Rowley Frank Graham Absent: Lynn Matteson The meeting was called to order at 7:30 p.m. by George Shavor, acting Mayor. Minutes of the meetings of June 21, June 27, July 5, July 6, and July 12 were read and approved. The plumbing and heating bids were opened as follows: Plumbing & Heating Bids J• R. Murdock $6,8l~5.76 L. Sudheimer & Son 7,300.00 Axel Newman 6,500.00 A. V. Winterer & Son 6,l~52.00 H. R. Nichols 7,900.00 Architecht Buetow recommended that the bid.from A. V. Winterer & Son be accepted. Dwight Reichow raised a question regarding possible location of cess pool and septic tank and suggested they be so located as to be readily accessible should the sewer lines some day be extended. This matter was referred to Buetow and Rysgaard. Resolution accepting Upon motion by John Rysgaard, seconded by Lindig, the following bid of A. V. Winterer resolution was adopted: RESOLVED, that the bid of A. V. Winterer & Son & Son to furnish supplies, labor, and materials for the plumb- . ing and heating work in connection with the combined village hall fire station for the Village of Falcon Heights for the sum of ~6,1~52 be and the same is hereby accepted, said A. V• Winterer and Son being the lowest responsible bidder, and that the Mayor and the Deputy Clerk be and they hereby are author- ized and directed to execute a contract covering the said work with the said A. V. Winterer & Son for and on behalf of the village, said contract to be in such form as the village attor- ney shall approve, and the Deputy Clerk shall and he hereby is directed to notify the unsuccessful bidders and to return their deposit the cls$ t o them. The University stated it had an agreement with the F.U.G.T• to this effect. Buetow and Lin- dig are to meet with Mr. Gallaher of the F.U•G.T• at 8:00 a.m. Wednesday morning, July 27, to determine whether or not F.U. would be opposed to the village hall fire station being located in line with the office building. Permit for house trailer At the request of the building inspector, Reichaw, Mr. and Mrs. Fuller of 1865 West Larpenteur appeared before the council and requested a special permit granting them permission to have two trailers owned and occupied by University students located on their property. Upon motion by Lindig, seconded by Rysgaard, the matter was turned over to Frank Graham for an opinion. Joe Rechtiene, chairman of the Public Safety Committee made his report. He had priced the equipment which he felt was necessary for the constables, as follows: 1 Matteson was to have checked regarding the cost of the ad- ditional insurance necessary on the constables cars while they are being used for patrolling. The committee made recommendations regarding the amount of fine for various violations and it was felt that there should be an ordinance covering it. Rechtiene suggested that some remuneration should probably be given to the constables for the work done prior to the adoption of the ordinance. It was also the' recommendation of the committee that police marshalls be appointed. A motion was made by Lindig, seconded by Rys- gaard, that the entire matter of the public safety (such as violations, fines, appointment of village police offi- cers, eta.) be referred to Frank Graham. Motion carried. Rysgaard moved, seconded by Lindig, that the public safety committee be authorized to purchase the following items: 2 Smith and Wesson revolvers, 2 holsters, 200 cartridges, 2 pair hand cuffs, 2 saps, 2 chrome cap badges, 2 caps, 2 first aid kits. Motion carried. It was the further recommendation of the Public Safety committee that the fines collected be kept in a separate fund and the operating expense for the public safety be kept in the same account. Frank Graham reported that the new village code provides that the village council may authorize issuance of certificates of indebtedness up to 1~ of the assessed valuation for fire equipment without the vote of the people. It is necessary to advertise for bids on the certificates of indebtedness the same as for bids on the bonds. The certificates must be paid within 5 years and it is necessary that the village make a tax levy for- their payment. Recommendation to H• E,• Anderson recommended that we purchase at this time a purchase siren. three phase five horse-power induction motor siren and it was felt that we should advertise for bids on the siren. Rysgaard was to work with Buetow and H. E. Anderson regarding specifica- tions for the siren. Additional purchases The Fire Protection Committee recommended also that we purchase for fire department. another oxygen mask at approximately X125 and 7 more sets of jackets, coats, and hats at approximately X33 a set. The council asked the committee to prepare a list of the equipment which it felt would be necessary to purchase during the coming year. Firemen Relief Tax Frank Graham was asked to check the question which was raised regarding the 1/10 mill firemen relief tax. Iowa Turn-around Seaborn reported he had checked with the County Engineer's office regarding a possible reduction in the size of the turn- : around on Iowa and it was the recommendation of the county engineeris office that the turn-around be shaped in an ~Ln rather than a ++T'+ and the north 50 feet of Lot ,2 be used. Off-sale beer license E• B. Rowley reported he had received a check for X17.00 from for National Tea the National Tea with a request for an off-sale beer license and a cigarette license. Rysgaard moved that the license be granted to the National Tea and that the Mayor and the Deputy Clerk be authorized to execute them. Motion seconded by Lindig and carried. Motion made by Lindig seconded by Rysgaard that bills be paid. Motion carried. Bill for oiling Seaborn presented a bill received from the County for road streets approved work. To begin with the village had a credit balance of X1,968.29. Work done through June 25 totalled ~L~, 252.21, or an overdraft of $2,283.95 for oi~.ing. Lindig moved, seconded by Rysgaard that the bill for road service thru June 25, 19l~9 be paid. Motion carried. Bal. on fire equip. A motion was made by Lindig, seconded by Rysgaard, that the authorized paid to $1,223 due the Village of Roseville for the balance of Roseville the fire e~}uipment be paid. Motion carried. Rental fee paid to Lindig moved that the rental fee of X15.00 per year U• of Minn. (July 1, 19L~9 thru June 30, 1950) for the property leased from the University of Minnesota be paid. Motion carried.
