Stewart, Clerk rank N. Graham, Attorney Absent: Ralph Van Hoven, Treasurer Meeting called to order at 7:40 pm. and minutes of February 28, 1950, meeting approved as read. E. ~. Grumke Reported that two motorists driving on Snelling avenue had swerved 1893 N. Swelling onto his property. After discussion of a proposal to place 30- mile speed limit signs on Snelling, Stewart moved that the matter be referred to Public Safety Committee Chairman Arndt for his re- port on it at our next meeting. Seconded by Shavor and carried. Bills: On motion by Rekstad, seconded by Lindig, the following three bills were ordered paid: The Rose Tribune, publishing Village Financial statement, X30.00 Clyde J. Stewart, Yillage bookkeeping instzruotion, $5.00 Ramsey County, Street lighting, February, 1950, X34.50 Following Fire Department bills with bill from Building Inspector were preasnted: Northern States Power Co., service to Mar. 12, 1950, X38.38 N th t B or area ern ell Telephone Co., Mi. 5050, X11.42 Falcon Heights Hardware, miscl. supplies, X20.03 S. Berglund Lumber Co., 40 ft. lx2's, pine, X1.50 Northwestern Refining Co., 700 gals. fuel oil, #85.48 American Linen Supply Co., Feb. 1950 linen service, X6.55 Baden's Pure Oil Service, 22.4 gals, gasoline, X6.29 Volunteer Firemen payroll, Feb. 1950, X91.00 Dwight Reichow, building inspector's fee, 1845 Tatum, X13.50 Fire Department bills were held for discussion with and o.k. by Fire Protection committee Chairman Harry Anderson. Shavor then moved payment of bills, seconded by Lindig, and so ordered. County work on Letter of March 6 was read from County Surveyor as to work per- Streets Jan. 26 formed on streets, Jan. 26 to Feb. 25, 1950, including snow and to Feb. 25, 1950 ice control and sanding, X129.31, leaving a 1950 allotment balance of $2,201.6?. Communications: Letter of March 1 from Lyman Hanes, insurance ad3uster, Minneapolis, was read, inquiring as to how the fire in the Farm School dump near Como Avenue was started on February 16, 1950, this information being desired in connection with n claim filed with the insurance company by Joseph Grecco, 2101 Como Avenue, St Paul, for smoke deposit damage from said fire. Mayor Henry will contact the Farm School. Building plans Dwf ght Reichow, building inspector, inquired as to what he should file to be kept do with old building plena that had been turned over to him in by Building connection wit2i securing building permits. Attorney Graham Inspector cos reoommended that the building inspector keep such plans in a permanent Pile. Barthol Villa Reichow reported receiving request for a building permit from building the owner of Lot 25, Barthol Villa, and referred to a previous permit order e~ethe council that no permits be issued for the construction of new homes in Barthol Villa where such lots are a part of the natural water way. After disnusaivn, the following resolution was moved by Henry, seconded by Shavor and adopted: Resolution RESOLVED, that the building inspector be authorized to issue a building permit for Lot 25, Barthol Villa, if upon examination by the Building Inspector and Trustee Rekstad it appears that this lot can be built on without interfering with the natural drainage. After consideration, Stewart moved that Shavor and Rekstad be appointed as a committee to study the proposed revisions and to bring fn their recommendations at the next meeting. Henry seconded and motion oarried. Town of Rose Lynn ldatteson, Town Board Chairman, appeared before the council property settle- and reported that the old Town Board suggested that a settlement ment with Village be made with the Village of Roseville on the old Town Hall on the of Roseville. bnais of X6,700.00, if Roseville will waive any charges for the use of the hall to Faloon Heights, the Town Board in turn waiving any claim to prepaid insurance - the. personal property to be settled as per agreement of ~Barch 10, 1950. Stewart moved approval of acid proposed settlement, seconded by Rekstad and carried. Liability of Attorney Graham reported on Fire Chief Swanson's inquiry as to Fireman liability of a fireman traveling to a fire for negligence in caee of an acoident, stating that the fireman was individually liable for negligence but that the insurance carried by the Village would protest him. George Nelson On recommendation of Lindig, Henry moved, seconded by Rekstad, appointed to that George Nelson be appointed a member of the legislative legislative committee. Potion carried by a unanimous vote. committee Following resolution, moved by Henry, seconded by Lindig: RESOLUTION DESIGNATING FALCON HEIGHTS STATE