Minutes of regular meeting of January 24 and of sped ial meeting, January 31, were approved as read. Street bill, County Surveyor's letter of Feb. 6, 1950, was read, as to work Deo. - Jan. J y ~` Street bill, by County forces on village streets, Dec. 26, 1949 to Jan. 25, Jan.-Dec. 1950, also preparing zoning map; total, $148.54, leaving (cont'd). 1950 allotment balance of X2,330.98. C. C. Beath and F.J. Meidlinger C. C. Beath, of the Hemline Twin City Real Estate Company, appeared before the council, representing F. J. ~fleidlinger, 827 Van Buren, St Paul, also present. ~Ir. Beath stated that Mr. ~Seidlinger proposes to purchase the fourth lot north of Hoyt Avenue on the east side of Snelling avenue, described as the South 34 feet of Lot 6 and all of Lot 7, except the South 17 ft., Block 9, Northome second division, dimensions of the lot being 75x129. As lt[r. Bdeidlinger also proposes to build athree-family dwelling on said lot, if purchased, inquiry was made as to procedure for rezoning same from residence ~ to residence C. They were informed as to our zoning ordinance in this respect, and suggestion was made that petition and request for rezoning forms could be secured from the clerk. Don Arndt, Chair- Reported that the newly appointed Public Safety Committee, at a man, Public Safety meeting Wednesday, February 8, had a discussion relative to the Committee necessity of a Village police department. As to what neighboring villages are doing in this respect; Mr. Arndt stated that St Anthony village, Roseville and Lauderdale find the sheriff's service satis- factory and have no police setups of their own; that White Bear Lake has two officers but no h~~hway patrol, and that New Brighton has one officer who is on duty from 4 pm. to midnight daily. Also that the sheriff's patrol car in Ramsey county covers an area similar in size . and population to an area of comparable size and population in Midway St Paul covered by one city patrol car. As to having someone direct traffic; Arndt said he had checked traffic] at Larpenteur and Cleve- . land, and that no ear during the check took longer than 2 minutes to clear the intersection when traffic was heaviest between 7:20 and 7:40 am., after which time the traffic was very light. Stated that traffic at Snelling and Larpenteur was well controlled by traffic signals and that only problem is in front of business places where the assistant safety engineer recommends widening of Larpenteur so that approach would be the same as west of Snelling. Arndt said 3uvenile and domestic problems in the village were not bad, and that accidents are well taken care of by the State highway department or sheriff's department, if they are called. Chairman Arndt reported that three members of the committee voted to continue the present police plan, and that two members (he and fir. Lodahl) felt the present police setup would be unnecessary if and when the sheriff's service is used, or until the village deems it necessary to put on one officer at $2,400 a year, pl"us X600 a year oar allowance with the idea that an officer would become better experienced by putting in full time, also that the sheriff would appreciate some help, ~~,~~~ possibly one man to watch business places and to answer calls. In this connection, Arndt mentioned service provided by Midway Patrol, if business places are interested in having their properties watched at night from 8 pm. tb 6 am., and if council desired, this private agency v~ould watch for and report on fires in patrolled area. Referring to the record of calls answered by sheriff's offi in 149, including 3? in August, Arndt said the sheriff's department ad answered all calls but needed more help, so planned to ask t e stag legislature for authority to put on an additional officer and would appreciate support from the village in this connection. Arndt also reported that approach signs will be placed on Snelling avenue. In connection with Village log book on policing activities in 1949, it was agresd that Shavor would secure and turn over this book to Arndt. 1~~~1 t Bus hearing, G. I. Communications: Letter from our attorney, dated Feb. 11, as to destruction of Village records. Ordered filed. Letters of Jan. 27 and Feb. 8 from our attorney as to appoint- ment of a local board of health. The clerk was directed to con- tact Doctor Ausman or some other physician who might be willing to serve as Chairman if such Board is appointed. Letter of Feb. 4, from Village of Roseville, as to sharing upkeep of the Town Hall until the matter is settled between the Town of Rose and the Village of Roseville. In this connection, Shavor and Lindig reported in trying to borrow 32 chairs from the Town Hall for village us®, that the 3anitor had informed th en he had orders nat to release anything until authorized. It was agreed to refer the matter of dividing the chairs and other pe rsonal property at the Town Hall to the Town Board. Letter Prom the County Auditor as to establishing eleotion dis- tricts and voting places in the Village with notice of same to the County Auditor so that election supplies may be provided. The letter was referred to our attorney for checking up with the County .Auditor. Salaries of After discussion, Lindig moved that the salary of the Mayor be Council ~ X50 a month, that each Trustee's salary be X35 a month, that the Clerk's be X75 a month, and the Treasurer's, $30 a month, until December 31, 1950. Seconded by Shavor and motion carried. BE IT RESOLVED by the Village Council of the Village of :Falcon Heights, Minnesota, as follows: 1. It is hereby d®ter~nined that it is advisable, expedient and necessary to issue a tax anticipation certificate of indebtedb` ness against the Fare Protection Fund For the purpos® of financing' the purchase of fire equipment for the Village. 2. For this purpose th® Village shall issue, negotiate and Bell its tax anticipation certificate of indebtedness in the amot;u~ of X10,000.00 to bear interest at the rate of 2~ per annum, said interest to be payable six months after the date of the certificate and on January 15, 1951, the said principal ~ ount and accrued interest thereon to be payable'on or before January 15, 1951, the Village having the privilege of making pay meets on account of prin- cipal at any time in multiples of X500.00. 3. The Village is to have the privilege of making payments on account of principal at any time in multiples of X500.00. This tax anticipation certificate of indebtedness has b®en issued pursuant to and in full conformity with the constitution and th® laws of the State of Minnesota, under Sec. 412,261 M.S.A., against taxes levied in 1949 for the Fire Protection Fund and not yet collected. The proceeds of this certificate shall be used for the Fire Prote~tan Fund in payment for fire equipment for the said Village. The total amount of the tax anticipation certificate issued against this fund is 10,000.00 and no other tax antiei- pation certificates have been issued against this fund. A tax levy of X20,000,00 for the Fire Protection Fund was duly made in 1949 and gill be payable in 1950. This certificate is to be paid from the proceeds of the said taxes. assessed on account of the Fire Protection Fund against which this certificate is issued. The said proceeds and the full faith and credi t of the Village have been, and are hereby, irrevocably pledged for the redemption of this certificate.
