Meeting called to order at 7:40 pm.
Plumbing and As pre-arranged, Messrs. A.V. winterer, Gerald Buetow and John
Heating Rysgaard were present for the purpose of discussing with the
Council matters regarding heating and plumbing. Aa to how often
the boiler should be cleaned out, Mr. Winterer stated that would
depend on use. Position of the boiler with respect to cleaning
wea also discussed. As to question oP adequacy of the heating
plant, Mr. Winterer said that when the building dries out and
when a proper ceiling is installed, there should be sufficient
heat. Fire Chief Swanson stated that in order to maintain a 70-
dogree temperature in the dormitory that the apartment temperature
has to be kept at 80 degrees. Winterer suggested this can be
taken care of by proper regulation of dampers. On replacing blades
in heaters downstairs, Mr. Winterer said he would be glad to do
` this when desired. Mr. Buetow agreed to furnish a letter on
insulation he would recommend for the ceiling.
Minutes read. Minutes of regular meeting, April 25, 1950, were approved as
read.
County Surveyor Mr. A. D, Crompton, County Surveyor, and his assistant, Mr. R. Acker,
re Storm Sewers were present to discuss proposed storm sewers. Mr. Crompton's letter
of April 26, 1950, was read, quoting estimates as follows: (1)
Proposed storm sewer on Arona from Larpenteur to Crawford, including
4 catch basins at Crawford and Arona, and placing of 15" sewer to
connect with catch basin in front of Pure Oil Station, X5,100.00.
(2) Proposed continuance of sewer from present outlet on Arona one-
half block south of Larpenteur to Wilson hole, including cntoh basin
at northeast corner of California and Arona, X7,200.00. (3) Proposed
draining of low area north of Garden between Pascal and Holton east
to Hamlin®, connecting with County sewer running into Godfrey hold,
X15,000. Mr. Crompton suggested postponing stora- sews r_on Arona
...
Suggests post- as he plans to ask the County Bonrd to appropriate money to widen
poning. Larpenteur, also to plane storm sewer on Larpenteur Prom Cleveland
to Hemline, ao that ad3acent areas north and south of Larpenteur
could be turned into this abbrm sewer. Crompton also submitted a
proposed street plan northwest of Larpenteur and Snelling, whe rein
Walter Magee owns a 12-Foot strip adjacent to Fry Street. The
problem of parking in front of business houses was discussed. Mr.
Anker will furnish a drawing of a proposed parking plan he is
preparing.

February tax Treasurer Yan Hoven reported on tax settlement for period

Spec ~l meeting In connection with Fire Protection matters, it waa agreed that
on Fire Protection Harry Anderson should prepare a report to be submitted at a
scheduled. special meeting of the Council ordered for Thursday, May 18,
1950, begginningg at 7:30 pm. Letter of May 8 from the Fire Under-
writers Inspection Bureau on Falcon Heights fire protection was read.
Blomberg cigarette Application of Blomberg Drug to sell cigarettes at retail, for
license appli- 6-month period finding June 30, 1950, was presented. Stewart

Robert Pooler The clerk reported receiving inquiry from Robert Pooler,
popcorn wagon. 1421 Midway Parkway, St Paul, about operating a pop corn
trailer. Attorney Graham stated that an ordinance covering the
licensing of this and other activities is being prepared, and
the clsrk was asked to so inf orm Pooler.
O'Connell letter Letter of May 1, 1950, from R. J. O'Connell, 1522 Meat Idaho,
to Public Safety regarding a near-accident and traff is problem at Idaho and Arond
Coannittee was read. Lindig moved that the latter be referred to the
Public Safety Committee for their recommendation. Stewart seconded
and motion carried.
Street Commissioner's Henry reporting for Street Commissioner Seaborn, said that

proposed to cinder a portion of the alley, requiring about 15

parallel to Iowa from Aroma to Snelling drive, had been referred
to Attorney Blaisdell, representing Mr. Wilson. The matter of
widening Fry street waa discussed and referred to Attorney Graham
who will eontaot Niemann and arrange a meeting with Mr. Magee.

lease. to discuss the matter of a lease, and in the event of no reply
within a reasonable time, that the committee be authorized to
take further action.
Towel containers Harry Anderson reported that he waa unable to get thru regular
aourosa the towel oontainera with swinging tops. Hsnry will
try stores in Minneapolis. Suggestion on installing a drinking
fountain was also considered.

