Graham, Attorney Meeting called to order at 7:40 pm., and minutes of March 14 meeting approved as read. 1 1 Rees requests building permit for appliance store. Suggests alley be opened. Propose placing cable on posts along Snelling Drive. Permit question referred to oommittee. Widen Fry Street proposed. .. Referred to Street Commissioner. Mr. Lee Vocker, of the Sebco Construction Company, 1011 Curry Avenue, Minneapolis, Minnesota, representing Douglas Rees, presented plans and speoifications to the counoil, on a pro- po sad appliance store building, 20x33, to be located on Larpenteur east of the Falcon Heights Bakery. Discussion followed as to size and general construction of the building, parking needs, drainage and sewer. Mr. Rees said their plan is to end up with a similar small building on Larpentaur near Snelling where the root beer stand is located at present. Referring to employes parking their cars all day in the business area on Larpenteur, Mr. Reest suggested that if the alley could be opened, he would provide for parking employes' cars on his property between the alley and the minature go1Q oourse. Mr. Carl Keller expressed concern over the parking problem, and Mr. Ken Hanson, of the Falcon Heights Bakery stated that iP the alley could be opened up so as to provide for parking, it would certainly help matters. Question of placing cable on posts along Snelling Drive between ~arpenteur and the minature gold course was referred to the Public Safety Commissioner. Mr. Rees said they would have cable and posts placed on their side. The matter of granting a permit for the proposed store building was, on motion by Henry, seoonded by Lindig, referred to a committee consisting Trustees Shavor and Rekstad and Building Inspector Reiohow, with request to bring in their reoommendations at the next meeting. Charles E. Nieman, Attorney, appeared in behalf of Mr. and Mrs. N. L. Hermes and other residents on Fry Street in con- nection with proposal to widen said street, which is now 33 ft. wide, and to connect cross street to St Marys. ~(r. Nieman referred to disoussions with and hearin gs held by the Town Board on this matter in 1948, and to postponement requested by Mr. Walter Magee, the owner of a 12-foot strip situated between the Hermes and Kroemer traots, through whioh the proposed widened road will pass. Schiel said the area found the sheriff's service satis- factory before becoming a village. Thinks we should cooperate more with the sheriff's office and have qualified police proteotion. Said that at the p rosent time our police officers serve only on call, and that if he personally needed this service, he would call the sheriff's office. William Utecht Mr. Utecht said ha would take issue with Walter Schiel, and that the idea of having no protection or abandoning what we have is ridiculous. Had talked with Paul Neid, of the Sheriff's office, who felt that the village should have police protection. Ours being the seventh largest village in Minnesota, evidences the need of some local protection, Utecht said, and that the sheriff's office had advised they would like help. In reviewing the record of ponce calls up to December, 1949, Utecht said that in 50 per cent oP the cases, calling the sheriff's office was unnecessary, as local police could and did answer these palls. Also mentioned efforts that are being made to reactivate the Northome Civic Association, especially to see what can be done about a local police setup. Utecht referred to n call recently from hrs. Said he appreciated that the ahePiff's force wsa very active, but that someone who can respond to Dells should be in the community, not 8 or 10 miles away. Also mentioned that fines against violators mould help to defray polioe costs. Paul Coppini gt~uCoppini read a statement from J. B. Rechtiene, Former Public Safety Commissioner, as to a definite need, in Rechtiene's opinion, for police protection in the village. Coppini stated he wants to fight for police protection whether the aheriPf's or something else, and that he would gladly take a petition around to see what the people want. Thinks there is need of such protection, especially in view oP recent happenings, and added he wished to concur in what Mr. Utecht had to say. Rekatad moved payment of bills with understanding that Fire Department bills be sub3ect to prior approval by Harry Anderson. Stewart seconded and motion carried. Letter of 9Sareh 23 from our attorney regarding Village licensing ordinance. Letter relative to annual convention of League of Minnesota Munioipalities, to be held at Willmar, Minnesota, June 7-9. Question of having the mayor or other members of council attend was discussed and action postponed until some future meeting. Rekatad was appointed to assist the olerk in cheoking on cigarett and beer licenses. Fire hose bid Harry 1~nderson reported that he and George Swanson recommended accepted. acceptance of the fire hose bid received from the Eureka Fire Hose Division for 1,500 ft. of 2~" Eureka Southland d.~. hose at $1.27 per foot, and 700 ft. of 1Q" Eureka Southland d.~. hoso at 89d per foot, this being the lowest bid meeting speei- ficationa. RESOLUTION: Upon motion by Rekatad, seconded by Lindig, the following resolution was adopted: RESOLVED, that the bid of the Eureka Fire Hose Division for 1,500 ft. of ~" Eureka Southland d.