BANK Y."tla ~c DEPO ITORY FOR VILLAGE OF FALCON HEIGHTS ~~ Posltory RESOLVED, That Faloon Heights State Bank of Falcon Heights, Minnesota, be and hereby is designated as a depository for the funds of the Village of Faloon Heights. The Village Treasurer is authorised to deposit Village funds therein to the amount of X25,000.00. RESOLVED ALSO, That before any deposits are made in said bank in excess of the amount of such deposit guaranteed by the Federal Deposit Insurance Corporation, such bank will be required to supply the village a corporate surety bond in the amount of =80,000.00, subject to the approval oP the village council and oonditioned to repay the above amount or any part thereof upon proper demand therefor and to perform suoh other duties in con- nection with acid deposit as the council may require. In lieu of this bond, such bank may Furnish such collateral as is 1 1 1 ~~.~,. permitted by law, hsaing a market value of an amount at least ten per cent over the amount of the above authorised deposit. All such collateral shall be approved by the council and shall be aocompanied by an assignment thereof which shall provide that in casd of default upon the part of the depository the ocunci~ of the village shall have full power and authority to sell such collateral or as much as may be necessary to realise the ftiill amount due the municipality over suoh federal guarantee. This designation is effective until the end oP the present council year. Said resolution was adopted unanimously. RESOLUTION APPROVING COLLATER6L AND DIRECTING DEPOSIT OF SASE WITH THE FIRST NATION~J.. BANK OF ST PAUL In connection with the proposal by the Faloon Heights State Bank, adoption of the following resolution was moved by Henry, seconded by Lindig, and carried unanimously - RESOLVED, That the collateral as li sted in the custodian receipt, dated March 6, 1950; total, X20,000.00 of U.S.A. Treasury Notes, Series B-1951, be and it hereby is approved. RESOLVED ALSO, That the Faloon Heights State Bank is hereby directed to deliver the acid collateral to fhe First National Bank of St Paul for safekeeping, as listed in the custodian receipt dated March 6, 1.950, and that the Treasurer of the Village of Falcon Heights is hereby authorized to sign said custodian receipt and do anything necessary to release the deposits under the custodian receipt dated June 24, 1949. Adding machine The matter of purohasing a new or used adding machine for the for clerk, clerk was discussed. Henry suggested that he would contact one or more adding maohine people to see what they could offer. Fire Chief's Reporting for the committee appointed to consider the Fire Chief's salary and salary and allowances, Shavor stated that the Fire.Chief will pny allowances. for the apartment eleotric service, that he will use the public phone and pay the listing fee, that it was understood he would maintain the hall and grounds unless the hall is used to suoh an extent that it becomes neoessary to reconsider the matter. On the car allowance, it was thought that after s year perhaps Assistant Fire Chief Harold Imhoff should have some ad3ustment in his pay, and that the Fire Chief's car allowance should run until June of this year, at whioh time it was suggested that salaries of both Swanson and Imhoff be oonsidered As to linen service; Shavor said the committee felt that if we buy the linen for use of the Fire Department~nd expect the firemen to wash it, that a drier would be necessary, especially during the winter when the laundry could not be dried outside. Also if we furnish linen that a washer would have to be furnished, but that tho committee's recommendation in this connection is not final. Payment of Fire On recommendation of the committee, it was moved by Henry, seconded Chief's salary by Lindig, that the Fire Chief's semi-monthly salary check be drawn for $118.60 (125.00 lass X6.40 federal withholding. tax), with the understanding that the Fire Chief pay to the •illage #25.00 semi- monthly for his apartment. Seconded ~.byd Rekstad and carried. Venetian blinds Harry Anderson read a letter from Barr's, Inc. with an estimate Por apartment on window shades and venetian blinds. Shavor moved that and dormitory .venetian blinds be purchased for the firemen's apartment and downstairs. dormitory and that shades be bought for the officd, including installation. Firemen's manual On recommendation of the Fire Proteption committee, Shavor and Firemen's moved that Fire Chief Swanson be authorised to purchase the magazine Firemen's l[a~xalnat a post of X9.50 and to subscribe to the Firemen's magazine for one year.
