
afraid to leave for their jobs and are unable to collect a paycheck. Mielke encourages contacting
the Govemor.
Mogen is the liaison to the Planning Commissiory and they met to discuss their goals. 2
committees will be created for the Les Bolstad Golf Course Project A Citizen Advisory
Committee and a Technical Advisory Committee in the following months. The developer of
Larpenteur Senior Building, formerly known as Amber Flats, will have a neighborhood
meeting on February 4.Lastly, the Planning Commission will continue to work on the updated
City Code and provide a summary of the Transition Town event held at City Hall related to
the Les Bolstad Golf Course development. He thanks everyone who has helped out regarding
ICE intrusions.
Gustafson is the liaison to the Parks and Rec Commission, and they are having a joint meeting
with the Environment Commission. They also discussed their goals and standing rules.
Mogen also thanks everyone who applied for the Planning Commission.
Linehan explains that City Mayors and Managers had a meeting with Congresswoman Betty
McCollum regarding the federal updates. Public Works worked on an innovative projec! the
leftover water tank that was used to water gardens at Community Park this past summer was
repurposed as a brine applicator. \A/hich helps prevent ice from forming and is better than
using salt. They also received the new electric Ford F150 lighting. In finance, they have moved
to a third-party payroll provider.

She notes that 11 mayors from other metro cities submitted a letter to the editor in the Star
Tribune and suggest joining and submitting a letter to the St. Paul and Minneapolis paper to
show we all stand with each other.

Item Purchase agreement for a2017 Elgin Pelican NP Street Sweeper
Description Replacing our current street sweeper is no longer a matter of preference, but a
practical necessity, as the current sweeper has far exceeded its projected
service li{e of 7-L0 years. At 16 years old, our current sweeper suffers from
frequent mechanical failures, which disrupts our cleaning schedules and leaves
debris on our roadways for longer periods of time. Replacing our aging 20L0
Elgin Crosswind street sweeper with a refurbished2017 Elgin Pelican NP
street sweeper is a strategic decision that addresses escalating maintenance
costs and down time for repairs. We have decided to transition to the Pelicaru
a mechanical sweeper, for several reasons.
-Less maintenance and easy access for maintenance
-Excels at sweeping heavy compacted dirt and bulky debris which we encounter
frequently throughout our city.
-Three wheeled with rear steer, offers superior maneuverability in tight residential
areas.
-360 degrees of operator visibility for enhanced sat'ety and efficiency
-The dump body is front mounted and can dump up to 9' 6" high, which means the
operator can dump directly into a dump truck and continue sweeping within minutes
of emptying. Whereas currently, our sweeper needs to transport the sweepings to
the dumpsite, offload, and return to sweeping route. A far less etTicient method.

Approval of General Fund Budget Amendment for Share of City of St.
Anthony Village Police Department Purchase of Axon Body-Worn Cameras
Description
A budget amendment is needed to increase the General Fund - Police
Expenditures to pay for the City of Falcon Heights' annual fee for body-worn
cameras purchased and owned by the City of St. Anthony Police Department
(SAPD).
St. Anthony Village (SAV), Lauderdale and Falcon Heights met in October
2025 to discuss the need for new body-worn cameras. It was agreed to move
forward with an Axon model in2026, and to explore a 1O-year contract. SAV
approved an agreement in December for the body-worn cameras at a total cost
of approximately $1,053,62'1., or $105,000 per year.
This is a contracted service fee that will be paid over 10 years, with Falcon
Heights paying our proportionate share as per our contract (approximately
26% n2026). The City also needs to establish an expense line item to account
for this annual expense, and needs to pay the 2026 annual fee.

Item Immigration Enforcement - Stewardship of City Resources and Use of City Property
Description As federal immigration enforcement activities have increased locally, the City
Council has continued to receive questions regarding the potential use of City-owned
property for federal immigration enforcement staging activities and the City's role,
authority, and responsibilities related to immigration enforcement.
In August 2020, t}lre City Council adopted amendments to the City's Administrative
Manual clarifying that the City does not operate its programs or services for the
purpose of enforcing federal immigration laws.
During the january l4thCity Council meeting, in consultation with the City Attorney,
the Council directed staff and attorneys to provide a resolution and ordinance for
consideration at the January 28tt'Workshop
For the ]anuary 28,2026 City Council workshop, staff brought forward a draft
resolution and a draft ordinance for Council discussion. These were prepared by the
City Attorney. City council adopted the resolution at the regular meeting that night.
The ordinance would codify these principles into the City Code by prohibiting the
use of City resources for federal immigration enforcement staging activities, except
where legally required.
If adopted, enforcement of the ordinance would be administrative in nafure and
handled by the City Attorney's Office of Campbell Knutsory primarily through the
issuance of cease-and-desist letters where prohibited use of City resources is
identified.
The City Attorney has flagged a few considerations for the City Council to weigh.
First, there is the funding risk that the federal goverrunent may block future grants or
financial support the City of Falcon Heights receives if policies or ordinances are
deemed to qualify the city as a "sanctuary jurisdiction". Additionally, there are
operational and implementation considerations as well. Namely, signs restricting city
property use may be difficult to enforce as the use of city property may cease