~. Pumping at Fire Chief Swanson reported to the council that pumping Holton de out flooded area at Holton and Garden required working Garden frame 6:30 pm., Sunday, March 26 to 8;00 am., Tuesday, March 26, a total of 38~g hours, during which 130 gallons of gasoline and three quarts of oil were consumed. Minutes of March 28 meeting were read, and in connection with resolution approving fire hose bid, the wording was corrected to read "lowest bid meeting specifications" instead of "lowest responsible bidder." The minutes were then approved as corrected. I. Wise re Messrs. Wise and J. Moore again appeared before the council taxicab to inquire as to aotion taken regarding their application license. for a taxicab license or franchise. Mr. tl~ise informed the council that Lauderdale had set up an ordinance and would likely approve his application, but that the Yillage of Rose- ville does not as yet have a taxicab ordinance. It was agreed that the clerk should try and aecu re cops ee of Lauder- dale's ordinance for Trustee Shavor and Attorney Graham, with the understanding that Shavor would draft up a proposed ordinance and that Graham will work with him. Seconded by Henry and motion carried. 100 Lyon metal The clerk then reported as to unsatisfactory results in adver- folding chairs tieing for up to 100 used metal folding chairs. Said he then ordered. contacted the State purchasing department and others purchasing new chairs in large lots, to get their ideas as to sources of supply and on particular makes of chairs that have given long- time service. Sample metal folding ohairs or descriptive literature on them were then examined by the council, and the following offers considered: Auel Equipment Co., 100 #1503 Lyon all-metal folding ch airs, $2.95 each, delivered. Lindig~moved, seconded by Rekstad, that the Village purchase 100 Lyon metal folding chairs from the Auel Equipment Company for X2.95 each, delivered to the Village Ha11, as per sample Lyon chair shown and demonstrated at the meeting - the duel Equipment Company's offer being the lowest responsible offer on this particular chair. 12 ft. lane John O'Keefe, x.743 N. Albert, referred to a 12-foot lane between Albert between Albert and Holton, used by pedestrians to go from de Holton. one street to another, and asked if he could close it off with ornamental posts or gates. Attorney Graham advised Mr. O'Keefe that the way to handle the matter is to present a petition to the council who will then set a date for a hearing on it. 1 1 Sheriff Gibbons Sheriff Gibbons was then introduced to members of the c wncil and Public Safety and to members of the public safety committee who were Committee. ~ present. The sheriff said that prior to incprporation of the Village it was difficult for his office to contact and work with the community, due to lack of a central organization. Stated that regardless of our now being an ineprporated village, that the sheriff will provide us with the same kind of policing as furnished previously. But realized in order to give the service desired that it would require having one cari 24 hours a day in each of the townships and 14 additional deputies. Said the service we are getting now consists of one cart west and one cars[ east oP Rice street. On traffic problems in the Village, Gibbons said the County Surveyor ~ig~h~A be con- sulted. Said that with only one car operat- ing west of Rice Street that it would be difficult to get around and try doors in the business area, but suggested that a private agency might be hired to do this. Spoke of a new radio system to be set up in the County, July 1st, to conform with new wave length government requirements, and four two-way radios to be installed in the deputies cars. Said that the sheriff's services can be had by calling Ga. 1154 or Ga. 1633 and that the message will be relayed immediately to the deputy's oar. The sheriff then asked if there were any questions. William Uteoht Said there were those opposed to and those in favor of having some protection of our own in the Village, and asked if the aherifP felt we should have some local protection. The sheriff replied that the Village should decide on what to do on their own policing, it being something that would increase as population in our com- munity increased. Walter Schiel Inquired as to the need of trained personnel for local protection. The sheriff said that F.B.I. and police schools ark now set up~to provide this training. G. I. Lodahl Referred to our present police setup whereby the Fire Department is called to get one or both of our local police, and if neither is home, that it is necessary to call the sheriff's office. Gibbons advised calling the sheriff's office first, but on inquiry by Fire Chief Swanson it was agreed that certain calls not re- quiring the sheriff's services could be deferred until local police could be contacted. Paul Neid Chief Deputy Sheriff, Paul Neid, also being present, entered into the discussions and provided supplementary information on various quest ions. at the sheriff's request. Henry seconded and motion carried. Seconded by Stewart and carried. Wilson property In connection with the Wilson property, Seaborn inquired as & vacating three to the proposal to vacate three alleys between Idaho and Iowa, allays. Shavor moved that the proposed plan of the County Surveyor be approved and that the Village indicate its willingness to give an easement on the southeast corner of Lot 1, Block 10, Northome Second Addition, for turn-around purposes. On motion by building permits. 8havor, seconded by Stewart, the following resolution was adopted: RESOLVED, that the Building Inspector be authorized to issue building permits on Lota 1 through 12 and Lots 23 through 31, inclusive, of Barthol Yilla, since building on these lots will not interfere with natural drainage, and that the clerk advise Mrs. Mary Barthol and our building inspector by letter.
