Item Budget Workshop #3: 2027 Preliminary Levy Discussion & General Fund Update
Description
Since Budget Workshop #1, staff has been updating the proposed budgets for 2027
with recommendations provided by the Mayor and City Councilmembers. A
preliminary levy must be set by September 30th, so the City Council will formally
act on the preliminary levy at the September 23rd City Council meeting.
The purpose of this workshop will be to present the updated Draft 2027 General
Fund Budget to the City Council and allow staff time to incorporate changes before
presenting it for preliminary levy approval on September 23rd.
Key updates since Budget Workshop #1:
The updated preliminary levy sits at a 9.50% increase with the projected city tax rate
at 40.044%. The previous version included a 12.21% levy increase with a city tax rate
of 41.914%. Here are the updates that created that change:
1) Included a $50,000 transfer from Parking Management to the General
Fund.
2) Increased investment interest revenue to $80,000 after re-evaluation of
estimate.
3) Reduced City Commissioner salary line to $15,000 after re-evaluation of
2026 estimate. This is based on our actual usage with some additional
capacity if there is turnover on the commissions.
4) Increased the Ramsey County elections amount after receiving the draft
contract.
5) Increased general engineering costs from $15,000 to $20,000 after re-
evaluation of the 2026 estimate.
6) A new expenditure was added for the annual wireless router fees at
Community Park.

REQUEST FOR ACTION
City of Falcon Heights, Minnesota __________________________
Item 2026 Post-State Fair Survey
Description
Following the State Fair, the City has run a survey the past four years to provide data
on the resident experience of the Fair. In 2022, the City also hosted a resident town hall
meeting to hear from residents on the Fair. Since 2023, the State Fair Task Force has provided feedback on the survey structure. However, with the task force having been sunset in January, staff is looking for
direction on: 1) Do we launch a survey again for 2026? 2) Do we want to modify questions?
Following direction from the City Council, staff will promote the survey in the weekly newsletter for a period usually lasting about 30 days.
