Lindig, " Clyde Stewart, Clerk Ralph Van Hoven, Treasurer Frank N. Graham, Attorney Meeting called to order at ?:50 pm. Minutes oP June 13 meeting approved as read. Police Officer Don Arndt, Chairman, Public Safety Committee, reported on Zianhelt's claim of Police Officer Zirnhelt far X33.35. Arndt read a claim for X33.35. letter from Zirnhelt, submitting a total of $212.76 for hours of patrolling and mileage from Oct. 15, 1949 thru Dec. 8, 1949, Zirnhelt stating he had received a aheck of X184.46 on Jan. 4, 1950, in part payment of this amount, leaving a balance due him arf #28.30, which he has not as yet received. In addition, two calls answered by him in 1950, in hours and mile- age, amount to ~b.05, making a total claimed by Zirnhelt of X33.35. Stating he intends to dispose of his oar, Zirnhelt also asked to return to the Village the three red lights in- stalled on his car, also that the Village share the cost of removing same and welding holes in fenders. He also made application for full-time police work if and when the council decides to put on a full-time policeman. After discussion, Henry moved that up to X5.00 be authorised Por removal of red lights and fender repairs on Zirnhelt's car, also payment of Zirnhelt's claim for X33.35, aub3eot to oheok of verified accoznts by the clerk. Rekstad seconded. Carried. Justice of the In connection with parking violations on the University Peace Farm campus being heard by a village Justice of the Peace, Mr. Arndt said it was his understanding if arrest is made by the County that any Pines would go to the County. Attorney Graham will check and advise as to wh at the statute says in this respect. Bills: Were presented as follows: Northwestern Bell Telephone Co., Ne 5200, June 10, $8.70 O.J. Reichow, building inspector's fee, permits 55 thru 67, X130.78. Lindig moved payment of bills, seconded by Rekstad. Carried. Shavor reported discussing the matter with W.C. Freitag, ofthe Underwriters, who said that having two paid man on our Fire Department was a temporary arrangement to take Dare oP the situat ion after the standby arrangem ant with St Paul had bean discontinued, and that in order to retain the class 8 insurance rating in the village, we must have three paid men to take care of time off. In view of this being the middle of our budget year, Mr. Freitag agreed to continue the present insursnce classification and to postpone the effective date of the Underwriters requirements to the Pirat of the Year, provided the Yillage would advise the Fire Underwriters by letter that they would put on three paid men at the beginning of 1951. Rekstad said those in the Class 9 areas of the Yillage should not be made to wait any longer for a reduction in fire insurance rates, and urged that the Fire Underwriters requirements be Three paid oomplied with by July 1st, so as to extend the class 8 rating to men. all parts of the Yillage area. On request, the Treasurer re- ported on financing this additional Fire Department expense, stating it would require issuing tax anticipation certificates. After discussing the financing, the meeting was recessed For five minutes. Meeting reconvened at 10:05 pm., and after further discussion, Shavor moved that the written report oP the Fire Protection committee, dated June 27, 1950, be accepted, approved and filed, and that the requirements as set forth in the Fire Underwriters letter of May 8, 1950, and as modified by their letter of June 8, 1950, be oomplied with by July 1, 1950, or as soon as possible thereafter, ao that the class 8 rating may be secured and retained in the entire village area, and that the Mayor be authorised to see that all necessary steps are taken to accomplish this. Building Inspector was asked to check and report on the matter. Gertrude L. Zettel Building Inspector Reichow reported receiving a letter Prom protests issuing Gertrude L. Zettel, protesting the council's aotion in issuing oP screen house a special permit to E.Y. Moore for construction of a portable permit. screen house on a lot Pacing Asbury and adjoining lot on which the Moore dwelling is located. Mrs. Zettel stated the permit violates private restrictions and unless revoked, she will have her attorney file damages against the village. Attorney Graham advised that said special permit does not authorise violating of private restrictions, and that any suit for damages should bs filed against the owner receiving the permit, not the Village. Graham will write the complainant to this effect. Civil Defense Henry brou ght up the matter of recommending appointment oP some qualified person to head the Civil Defense program in the Yillage. Rekstad moved appointment of William Olson, 1764 N. Pascal. Seconded by Shavor and carried. The clerk was instructed to eo inform E.B. Springsted, Justioe of the Peace, to file his resignation. resignation with the Governor, and that the council could properly take action on it. Reltstad moved that Springated's resignation be socepted. Seconded by Lindig, motion carried and resignation of Osmon R. Springsted from the office of Justice of the Peace declared duly accepted. Bua hearing Attorney Graham reported a committee will start work on a proposed new bus schedule. He will let the council know when the new schedule has been worked out. Insu ranee policy, Stewart informed the council that Fi ro insurance policy on 1947 Fire truck. the 194? LaFrance fire truck expires ea of July 1, 1950, and that the Insurance Company proposed reducing coverage on fire and wind inasmuoh as the original cost of the truck was $7,200.00 in 1947. Henry moved, sec ended by Rek- stad, that the policy be renewed, sub3eot to what the Insurance Company will allow on Fire and l~indstorm coanrrage. ' Motion oarried. Wilson lots The Clerk reported that application he had filed for akbatement exempted. of 1949 taxes (146.00) and exempting of the following described property as of May 1, 1950, had been approved by the County Auditor: Lots 1, 2, 3, 4, 5 and all of Lot 6 except the south 34 ft. thereof, in Block 9, and Lots 1 and 12 in Block 10 in Northome 2nd addition, Ramsey County, Minnesota, subject to certain restri coons and easements. Henry moved, seconded by Shavor, that applications be approved. Motion carried. 1 1 ~J Village Hall On recommendation of Attorney Graham, Lindig moved, seconded property by Shavor, that the Clerk be authorised to draw a cheek for rental to X15.00 payable to the University of Minnesota in payment of the University second year's rent for the Yillt~gg Hall property, if upon examination of the lease this amount should be paid before the next meeting. Motion carried unanimously. Third paid man, Following a discussion of the Fire Underwriter's requirement Fire Department. with respect to putting on a third paid man, Fire Chief Swanson advised he would appoint Earl Grumke, 1819 N. Snelling, if the position is authorised. Henry moved that the council authorise putting. on s third paid man and that he be started at X200.00 a month. Seconded by Stewart and carried unanimously. Shavor, Trustee Arthur A. Lindig, " Clarence Rekstad, " Clyde Stewart, Clerk Absent: Ralph Van Hoven, Treasurer Frank N. Graham, Attorney Meeting called to order at 7:30 pm. Mr. and Mrs. Roy, 1797 N. Hemline, appeared before the Board regarding increase in their real estate taxes compared with a year ago. Because the Yillage Assessor's books wero not ready for review, the Board voted to recess the meeting until 7.:30 pm., July 12, 1950.
