Graham, Attorney r Absent: Ralph Yan Hoven, Treasurer Meeting called to order at 7:3fl pm., and minutes of February 14 meeting approved as read. F. J. Hammond, F. J. Hammond, Attorney, assoofated with Briggs, Gilbert, Attorney, re Morton, Kyle and Macartney, was present and reported that bus service at Mr. Graham's request he had attended the hearing of the Minnesota Railroad and Warehouse Commission on Monday, February 20, at which the discontinuance of the Rice-Payne Avenue bus line in St Paul, was considered. Mr. Hammond reported also on a meeting with members of the Larpenteur Snelling Community Club in connection with the hearing on discontinuance of bus service in Falcon Heights, set for Thursday, February 23. Steps proposed to be taken at this hearing were presented and discussed. Village Hall and Harry Anderson reported that Rysgaard has. bills from the Fire Station St Paul Electric Company and from A.v. Winterer & Son, heater. and suggests that no fu rthar payment on these aocounts be made until he has checked the bills. Says there is some question as to plumbing and that contraotor has bean asked to equip heaters with different blades so as to provide for proper amount of heat and quieter operation. State and Federal Anderson also mentioned a news item regarding money that money for road had been allocated for oounty roads to be matched by federal improvements. funds. He suggested contacting the County Engineer to see if these funds would. be available for drainage improvements on Larpenteur Avenue east of Snelling. Stepladder and Anderson recommended that the Fire Department be provided miscl. items with an 8-foot stepladder Por painting and reaching lights. Also requested paper towels and soap dishes. Eleotion district The clerk brought up the matter of election district and and polling place voting place. After disoussion, the following resolution was moved by Henry, seconded by Lindig, and adopted by s unanimous vote: Resolution: Be it hereby RESOLVED by the Village Council, of the Village of Falcon Heights, that said Pillage shall oonstitute one election district, and that the polling plaoe shall be the Village Hall, 1644 Larpenteur Avenue West. And Be it ftiirthe r RESOLVED that notice hereof be posted by the Village Clerk for 60 days. Town records As to disposing of Town records; Attorney Graham reported that the statute provides no limit as to hoer long suoh records shall be kept, and advised that the Clerk keep them until disposition is authorized by the Trnm Board. Dunham vs Mr. Graham also reported that an aflswer was prepared and served Village for the Village in the suit of Harry M. Dunham vs Village of Falcon Heights. Census to in- Shavor reported that he had written to the area supervisor elude University as to including the student portion of University Grove in Grove students. the census. Local Health Stewart reported that Dootor Ausman had expressed willing- Board Hess to serve as Chairman of a Local Health Board if established by the Council. Before acting on the matter, it was suggested that the question be discussed fully with a representative oP the State Health Department at a fliture meeting. -Transfers to Village On written recommendation of the Treasurer, Shavor moved that Hall & Fire Station $321.20 be transferred from .the Street and Bridge Hind to the bond sinking fund & Village Hall and Fire Station bond sinking fund, and that X40.15 to Fire Equipment be transferred from the Street and Bridge fund to the Fire bond sinking fund. Equipment bond sinking fund, with the understanding that these amounts be paid baok into the Street and Bridge fund after the August 15 tea settlement. Henry seconded and motion carried. 104 Payment to Stewart moved that the Treasurer be authorized to,pay the First Natl. above amounts, oonstituting bond interest and service Bank of oharges, to the First National Bank of St Paul. Ramsey County In reporting on attending meetings oP the Ramsey County Planning Commia~fon Planning Commission, Shavor briefly reviewed the Commission's work and suggested it may be desirable to set up a looal planning commission Por the Village to supplement our membe r- ahip on the Ramsey County Planning Commission. Stepladder Stewart moved that the Fire Protection committee be authorized ordered. to purchase an 8-foot stepladder in acoordance with their re- quest. Lindig seconded. Carried. Graham, Attorney (arrived 8:45 pm) Meeting called to order at ?:40 pm., and minutes of February 21, 1950 meeting approved as read. Larpenteur- Attorney Hammond, oP Briggs, Gilbert, Morton, Kyle and Snelling bus Macartney, reported that he toad attended the hearing before service the State Railroad and Warehouse Commission, Thursday, February 28, 1950, that the Street Railway Company informed the Commission they were entering a petition for discon- tinuance of the bus line bet~-een Larpenteur and Snelling, and that the hearing on the petition to abandon servi ce on the Snelling avenue bus route has been continued indefinitely. Attorney Hammond said that a hearing scheduled Por Maroh 6, 1950, will be on a proposed increase in rates and that he will keep in touch with this matter. Mr. Hammond also ex- pressed the opinion that the determination of the hearing on the proposed increase in rates would very likely put an end to consideration of discontinuing service, for the reason that if an increase in fare is granted, the Street Railway Company will probably be willing to operate some of the stub lines at a~ lose. i 1 1 Op5 1 1 Tani Cab Letter of February 16, Prom I. Nofsker Mr. Nofsker and police officer Henry Dachtera appeared before reports home the oouncil in connection with the burglarizing of the Nofsker burglarized. home, at 1729 No. Snelling Avenue, Tuesday evening, February 21. Mr. Nofsker reported the loss of over $1,000 in money and jewelry, e¢zd that his family and neighbors are quite upset over the matter. Said that Dachtera and the Sheriff's office were called and that they were investigating the cage but without success so Par. Attorney Graham stated that in connection with an inquiry received by the State Athletic Commission Prom people who hold the boxing Franchise in St Paul, the Attorney General's ruling was that they could operate Qnly in St Paul and that they would have to get a license Prom the State Boxing Commission and that the council would have to approve in order to permit boxing in the Pillage area. Fire Chief's Annual report oP Fire Chief George B. Swanson, for period May 1 Annual Report to December 31, 1949, was noted and discussed. On motion by approved. Lindig, seconded by Shavor, it was voted to approve the report. Communioati©ns: Letter of February 24, expressing thanks on behalf oP the Faloon Heights Commercial Club to the Mayor and Council Por their co- operation in oonnection with holding the first Winter Carnival, was read and ordered filed. Legislative In connection with proposed legislation to permit establishing oommittee of a municipal liquors store in the village, the matter oP appointed. appointing a legislative committee was discussed. Lindig then moved appointment of a legislative committee, consisting oP tos Lynn Matteson, Chairman, and H. L. Henry, George Shavor, William Torgerson and at least one more member to be appointed. Seconded by Stewart and motion carried by unanimous vote. Fire Chief's After discussion of the Fire Chief's salary and allowances, allowances Lindig moved that a committee of three, consisting of George Shavor, Chairman, and~Harry dnderson and Ralph Van Hoven, be appointed to investigate the power, laundry and other allowances and to bring in their recommendation at the next meeting. Stewart seconded and motion carried. Ft~~her report Stewart brought up the matter of securing a report from the requested from three members of the Public Safety Committee who had voted Publio Safety to retain the present police setup, with the idea that their committee. report might be considered along with the report and recommendation of the other two committee members as given by Chairman Arndt at a previous meeting. It was decided to have Mr. Arndt ask the three members for their report to sub- mit to the council at the next meeting. Sanitary ~ Storm Commissioner Seaborn reported it would be impossible for the Sewers. Village to establish our own plant as we have no stream to run it into, and that this servioe can be had only through St Paul or Minneapolis.
