POLICY ITEMS:
'1,. Les Bolstad Golf Course - Master Plan Process & Update
Linehan explains the city hired a consulting firm, Bolton & Menk, to assist with the
Les Bolstad Golf Course Development. To assistwith developing a master plan,
Consultant Andrew Dresdner recommends forming two committees: a Technical
Advisory Committee (TAC) and a Community Advisory Committee (CAC). The
TAC will consist of govemmental agencies, Falcon Heights staff, and other parties
for technical expertise. The CAC will serve as community experts and ensure the
development aligns with the guiding principles.
Dresdner explains that Bolton & Menk were hired to assist with the planning process
when the University chooses a developer, and the development gets furned over to
the city. Numerous stakeholders will need to be involved as it is a large project. It
will be important to build a"big tent" of parhrers (community, county, watersheds,
state, etc.) to improve the end product and expedite matters. On the developer side,
their understanding is that the developer works with the university's real estate
office. In the future, they will recommend a developer to the Regents. Dresdner
provides a draft schedule involving all parties, outlining how they will help the
developer with master planning. The Community Advisory Committee will meet
monthly with the developer for about one and a half years, facilitated by Bolton &
Menk. The Technical Advisory Committee will meet every other month to discuss
the nuts and bolts of master planning. Additionally, the developer needs to create an
engagement plan and potentially involve the other city commissions. The master
plan process will happen alongside an AUAR process. Following this, the city will
have to create the zoning and a Comp Plan amendment.
Linehan adds that staff are looking for direction from the Council around the
Community Advisory Committee.
Mogen would prefer the organizations that will be included in the TAC to be shared
with the Council. He wonders how including the developer in the master plan

process would change the outcome, as he's familiar with other sites where the
master plan was completed prior to the developer coming onboard. Dresdner
answers that this should force the developer to be more open to community input.
Mogen notes this is different than other sites, such as Hillcrest and the Highland
Bridge project and that should be taken into consideration, but will help reach both
the developer and the city's goals.
Wassenberg appreciates getting representatives from neighboring communities.
Because the Grove residents are eager to get involved, one committee representative
should be a resident from that neighborhood. Mielke agrees, one from each
commissiory and a representative from the Grove. Dresdner emphasizes that these
committee members should represent the greater good and not just their own
interests. Mogen believes that seven members are small, like a representative from
each commission and surrounding communities, and including someone from the
Grove, plus including more at-large, and make it a nine or ten-member body.
Georgiana adds thathaving a member from each commission could cover the
geographical distributiory but that the council should be involved in selecting them.
Mogen wonders what happens if no one is interested, given the large time
commitrnent. Gustafson asks what kind of expertise we are looking for and whether
an application can help narrow down the selection. Dresdner answers, being an
expert on the community's values and representing the community's interests as a
whole, so geographical distribution is important. The application is helpful, followed
by the council appointing each member. Gustafson wonders how representatives
from surrounding cities will be selected. Linehan recommends that the other cities
formally appoint their representative and that the city's owrr commission have each
of them nominate a candidate. Council notes it's important to include a synopsis of
the role of the CAC, including the meeting times and time commitment.
Mogen suggests creating a subgroup thatwill review applications and make
recommendations to the council. Gustafson suggests the council rank each
application. Council discusses having the respective council liaisons, staff liaisons,
and commission chair interview the interested commissioner. Then they wonder if
they should add the criteria to have a geographical distribution. Wassenberg
suggests we can widen the search to people who have served on commissions in the
past in case current commissioners are not interested. Council discusses the need to
have a representative from St. Paul, which would allow for more regional thinking.
Mogen doesn't understand why we are securing a spot for a St. Paul representative
but not from anyone from the Falcon Woods neighborhood or anyone else from
Falcon Heights. Gustafson adds that selecting someone from the St. Anthony Park
neighborhood, which would also be impacted, ensures working in good faith with
neighboring communities.
Linehan, no matter the pre-selectiory the council should formally create the
committee and appoint each member. Gustafson wonders about offering a stipend.
Linehan answers that it is possible. Gustafson suggests adding an at-large member
from the city to create a 9-person body. The City Council can review applicants from
the at-large member, the surrounding cities will review their representative, and the
commissions will review their own.