Adding machine In connection with the used desk modal Burroughs adding
authorized. machine #1266730, needed for the Clerk and for general
Village use and offered by the Wager Office Equipment Company
at X75.00 with a year's guarantee, Lindig moved that the
machine be purchased. Rekstad seconded and motion carried.
Local Planning Shaver reported on contacts he had mad• with prospective
Commission members of our Local Planning Commission as provided for by
appointed. resolution adopted at the April 25, 1950 meeting. After dis-
cussion, Shaver moved appointment of the following members for
terms as apacified -
Lorria Williams - 3-year term
J. A. Gallaher - 2-year term
C. K. Otis - 1-year term
Seconded by Stewart, motion carried unanimously, and Messrs
Williams, Gallaher and Otis declared duly appointed to office.
Status of Firo Chief Swanson reported khat at the clerk's request he
Lyon chair had phoned the Lyon Metal Products Company, of Minneapolis,
order. regarding the order for 100 Lyon metal folding ohai rs. Was
informed that the order had been placed May 8 by the Minnesota
Supply Company instead of by the Auel Equipment Company, the
latter not being a Lyon factory ropresentative, and that de-
livery of the chairs could be expected within 45 days.

Shaver moved that the Council accept with regret the resig-
nation of Harry Anderson as Chairman of the Fire Protection
committee, and that he be extended a vote of thanks for his
services in connection with organization and functioning of
the Fire Department. Seconded by Stewart and carried by
unanimous vote.

Ryagaard The matter of appointing a Fire Protection committee
appointed Chairman was then disouased. It was stated that John
Chairman, Fire Ryagaard had been recommended unanimously by the Fire
Protection Protection Committee. Mayor Henry recommended Ken Hanson.

John Ryagaard as Chairman of the Fire Protection co~nittee
for the bwlance of the calendar year. On roll call, the
following vote was cast:

Fire Protec- Harry Anderson and C.~. Eckman, of the Fire Proteotion
tion Committee committee were asked for their report. Letter of Belay
report. 8, 1950, by Engineer W. C. rreitag, of the Fire Under-
xritera Inspection Bureau as to recent survey of the muni-
cipal fire fighting facilities xas reread, indicating that
the entire Village may have a Class 8 insurance classifi-
cation by meeting a limited number of additional requirements.
Anderson presented figures to show savings on fire insurance
rates if classification 8 is given portions of the village
now in classification 9 and 10, and in addition, he said,

household goods insurance rates would be reduced to some extent,
resulting in an estimated total saving on fire insurance in the
Village of about X5,000.00 per year. As to the Underwriters
requirement for one additional full-time fireman in the Fire
Department, Anderson furnished figures on number and salaries
of paid personnel in nearby Village fire departments, especially
North St Paul, Columbia Heights and West St Paul. Said he thinks
Paid we can stay within our budget by putting on a third man with
personnel monthly salaries for paid personnel as follows: Fire Chief,
X300.00; Assistant Fire Chief, $250.00; and the third man, X225.00.
With a X10,000.00 budget set up this year for Fire maintenance,
plus about X1,200.00 per year from Lauderdale Por standby and
estimated fire ruri charges, Anderson said we should break about
even. Since Lauderdale also stands to benefit by receiving a
Lauderdale Class 9 rating thru our meeting the Underwriters requirements,
standby Anderson recommended that consideration be given to increasing
"charge. their present X50.00 per month standby charge. In connection with
specified light plant of 1,500 watts capacity, Anderson Trill talk
with Underwriters to see if they will agree to our installing a
1,000 watt capacity light plant instead. Said the 1,000-watt
Light plant capacity plant would furnish light for the build ing if outside
requirement. sources are cut off and that he considers it ample for our. needs.
Ande rson also said n 1000-watt plant could be installed for less

son plans to discuss this with the Underwriters to see if they will

volunteer men, Anderson said these amounted to X542.00 for the first 11 months

the Fire Protection Committee's report, Anderson said that if we
meet the Fire Undeawiciters requirements and get the Class 8 rating,
the policy holders in the present 9 and 10 classificatfon arena
will be eligible to a reduction in fire insurance rates immediately.
Local Planning Newly appointed members of the Falcon Heights Planning Commission,
Commission including Lorris 1Nilliams, J. A. Gallaher, C. K. Otis and Dwight
members take Reiohow, met with the council, G. S. Seaborn being absent. Mayor
office. Henry presented each member with a copy of the Resolution Establish-
ing Planning Commission .adopted at the April 25 meeting. The olsrk
informed the Planning Commission members of the counoil's action
on their appointments, and each took and executed his oath of office.
Trustee Shavor then discussed with the Planning Commission members
the powers and various duti ~ of the Commission.

Census Stewart reported contacting Mr. Showell, district census super-
matters visor, as to statue of census enumeration in the Village. Said
discussed. Mr. Showell advised that enumerators had completed their canvas,
but that all homes would be checked on a map to be sure they wer•
included in the count. After completing this aheok, Mr. Showell
said he would ilxrnish a notice which Mould be published in our
looal newspaper or put up in posting plaoes.

