A RESOLUTION AUTHORIZING APPLICATION FOR THE REGIONAL ACTIVE
TRANSPORTATION PLANNING GRANT PROGRAM FOR THE CITY OF FALCON
HEIGHTS ACTIVE TRANSPORTATION PLAN
WHEREAS' the City of Falcon Heights is a participant in the Metropolitan Council's regional
planning and transportation programs and is eligible to make an application and apply for funds
under the Regional Active Transportation Planning Grant Program; and
WHEREAS, the City has identified a planning effort that meets the program's purposes and
criteria by supporting regional goals for safe, sustainable, and equitable active transportation
systems, and is consistent with the Metropolitan Council's adopted development guide; and
WHEREAS, the City has the institutional, managerial, and financial capability to ensure
adequate project and grant administration; and
WHEREAS, the City certifies that it will comply with all applicable laws and regulations as
stated in the contract grant agreements; and
WHEREAS' the City finds that the proposed Active Transportation Plan will not occur within
the reasonably foreseeable future without regional grant funding because the City lacks sufficient
resources to complete the comprehensive analysis, mapping, engagement, and design work
necessary to develop a citywide multimodal plan; and
WHEREAS, the City represents that it has undertaken reasonable and good faith efforts to
allocate or identifu funding for the planning activities for which funding is sought, but those
efforts have not produced sufficient resources. The City's current budget does not include the
level of consultant and staff resources required to complete a comprehensive Active
Transportation Plan, which will guide multimodal infrastructure investments, support safety
improvements, and advance regional and local planning goals;
NOW' THEREFORE, BE IT RESOLVED, by the City Council of the City of Falcon Heights,
Minnesota:
l That the City Council authorizes the submission of an application for the Falcon Heights
Active Transportation Plan in the amount of $50,000 under the Regional Active
Transportation Planning Grant Program.

2. That if the City is awarded a grant for this project, the City will be the grantee and agrees
to act as the legal sponsor to administer and be responsible for grant funds expended for
the project.