The consensus direction was for staff to bring back a proposed CAC formation/selection
process for Council consideration at the February 25m workshop.
2. 2026Legislative Priorities
Linehan provides an overview of the legislative priorities but is unsure about how many
of these items will be a priority this year. Mielke suggests adding support for an eviction
moratorium. Mogen expresses concern about the eviction moratorium and Just Cause
Evictions; he supports the idea but has concerns about the ability to actually manage it.
Linehan agrees that some need more discussion and suggests discussing further at the
next meeting. May wonders about any transportation or bonding priorities. Linehan
notes there are no current ones that impact Falcon Heights, but there are uncertainties
around Local Government Aid, which is important funding for Falcon Heights.
3. Future Workshop Agenda Topics - Request for Special Workshop
Linehan explains that there is a request to have a special workshop to further discuss
standing rules and goal setting. The special workshop will be on Wednesday, March 4,
at 6:30 PM.

Item Revocation of a 2026 Municipal Business License and 2026 Massage Therapy License
Issued to French Maid Inc. dba Crocus Hill Acupuncfure
Description On January 29,2026, the City of Falcon Heights received from the Minnesota Department of
Revenue a Notice of License Revocation for French Maid Inc. dba Crocus Hill Acupuncture,
located at 1579 Hamline Avenue North.
The Minnesota Department of Revenue outlined the actions and timeline that the City must
follow, beginning with sending the businbss owner a letter and copy of Notice of License
Revocation on February 2,2026.
The business owner, Mr. Frenctu was advised of Minn. 5tat.270C.72, subd. I which
states: "The state or a political subdivision of the state may not issue, transfer, or renew, and
must revoke, a license for the conduct of a profession, occupation, trade or businesso if the
commissioner notifies the licensing authority that the applicant owes the state delinquent
taxes payable to the commissioner, penalties or interest. It was also stated that a public
hearing would be held at7:00 PM on February 25,2026 to consider revocation of his 2026
Municipal Business and Massage Therapy Licenses in accordance with City Code Sec. l4-3
and l4-4.
And, unless Mr. French resolves his delinquency with the State of Minnesota and the City
of Falcon Heights receives a Tax Clearance Certificate from the Minnesota Department of
Revenue on or prior to March 11,2026, then the City of Falcon Heights shall revoke his2026
Municipal Business and Massage Therapy Licenses.

WHEREAS, on January 29,2026,the City of Falcon Heights received from the Minnesota
Department of Revenue a Notice of License Revocation for French Made Inc.

Item Approval of Ordinance 26-02 Assigning a New Street Address for Property

Description The City of Falcon Heights has been approached by Reverand Rick King,
pastor of Garden Community Church (formerly known as Falcon Heights
United Church of Christ) about changing their official address. They are
hoping to change the address to a Garden Avenue address instead of the
existing 1795 Holton address due to issues with guests finding the church front
entrance (on Garden Avenue) and issues with getting mail delivered.
The new address is proposed to be "J.440 Garden Avenue. This has been vetted
with Ramsey County GIS for appropriateness and has been approved. Upon
approval of the attached ordinance, Staff will forward information to Ramsey
County GIS to update 911 addressing and inform USPS of the change.

