The meeting was called to order at 7:l~0 p.m. The minutes of the regular meeting of Novem-
ber 8 were read and approved. The minutes of the special meeting of November 10 were read
and approved. _
University of The hearing~on the request for rezoning by the University of Pinnesota
Minnesota was called. Mayor Matteson read the notice of the hearing. The University
Request for has requested that certain property on Snelling Avenue as described in
Rezoning the request (150 feet immediately south of Hollywood Court) be rezoned
from Farm Residence to Residence A and that certain other property on
Snelling Avenue as described in the request (just north of the Fair
Grounds) be rezoned from Farm Residence to Residence C. Mx'. Bradford,
Attorney for the University, stated the University wished to have the
property rezoned to enable it to sell the property should they have a
buyer. The 150 feet to be rezoned Residence A would serve as a buffer
between Hollywood Court and the property requested rezoned C.
Adam Ackerman, 16U~ Hollywood Court, questioned the purpose of the r ezon-
ing.
D. J• Cochrane, 1589 H.C• thought it inadvisable to request rezoning be-
fore selling the property. Felt the property should all be rezoned A.
H• J. Isaksen, 1582 H•C• opposed to the rezoning to C. Felt the property
to be rezoned A to serve as a buffer would be ineffectual. Would be in
favor of a petition to rezone entire area to Residence A•
A. L. Greenlet', 1597 H.C• also felt all the property should be rezoned A.
Harvey Ackerman, 1511 H.C.; Harry panzer, 1603 H.C.; 'N• E. Yost, 1590 H.C•;
Mrs. Carol Newman, 1598 H•C•; H• Miller, 1608 H.C.; H. Hedstrom, 1570
North Snelling; A. S. Hogan, 1576 North Snelling, all spoke stating they
were bitterly opposed to the request for rezoning of this property to
Class C.
Mayor Ma#~teson advised the Council would take the matter under advisement
and the hearing was declared closed.
Temporary Mayor Matteson was served with a temporary injunction restraining the
Injunction Council from taking any action on the petition presented by Mr. Stepnitz.
The injunction did not restrain the Council from holding the hearing.
Accordingly Mayor Matteson read the notice of the hearing. It was re-

Mr. Stepnitz and Attorney Bouthilet spoke in favor of the rezoning as
they felt the property was suited for the purpose to which they wished
to put it.

J James A. Geraghty, Attorney, speaking on behalf of his clients, Harry
Dunham and 21 others who are property owners living within 500 feet
of the property requested rezoned, stated the people he represented
were definitely opposed to the rezoning.
E. C. Muggenburg, 1512 ~'V. Calif. asked the Council to be mindful of
the wishes of the people living in the area. Agreed~~hat a lot of
people living in the Village would like to see something built on
lots in question, but felt that it would be difficult for some one
removed from the area to fully understand and appreciate what it
would mean to have multiple dwelling units built next to ones home.
Wished to go on record a.s being opposed to the rezoning.
James A. Gallaher, 1505 W• Idaho, asked that his letter of'r,ugust 23,
in which he stated he was opposed to the rezoning and his reasons
therefor, be incorporated into the minutes of this meeting.
Harry Dunham, 1507 W. Idaho, opposed to the rezoning, stated that many
people living beyond 500 feet of the property requested rezoned were
also opposed to the rezoning and if necessary he vvould be glad to have
another petition signed by them.
John McClain 1513 Calif., advised he had just purchased his home. Had
he known of this proposed rezoning, he would not have made this purchase.
It was requested that the letter of August 18 received from the P~amsey
County Planning Commission .regarding the proposed rezoning, also be in-
corporated in the minutes of the meeting.
A. J• Kane, 1492 ;'U. Idaho was also opposed to the rezoning.
No others wishing to be heard, mayor ruatteson declared the hearing
closed.
Tree Cutting crank Graham, Attorney, reported he had sample ordinances on tree
Fire Ordinance cutting and information on the fire ordinance an d he planned to
mail the material to ;;tan Seaborn.
Barthol Villa The question of issuing building permits on lots in Barthol Villa
Lota was brought before the Council for discussion. After reviewing
the minutes of the meeting of November 8 on this question, Matteson
moved that the building inspector be instructed to issue no build-
ing permits for the construction of new homes in Barthol Villa where
such lots are a part of the natural waterway. ,, otion seconded by
Rysgaard and carried.

Frank Graham, reported briefly on the meeting of the village attorneys
which he attended.

E. B. Rowley reported that the following had filed filed for office in
the village election to be held Tuesday, Dec. 6.
