The me-ting was called to order by President Iwattcaon at 7:110 p.m. Th^ minutes of

Resolution RESCLV3D, that the appointment of E. B. Rowley as deputy
clerk made by Clyde J. "'~tewart be, and it hereby is, ap-

seconded, that the following resolution be adopted.
RESOLVED, that the resolution passed by the Village
Council MaST 11 designating the.`~t. Paul Dispatch. as-the of-
fici.al n-wspap~-r of the Village of F.H. be, and it hereby is,
rescinded; and RE=CLVED further that the St. Paul Legal
Ledger, a legal newspaper of general circulnt,on in the
Village of Falcon F?ei~ht.s, be designated as the official
newspaper of the. Village of Falcon Heights, in which shall
be published such ordina-pees and other matters as are re-
quircd by law t~ be so published, and such other matters ae
the council may deem it advisable and in the public interest
to have published in this manner. The resolution was adopted.
Join the League of The following resolution moved by Iviatteson, seconded by Rys-

RESCLVFD, that the Village of Falcon Heigh'-,s join tY~e
League of Minn. Municipr-lities and pay the required annual
dues in the sum of X97 (19110 population 3,843) for the ,year
beginning June 1, 1849 erd endir_f; October 31, 19F~C .
Severing of present After-some discussion r-garding the presen+., fire agreement
fire contract with with Lauderdale and Roseville; it was agreed thr.t Matteson
Roseville & lauderdale should write to the Roseville Council and to the Iauderdale
Council advisin them that the Village of Fal con Hts . de-
sired to sever the present fire contract as of ~~uly 1,1948.
Ralph Tenor permit Upon the recommendation of Rysgaard, Shsvor moved that ?enor
be p-rmitted to temporarily occupy his garage as a dwelling
pending compl°tion of his home for a period not to exceed
two mop+,hs beginning June 15. Motion seconded by L:indig
and carried. Matteson is to advise Zenor by letter, enclos-
ing 2 copies of the permit, one of which is to be signed by
Zenor and returned to the deputy clerk.

Action on Imhoff delayed George ~war_son inquired as to whether or not the council had
to May 31 reached a decision regarding the employment of Imhoff as as-
sistant fire chief. Action on this was postponed to May 31.
Conference with O'Hearn Matteaon reported on the conference he and Harry Anderson had
with T. L. O'Hearn, t!. of Minn. real estate manager. Matteaon
read a memo addressed to O'Hearn from Middlebrook advising that
the Board of Regents had voted to authorize a lease to the
Village of Falcon Hts. of the property located on Larpenteur
immediately WCat of the Farmers JJnion Grain Terminal garage,
said lease to contain the followin? provisions:
1. Rental of X15. per year
2. Feriod of 15 years with option of one renewal for 15 yrs.
3. Approval by the university of improvements.
4. Maintenance of the area in a condition satisfactory to
the university
5. A re-zoning of ad~ecent Larperteur frontage from residence
class 1 to business use.
5. Re-zoning of the balance of Larperteur frontage and Bnell-
ing avenue frontage.
Matteson reported that after the conference he called Middlebrook
reaardin.~ a longer term lease. Middlebrook was not interested in
extending the time o° trc lease but: a~'ter considerable discussion
said he would be agreeable to a secon3 option for ren~-wa1 but
with. an increase in rental cost. It was the general feeling of
the council members that a ?~0 ,year lease was not lon^; enough and
• that the ce~.incil could not, accent a lease which carried any pro-
visions regarding re-coning. Lindig was asked to consult Further
with Middlebrook to attemJ;t to obtain a 1CaaC which wcr_ild be ac-
ceptable.
Possible purchase of Matteson also reported on his meeting with Mr. ,Nilson regarding
tAilson property the purchase of approximately 7 lots near Snelling ~_ Hoyt, which
property i3 being; used at t~is time as a storage place for sur-
face water. '~Jilson agreed to sell the property for '~?_,000.