Resotution to obtain a Garden Ave. address for the new church
WHEREAS: given the choice of names for our "new" church, the tiketihood is high that it witt
invotve the word "Garden" or Garden Avenue.
WHEREAS: Fatcon Heights Etementary Schoot has the address of 1393 Garden Avenue
West
WHEREAS: Many years ago in the earty days of our church, the main entrance was on
Holton Street
WHEREAS: we seldom use the Hotton Street entrance anymore, which is usually tocked
anyway.
WHEREAS: The Garden Ave entrance can be monitored by office staff, white the Hotton St
entrance cannot, a distinct safety tiabitity.
WHEREAS: The Hotton street address is confusing to visitors, since the main entrance is
now on Garden Avenue (since reconstruction in 2004-2006).
WHEREAS: We must constantty exptain, in directions to potentiaI visitors, that the main
entrance is not where the address would take them but "on Garden Avenue opposite the
parking lot."
WHEREAS: Even USPS detivery personnel get it wrong -- I have personatty had mait
returned as "undetiverabte" when addressed to 1795 HoLton St.
THEREFORE, BE IT RESOLVED THAT:
We petition the relevant governing jurisdiction(s), City of Fatcon Heights and/or US Postat
Service, to officiatly change our address to:
1440 Garden Avenue [West]
NOTE: there is no Garden Avenue East (in 551 13 zip code, or the East adjacent zip code)

Request for Senior Maintenance Worker Dave Simons to Attend Elgin Pelican
Street Sweeper Mechanic School in Elgin, IL
Description The City will soon acquire a used Elg Pelican Sweeper to replace our older
Crosswind Sweeper. Included in our purchase is a three-day mechanics training
class in Elgin,Illinois, designed to help mechanics set, maintalry and repair the
Elgtt Pelican for best operation, as well as instruct them on various settings and
repairs. The City would like to send Senior Maintenance Worker, Dave Simons,
to Elgin, Illinois for training. The cost of lodging, meals and training were
included in our purchase of the sweeper, but the City still is responsible for travel
expenses. There is funding available in the Conferences & Training line items to
cover these expenses.
The trainins will take place Tuesday, June 9, through Thursday, June 11
Budget Impact Estimated $1,100. Funds are available between the City Hall& Grounds Fund
13L and Streets Expenditures Fund 132 Conferences & Education Lines

Pelican Sweepers for Mechanics
Objectives:
This three day class is designed to help mechanics set, maintain, and repair the
Pelican sweeper for the best operation. Setting of brooms and conveyors will be
discussed with emphasis on safety, proper operation, maintenance, and repair.
Technicians will learn troubleshooting of electrical, electronic, and hydraulic systems related to sweeping functions.
Hydrostatic drives and hubs will also be reviewed for troubleshooting and repair. Sweepers discussed will include the
Pelican NP and Waterless Pelican (NR).

SENIOR MAINTENANCE WORKER DAVE SIMONS TO ATTEND ELGIN
PELICAN STREET SWEEPER MECHANIC SCHOOL IN ELGIN,ILLINOIS
WHEREAS, the City's current sweeper is a 2010 Elgin Crosswind that has far exceeded
its projected service life of 7 to10 years;
WHEREAS, City Council approved a purchase agreement to replace our curtent street
sweeper with a 2017 ElgnPelican NP Street Sweeper;
WHEREAS, Elgin offers free on-site mechanic school in Elgin,Illinois, where operating
instructions and troubleshooting repairs are taugh!
WHEREAS, Public Works'Senior Maintenance Worker, Dave Simons, is requesting
reimbursement for lodging totaling approximately $1,100 for hotel fees associated with
attending Elgin Pelican Street Sweeper Mechanic School in Elgir; Illinois, from June 9
through June11.,2026.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Falcon
Heights, Minnesota:
1. That the out-of-state lodging expense of Senior Maintenance Worker Dave Simons
is approved and adopted by the City Council of the City of Falcon Heights.

Item Appointment of Signe Nestingen to the Community Engagement Commission
as a commissioner
Description CIty Staff, the Community Engagement Commission Chair, and Council
Liaison have interviewed and recommend Signe Nestingen for the Community
Engagement Commission.
Signe has called Falcon Heights home for 18 years and is eager to support
ongoing efforts to strengthen the web of community connections. She recently
completed the Ramsey County Master Gardener Program and enjoys staying
active as an avid walker. Now retired, Signe is excited to dedicate her time and
energy to giving back to the Falcon Heights community.

There is a solid infrastructure of community in FH. lt is an extremely difficult time in MN and the US (Dec 2025-Feb 2025) I and
believe it is essential that community infrastructure be supported, and as necessary/possible grown. I believe that I can
contribute to ongoing efforts to build connections among FH residents. I have enjoyed living in FH. This role would provide
opportunities for me to meet and engage with more FH residents and contribute to FH in a meaningful way.

