Members of the public that would like to make a comment or ask questions about an item on the agenda for an upcoming workshop should send them to mail@falconheights.org prior to the meeting. Alternatively, time is regularly allotted for public comment during Regular City Council Meetings (typically 2nd and 4th Wednesdays) during the Community Forum. 1 BLANK PAGE  2 REQUEST FOR COUNCIL ACTION City of Falcon Heights, Minnesota __________________________ Item Rebuilding Together Minnesota Description This is a Council Member requested item. A representative from Rebuilding Together will present and seek additional support from Falcon Heights. Rebuilding Together is a 501(c)(3) nonprofit organization based in St. Paul that runs two programs that provide assistance to residents in our community: the Home Repair Program and Safe at Home Program. Home Repair Program The Home Repair program provides sub-contractor-delivered repair or replacement of essential systems that are critical to healthy, livable homes. To qualify for Home Repair assistance: • Applicant must own the home or make mortgage payments on the home for which they are seeking assistance and be up-to-date on tax payments. • Applicant must reside in Minnesota. • To qualify for their cost-free services, applicant must have a household income that is at or below 50% of the Area Median Income as determined by HUD. • At least one resident in the home must be an older adult (55+), an individual living with a disability, a child under the age of 18, or an active or retired member of the armed services. • Applicant must plan to remain in their home for at least five years. Safe at Home Program The Safe at Home program offers volunteer-delivered home safety and fall prevention modifications, such as ramps, grab bars, and more, to older adults or those living with a disability. To qualify for Safe at Home assistance: • Applicant must own the home or make mortgage payments on the home for which they are seeking assistance and be up-to-date on tax payments. • Applicant must reside in Minnesota. • To qualify for cost-free services, applicant must have a household income that is at or below 50% of the Area Median Income as determined by HUD. • Applicant must have at least one household member who is an older adult Meeting Date March 11, 2026 Agenda Item Policy C1 Attachment N/A Submitted By Jack Linehan, City Administrator 3 (55+) or is living with a disability. •Applicant must plan to remain in their home for at least two years. Budget Impact N/A Attachment(s) N/A Action(s) Requested Staff recommends council hear the request and ask questions as applicable. 4 BLANK PAGE  5 REQUEST FOR COUNCIL ACTION City of Falcon Heights, Minnesota __________________________ Item Community Advisory Committee Selection Process Description On February 25, the City Council approved Resolution 26-17 Establishing a Les Bolstad Golf Course Redevelopment Community Advisory Committee (CAC). The Community Advisory Committee will be made up of local community members who represent various economic, ethnic, and social service interests within the City of Falcon Heights and adjacent cities. To accomplish this, the CAC will be made up of nine (9) voting members from the following groups: • One representative from Falcon Heights At-Large • One representative from the Planning Commission • One representative from the Environment Commission • One representative from the Parks and Recreation Commission • One representative from the Community Engagement Commission • One representative from The Grove neighborhood • One representative from Lauderdale • One representative from Roseville • One representative from St. Anthony Park The CAC will meet monthly, with the first meeting date anticipated for Wednesday, April 15. If we are to start the CAC in April, it is important that we move quickly in the formation to begin the recruitment process. Our timeline would be as follows: • Feb 25th - Approval of Resolution 26-17 • March 2nd – Applications for CAC opened 15-day recruitment for the At-Large position, the Grove Neighborhood position, and all 4 City Commission positions. Request to neighboring communities go out seeking candidates • March 16th – Deadline for all Falcon Heights applications • March 17th – Selection Process • DATE – Interviews for all Falcon Heights applications • April 8th – Approval at the City Council meeting Next, the council should discuss a selection process for reviewing the applications received and determine how interviews will be conducted. Staff suggests using a standardized scoring matrix to review applications, and has included a sample matrix for consideration and discussion.
