HomeMy WebLinkAboutResolution 26-60 Amending the Administrative Manual Section VII - Guidelines for Snow and Ice Control to Facilitate Plowing of Alleyways In Falcon HeightsCITY OF'FALCON HEIGHTS COUNCIL RESOLUTION June22,2026 No.26-60 RESOLUTION AMENDING THE ADMINISTRATIVE MANUAL: SECTION VII _ GUIDELINES FOR SNOW AND ICE CONTROL TO FACILITATE THE CITY PLOWING OF ALLEYWAYS IN FALCON HEIGHTS WHEREAS, the City of Falcon Heights maintains Administrative Manual Section VII, Guidelines for Snow and Ice Control, which establishes procedures and responsibilities for winter maintenance operations; and WHEREAS' alleyways within Falcon Heights have historically been the responsibility of adjacent residents to clear following snow events; and WHEREAS, the City Council discussed the potential for adding certain alleyways to the City's plowing responsibilities during a workshop held on September 3,2025; and WHERBAS, the City sought feedback from alley plow captains and held an Open House on May 27, 2026, during which all alleyways in the city were represented and support was expressed for the City to begin plowing public alleyways starting in the 2026-2027 winter season; and WHEREAS, the Public Works Department has prepared amendments to Section VII of the Administrative Manual to incorporate alley plowing procedures, including the sequencing of alley plowing after completion of street routes, and operational requirements related to narrow alley widths, limited snow storage, and the need for alleys to remain free of obstructions; and WHEREAS, the updated guidelines clarify that the City is not responsible for snow windrows left near garages or for damage to private property located within alley right- of-way areas; and ( WHEREAS, the estimated annual budget impact of adding alley plowing r6sponsibilities is up to $5,000 in overtime costs; NOW, THEREFORE, BE IT RESOLVED that the City Council of Falcon Heights hereby amends Administrative Manual Section VII - Guidelines for Snow and Ice Control to include City plowing of public alleyways beginning with the 2026-2027 winter season. 208 BE IT F'URTHER RESOLVED that City staff are directed to implement alley plowing operations in accordance with the updated guidelines and to inform residents of the changes in responsibilities and expectations related to alley maintenance.