naturally long before the legal notices can be issued.
Adoption of the ordinance would lead the City to install supplemental signage at
City Hall, Community Park, Curtiss Field and Grove Park to indicate that use of the
property must comply with city ordinance26-0-1., and that city property may not be
used for federal immigration enforcement, except as authorized by law.

Impact
No direct budget impact is anticipated. Any enforcement actions would be handled
within existing City Attorney services.

AN ORDINANCE AMENDING CHAPTER 2 OF'THE FALCON HEIGHTS CITY CODE
CONCERNING STEWARDSHIP OF CITY RESOURCES
THE CITY COLJNCIL OF FALCON HEIGHTS ORDAINS
SECTION I. Chapter 2 of the City Code of Falcon Heights, Minnesota, is hereby amended to
create a new Article IX as follows:
ARTICLE IX - STEWARDSHIP OF'CITY RESOURCES
Sec, 2-155 - Purpose and policy
The purpose of this Chapter is to ensure that the City is stewarding its resources for the
benefit of the public in accordance with state public purpose expenditures law and in a
nondiscriminatory fashion compliant with the Minnesota and United States Constitutions. The
City finds that this Chapter seryes the public interest by ensuring the equal treatment of all
residents and visitors in the provision of City resources and services, preserving the trust of the
public in the integrity of the City's stewardship of public resources, and maintaining compliance
with applicable local, state, and federal laws. The City's findings in Resolution No. 26-12 are
hereby incorporated by reference.
Section 2-156 - Delinitions
The following words and phrases used in this Article having the meanings given in this
section:
City property. Real property owned by the City of Falcon Heights, including City parks,
buildings, parking lots and parking structures, but not including public right-of-way, public
streets, and sidewalks. City Property includes property generally open to the public and not
generally open to the public, such as City utilities and spaces designated as employee-only or
requiring secured access for entry.
Staging operations. Actions taken to mobilize, prepare, or deploy vehicles, equipment,
materials, or personnel for the purpose of enforcing federal immigration law.
Section 2-157 - Prohibited uses of city tesources
(a) No City employee or City public official may direct, permit, facilitate, or authorize the use
of City resources, including but not limited to City Property or City personal property,
facilities, money, or personnel:

(l) For the purpose of enforcing federal immigration laws except as authorized by a
judicial warrant or other similar lawful authorization; or
(2) For the purpose of discriminating against any individual on the basis of a protected
class characteristic under the Minnesota or United States Constitution; or
(3) For personal benefit or profit
(b) No individual or federal, state, or local agency may use or access City Property for the
purposes of staging operations, except the use of City Property authorized by ajudicial
warrant, subpoena or other similar lawful authorization. Federal, state, or local government
entities or personnel will not receive special or enhanced access to City Property for
operations enforcing federal immigrations law.
Section 2-158 - Reporting requirements
Any City employee or City public official who observes or identifies use of City resources
for one of the purposes prohibited in Section 2-157or who denies a request to use City resources
for one of those purposes, must provide a report to the City Administrator within five business
days of observing, identifying, or denying use of City resources, including the following
information:
(a) The date the request for resources was received or resources were observed or identified as
used for a prohibited purpose;
(b) The identity of the individual or agency requesting use of City resources for a prohibited
purpose or who was observed or identified as using City resources for a prohibited purpose;
(c) A summary description of the City resources requested or used, which shall not include any
personally identifiable information;
(d) The prohibited purpose for which City resources were used or for which the request for
City resources was denied.
Section 2-159 - Compliance with luh,
Nothing in this Chapter should be construed to violate state or federal law or to prohibit
City employees from providing data or services when required by state or federal law.
Section 2-160 - Severability
If any section, clause, provision, or portion of this Chapter is adjudged unconstitutional or
invalid by a court of competent jurisdiction, that part may be severed and shall not invalidate or
effect the enforceability of the remainder of this Chapter.