Parking problem Shavor moved that the .parking problem on Arona Avenue betxeen
on Arona referred Larpenteur and Craxford be referred to the Public Safety

Clothes line At Fire Chief Swanson's request, Rekstad moved th at the
poles. Fire Chief be authorized to put up txo temporary alothea
line poles at the rear of the building for drying clothes,
airing blankets, eto. Seconded by Stewart and oarried.
Village Entrance Swanson also reported that only a small percentage of
signs. motorists was complying with the traffic sign in front

ing. Also that Seaborn will ask the County to put signs at
Village entrances on County roads.
Full census Stewart reported receipt of a phone call from Mr. William Showell,
count desired. Census Supervisor, that the Falcon Heights oensus had been com-
pleted except for follow-up work. It was agreed to ask the Rose
Tribune to publish a letter prepared by the clerk, urging
residents not counted in the oensus to call the Village Hall and
give their name and address.
Hermes Floral Co. Building Inspector Reichow reported that the Hermes Floral Company
to erect steel had requested a permit to replace their present shed wit h a steal
building. building, also for altering sub-structure on their property be-
tween Tatum and Cleveland. After discussion, Rekstad moved that
permit be issued. Shavor seconded and carried unanimously.
Village Assessor William Torgerson, Village Assessor, thanked the council for
reports large furnishing him with mimeographed copies of the article, "Tax
percentage of Facts For Falcon Heiights Home Owners, stating that many
people in Northome residents inquire as to taxes and that the article is helpful
not counted in to them and saves him time. He also reported that a large
census. percentage of resid ants in the Borthome area state they haws
not been called on by the census enumerator. Torgerson agreed
to cooperate in the council's plan by urging people missed by
the census taker to phone the Village Hall.

Shavor and carried.

Relief Fund Taxes.
Letters of May 17 and May 19 from Minnesota Supply Co.,
regarding information they received that the 100 Lyon metal
folding chairs will be shipped not later than June 15 from
the factory.

Communications: The Mayor read a letter from the Youth Conservation Commission,
(aont'd) dated May 9, 1950, regarding "Recreational Resources of the
people of Minnesota," dealing with a survey made by the
Governor's committee on recreation last fall.
Dachtera bill Chairman Arndt, of the Public Safety Committee, and Palice
for policing. Officer, Henry Dachtera, appeared before the council in
connection with police service calla handled by Dachtera
from December 19, 1949 to May, 1950, amounting to X27.74,
including a X9.00 shortage for patrol service .prior to
December, 1949. On recommendation of Chairman Arndt,
Rekstad moved payment of the bill. Shavor seconded and
motion carried by unanimous vote.
30-mile speed Chairman Arndt reported he had tried to contsct Seaborn about
limit and placing of 30-mile speed limit signs between Larpenteur and
Village sigga Hoyt, but that the latter was out of town. Also reported that
Village boundary signs would be installed by Decoration Day.
Eureka Hose Treasurer Van Hoven will contact the Eureka Hose Company
Co. bill to see if they will agree to s deferred plan of payment
of their bill for 1,500 feet and 700 Peet of Fire Hoae,
amounting to X2,528.00, and still allow 2~ discount.
Streets to Mayor Henry reported that Street Commissioner Seaborn has

County to black- The question of the County blacktopping in Front of the

necessary to prevent the earth sides from crumbling away.

IIniveraity Lease- Attorney Graham reported that Lindig and Matteson met with

In connection with proposed rezoning of University property
on Snelling, which Middlebrook says the University wants

IIniversity lease before entering into a lease, a modified rezoning request was
(cont'd). suggested by Mr. Bradford, Attorney, representing the Oniversity,
with the understanding that the IIniversity would not use said
rezoning privileges for 10 years.
Firemen's Relief Van Hoven reported reoeiving with the February tax settlement
Assn. fund. $24.58 for the Firemen's Relief Association, and in discussing
the matter with the Public Examiner's office, they recommended
setting up a Fir® Department Relief Association fund to receive
and disburse money Por this purpose. Henry moved that such
fund be set up, Shavor seconded, and motion oarried by unanimous
vote.
Fire Chief's Van Hoven also reported that the Fire Chief advised he would

Juhl road Van Hoven stated that Mr. Juhl reported the road on Asbury

be turned over to the Village for maintenance. Van Hoven
said Street Commissioner Seaborn Pelt we should first have
an easement on the road. Our attorney will oheok the statute
to see what is required.
Jurgenaon Henry reported receiving complaints about a tar paper ahaok
ahaok on on Albert owned by Mr. Jurgenson. The matter was referred
Albert to Attorney Graham to determine what the statute provides
in this connection.
