Lirdig, Trustee F.alph Van Hoven, Treasurer Frank N. Graham, Attorney Abacnt: John R. Rysgaard, Trustee Clyde ~ Stewart, Clerk The meeting was called to order at 8:00 p.m. by President Matteson. Due to the Clerk's inability to attend the meeting, Eleanor Reichow recorded the minutes. Ralph E. Zenor permit Ralph ?-nor is building a home at 1452 W. Larpenteur. It is to live in garage necessary that he move from hie present home by Junc 15. He asked the council if he could have a permit to move into the garage at the Larpenteur Avenue address and live there for a period of from 4 to 6 weeks until his home is completed. The water and sanitary system will be installed prior to June 15. Matteson advised Z-nor the council would take the matter under advisement and let him know by its next meeting, May 24. Meeting with O'Hearn Harry Anderson reported that he and Matteson have an appointment with O'Hearn, T?. of Minn. real estate manager on Monday morning at 10:00 a.m. to discuss terms and conditions relative to leasing the proposed plat of land next to the Farmers G'nion Grain Termin- al garage for thr construction of the village hall and fire sta- .. tion. They will make a report of *.his conference on May 24. It was thought it might be advisable to have Mr. Middlebrook attend the council meeting on the 24th and Lindig agreed to invite him. Imhoff for assistant Harry Anderson introduced Mr. Imhoff to the council. It was. the fire chief. recommendation of f?arry Anderson and George Swanson that Imhoff be appointed assistant chief effective July 1 at a salary of X200 per month. The council agreed to act on the recommendation on May 24. Relief Association Harry Anderson brought up the matter of the division of the re= division of funds. lief association funds of the present fire department. The appraisal is to be made by Harry Anderson from Falcon Heights, Eiler from Lauderdale, H.,rry Carlson from Rose- ville, and a fourth person to be appointed by the three named. Request for rezoning Steffnitz asked the council to re-zone to resident B that por- by Steffnitz of land on the west side of Arona from California to a point about 150 feat south to permit him to build two 6-family row houses with provisions fo r a parking space and playground area, and to re-zone to business that portion of land on the west side of Arona from California to a point about 150 Peet north to per- mit him to erect a California style building to be used as office ~o space. Should St-ffnitz be granted permission for these building projects, he agreed to have installed a 2~+" culvert on Arona beginning at the end of +..he present culvert, about 150 fe=t south of Larperteur. The culvert would extend along ,Arona to a point about 150 feet south of California, extend- ing west approximately x2~ feet and then south to Idaho. Steffnitz also advised that at present he has plant under way to erect 3 apartment. buildings on 3nellin~ Drive. Mat- teson advised Steffnitz the council would take the matter under advi~emcnt and one of the council members would con- tact him shortly regarding the manner in which tY,e petition for re-zoning should be entered. ?oning Ordinance Matteson discussed the necessity of having a zoning ordinance. Shavor and Graham are to have the ordinance ready for adop- tion at the council meeting of P~4ay 31. Building Inspector It w~sa the opinion of the coL~ncil that a buildine~ inspector to be appointed for should be appointed effective June 1 at the time the proposed Village building code would become effective. Road Oiling Road Overseer ~eaborn reported that no streets are to be oiled until June or July. At that time thr_ weather should be warm enough so that the oil will penetrate the ro:~.d, resulting in a better job. Salaries of Village Matteson recommended that his salary be reduced from '~50 to officers X110 a month, with the understanding that he could employ such stenographic help as he might need. .After sane discussion on the subject ''ahvor moved that the president's salary, until termination of his office on .Tan. 1 be fixed at ~1F0 a month. Motion seconded by Lindig and carried. After some discussion regarding the salaries of the other officers, Shavor moved that th- salaries be as follows: Trustees, X35 a month C&Ch; Clerk, "~75; Treasurer, X25. The motion was seconded by Lindig and carri-d. Liquor Store location Graham was asked to obtain an opinion from the Attorney Gen- restriction oral as to the definite meaning of the restriction that a liquor store cannot be located within one mile of University property -- whether this m ens 1 mile from the administration building, from the ca~ipus, or from any property owned by the University. Tax settlement check Van Hoven reported that a Mr. Feters from tY~ County Auditor's office had ca11Pd him retarding the recent tax settlement check of X4,049.37 issued to the village of F.H. Of this amount, X1,611.77 was to cover the real estate tax, and X2,437.60 was for personal property. There i.s some question as to whother o.r not Falcon Hts. has full claim to the latter amount. An opinion from the .Attorney General has been re- quested. Peters ~.sked if the council would be agreeable to returning the check to ±,he County Auditor's office.