Item Review of Les Bolstad Golf Course Redevelopment Community Advisory
Committee (CAC) Proposals
Description (Continued ftom 2 / 25l 26 workshop)
As the University of Minnesota moves forward with interviewing potential
developer candidates for the Les Bolstad Golf Course sale, it is prudent that the
City of Falcon Heights begin laying out a process and timeline for developing a
master plan for the redevelopment.
Consultant Andrew Dresdner of Bolton & Menk has advised the City to
consider forming two committees: a Technical Advisory Committee and a
Community Advisory Committee.
The Technical Advisory Committee will be made up of individuals from
orgarizattons such as Ramsey County, the Met Council, St. Paul Regional
Water, Rice Creek Watershed District, Capitol Region Watershed District,
Falcon Heights staff, and any other appropriate parties.
The Community Advisory Committee will be made up of local community
members who represent various economic, ethnic, and social service interests
within the City of Falcon Heights and adjacent cities.
The City Council was tasked with determining the selection process for
choosing the CAC members. During the February 11,2026Council Workshop,
Council determined that the CAC will be made up of nine (9) voting members
from the following groups:
. One representative from Falcon Heights At-Large
. One representative from the Planning Commission
r One representative from the Environment Commission
. One representative from the Parks and Recreation Commission
. One representative from the Community Engagement Commission. One representative from The Grove neighborhood
. One representative from Lauderdale
o One representative from Roseville

a One representative from St. Paul
The CAC will meet monthly, with the first meeting date anticipated for
Wednesday, April15.
Additional notes from Andrew Dresdner, Consultant from Bolton & Menk: In
general, it will be important to build a"big tent" of partners (community,
county, watersheds, state, etc.) to improve the end product and expedite
matters. It is also important to remember this will not be a quick,3-4 month
process. Finally, the developer will take the lead on the master plan and
AUAR. The City/consultant will review and shepherd the process. If things
change, we will be capable of leading, but the current assumption is the
developer is production and we will be reviewing.
If Council recommends moving forward with Resolution 26-17 during the
workshop, it will be considered under Policy H1 during the regular meeting.

A RESOLUTION ESTABLISHING A LES BOLSTAD GOLF COURSE
REDEVELOPMENT COMMUNITY ADVISORY COMMITTEE
WHEREAS, the Les Bolstad Golf Course property, owned by the University of Minnesota, is
located adjacent to the City of Falcon Heights and represents a significant redevelopment
opportunity affecting land use, infrastructure, environmental systems, housing, and community
character; and
WHEREAS, redevelopment of the property will have regional implications for Falcon Heights
and neighboring j urisdictions; and
WHEREAS, the Falcon Heights City Council recognizes the importance of structured
community engagement and broad stakeholder input in shaping redevelopment outcomes; and
WHEREAS, the City Council desires to establish a formal advisory body to serve as a
community voice and provide recommendations to the City Council regarding the redevelopment
process; and
WHEREAS, the Community Advisory Committee shall act solely in an advisory capacity and
shall not have independent authority to bind the City of Falcon Heights.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Falcon Heights
hereby establishes the Les Bolstad Golf Course Redevelopment Community Advisory
Committee (CAC) for the purpose of advising the City Council on matters related to
redevelopment of the Les Bolstad Golf Course property.
BE IT FURTHER RESOLVED, that the Community Advisory Committee shall:
1. Purpose and Duties
a. Serve as a community focus group representing a cross-section of residents and
stakeholders.
b. Provide input and recommendations to the City Council regarding land use concepts,
environmental considerations, infrastructure, housing, community amenities, and
related redevelopment matters.
c. Identift community priorities, concems, and opportunities associated with
redevelopment.
d. Act solely in an advisory capacity without independent authority to take action on
behalf of the City.
e. Commit to actively participate in meetings for a period of up to two years.

I served previously on the Parks and Recreation commission, enjoyed that work, and would like to return