Item Approval of Resolution26-13 Authorizing the City to Join the Nonpartisan Coalition
of Cities for Safe and Stable Communities
Description Cities across Minnesota are experiencing increased strain on local government
operations, public safety resources, and community trust resulting from recent
federal immigration enforcement actions. In response, a nonpartisan, city-led
coalition-Cities for Safe and Stable Communities-has been formed to provide a
coordinated forum for information sharing, operational coordinatiory and collective
communication, while preserving full local control by participating cities.
The coalition is explicitly nonpartisan and focused on local governance, public safety,
and operational stability. Participation does not require lobbying,litigation, or public
advocacy unless a city independently chooses to engage in those activities. Cities
retain discretion over whether and how they participate publicly, what information
they share, and the extent of their involvement.
Joining the coalition would align with recent City Council actions affirming
community values, clarifying the City's limited role in civil immigration enforcement,
and emphaslzrng responsible stewardship of City resources. Participation would
allow Falcon Heights to remain informed of regional impacts, coordinate where
helpful with peer cities, and contribute to a collective, nonpartisan local government
voice focused on safety, stability, and respect for constitutional protections.
Coalition governance is led by a managing committee of city managers, with
consensus as the goal. Communications support and coordination are provided at the
direction of participating cities. There is no cost to remain informed or engage as an
ally; cities that formally join may be asked to contribute toward shared coalition
infrastructure, as determined by the coalition's executive committee.

Minnesota Mayors Launch Coalition: Safety over Partisanship
A coalition of mayors announces the formation of Cities for Safe and Stable Communities
(MN). We are a grassroots, local government-led coalition dedicated to restoring stability and
trust in government. \Mile our cities have faced challenges for some time, Operation Metro
Surge has created an urgent need for a unified local voice.
As mayors, we know the names and faces in our cities. We are held accountable for the
wellbeing of our schools, hospitals, and local businesses, and for upholding the rule of law for
our residents. Current enforcement tactics are violating constitutional protections and actively
harming the families we swore to serve.
This surge is not just a "Minneapolis issue;" the fallout is felt across the state. This operation
strains city resources, disrupts local economies, and tears at community cohesion. This is
unsustainable, especially in light of the economic uncertainty of the past year. From small
business closures and workforce instability to housing insecurity, the damage weakens
Minnesota's entire economic engine.
The toll on our families and children has been heavy. Students as young as five years old have
been detained, leaving their friends and teachers to cope and advocate for their return.
This approach undermines true public safety. The surge forces cities to absorb unsustainable
costs. The costs are not just financial; we are seeing a dangerous erosion of trust between
residents and local law enforcement that could take years to earn back. When residents are too
afraid to call 911 or access city services, everyone is less safe. Residents should be able to
interact with our cities without fear. We need a return to order that stops pulling officers away
from essential needs, to focus on their true mission: protecting our neighborhoods.
Our coalition is asking federal and state elected officials for immediate de-escalation and
acknowledgement of economic harms, including potential 2026 relief funds to cities. As more
communities join, we will assess the damages done and determine how we restore Minnesota
institutions in the wake of these unprecedented setbacks.
We believe in Minnesota's resilience. While federal agencies must answer for this damage, we
know Minnesotans are the ones who will build back. We invite leaders - from the suburbs to
Greater Minnesota - to join us. Together, we can chart a path that values safety, honors
constitutional rights, and restores the peace our communities deserve. A future where cities can
do their jobs and Minnesotans can feel secure in their communities.

What are the Cities for Safe and Stable Communities (MN)?
A nonpartisan, coalition of city-led groups of Minnesota local governments coordinating around public safety, operational
stability, and the local impacts of recent federal actions.
Why was the coalition formed?
Cities across Minnesota are experiencing similar strains on public safety resources, city operations, and community trust.
The coalition exists to support coordination, reduce duplication, and provide a collective way for cities to communicate and
respond while retaining full local control.
What is the coalition's core statement?
We are a nonpartisan coalition of Minnesotan cities working together to restore stability, trust, and effective local
governance. Operation Metro Surge has created instabilitythat strains local public safety resources and disrupts local
economies-affecting businesses, schools, and families well beyond the Twin Cities.
We stand for the rule of law and respect the role of federal immigration enforcement. We expect federal leadership to
direct agencies in a way that recognizes local jurisdiction and responsibilities, while respecting the integrity of our cities as
a whole. We are concerned that current enforcement approaches may risk undermining constitutional protections and
place cities at legal and operational risk. We are callingfor improved coordination grounded in the rule of laq due process,
and respect for local governance.
There is strength in numbers. When cities raise concerns individually, they can be dismissed. A unified, nonpartisan
coalition cannot. We are urging immediate de-escalation, clearer coordination, and a return to stability so cities can do
their jobs and Minnesotans can feel secure in their communities.
ls this a political or advocacy organization?
No. The coalition is focused on local governance, public safety, and effective intergovernmental coordination. Participation
does not require lobbying, litigation, or public advocacy unless a city independently chooses to engage in those activities.
How is the coalition governed?
The coalition is coordinated by a managing committee of city managers who provide direction on strategy, messaging, and
coordination. Consensus is the goal; when consensus cannot be reached, decisions are made by vote.
How does the coalition direct the consultant?
Momentum Advocacy works at the direction of participating cities, with primary points of contact designated by the
managing committee. Momentum provides messaging guidance, draft materials, and coordination support, and designates
point people for specific needs to streamline communication.
Are coalition materials public?
Coalition materials are intended for internal use unless explicitly designated otherwise.
How are communications handled?
Tactical or transactional information may be shared directly. Coalition-wide strategy and messaging materials are routed
through the managing committee for coordination.

How should media inquiries be handled?
Media inquiries related to the coalition should follow each city'stypical internal media procedures. Momentum can assist
with talking point preparation and may coordinate or follow up on requests stemming from coalition press advisories.

What does participation require?
Participation is flexible and defined by each city. lt may include staying informed through shared updates, sharing
operational or data insights, coordinating messaging where helpful, and participating in joint engagement or media if
desired.
Does participation require public statements or media engagement?
No. Cities choose whether and how they participate publicly.
What if our city does not want to join formally?
That is completely fine. Cities may stay informed, share perspective or data, selectively amplify shared messages, and

What types of information are shared?
lnformation may include general operational impacts, public safety or service-delivery considerations, media inquiries and
messaging context, and relevant federal or state developments. Cities control what they choose to share.
Who should our point of contact be?
City managers or administrators are asked to serve as the primary point of contact. Additional staff, including
communications and policy staff, may also be included.
How do we learn more or express interest?
Cities may contact Alexis Kise (akise@momentum-advocacy.com) to request materials, ask questions, or indicate how they
would like to engage.
ls there a cost to participate in the Cities Coalition?
There is no cost to stay informed or engage as an ally. Cities that choose to formally join receive shared communications
support and coalition infrastructure and are asked to contribute an amount determined bythe Executive Committee.

A RESOLUTION AUTHORIZING THE CITY OF FALCON HEIGHTS TO JOIN THE
NONPARTISAN COALITION OF CITIES FOR SAFE AND STABLE COMMUNITIES
WHEREAS, the City of Falcon Heights is committed to fostering a safe, welcoming, and
inclusive community and to stewarding City resources in a manner that supports public safety,
operational stability, and community trust; and
WHEREAS, cities across Minnesota are experiencing shared operational, public safety, and
community impacts associated with recent federal immigration enforcement actions, including
increased strain on local resources and erosion of trust between residents and local government;
and
WHEREAS, the Cities for Safe and Stable Communities coalition has been formed as a
nonpartisan, city-led group of Minnesota local governments to coordinate information sharing,
reduce duplication, and provide a collective forum for addressing these shared local impacts,
while retaining full local control for participating cities; and
WHEREAS, participation in the coalition does not require lobbying, litigation, or public
advocacy, and each city retains discretion regarding its level of engagement, public
communications, and information sharing; and
WHEREAS, the City Council has previously affirmed community values related to immigration
enforcement, clarified the City's limited authority and responsibilities, and emphasized the
importance of responsible stewardship of City resources and the maintenance of community
trust; and
WHEREAS, joining the coalition is consistent with the City's interest in staying informed,
coordinating with peer cities where appropriate, and contributing to a constructive, nonpartisan
local government response focused on safety, stability, and respect for constitutional protections.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Falcon Heights,
Minnesota:
I . The City Council authorizes the City of Falcon Heights to join the nonpartisan Coalition
of Cities for Safe and Stable Communities.
2. Participation in the coalition shall not alter the City's existing policies, ordinances, or
practices related to immigration enforcement, public safety, or the use of City resources,
and shall not obligate the City to engage in lobbying, litigation, or public advocacy.

3. The City Administrator, or designee, is authorized to serve as the City's primary point of
contact with the coalition and to participate in coalition activities consistent with Council
direction and City policy.
4. The City Administrator is authorized to expend up to their spending authority of $5,000
in 2026 for the City's participation in the coalition.
