Alley William Torgerson, 1443 Weat California, appeared before the council Improvement about the proposed surfacing of two alleys between California and Larpenteur, running between Albert and Arona. Torgerson asked that the Yillage finance the work and assess the cost against the abutting property owners. Attorney Graham will ftirnish the required petition form and details as to procedure. Permit, Leonard R. A. Keller, of the Keller Corporation, asked to be heard regard- & Pearl Peterson ing the application of Leonard and Pearl Peterson, 2083 N. Lexington, who own the aouth 34 ft. of Lot 6 and all of Lot ?, except the south 17 ft. thereof, Bloak 9, Northome Sec and Addit ion, for a permit to build on said property. Keller was informed th st our building code forbids issuing such permit because of the property being a part of a drainage area. Due t o state highway and county easements, the State Highway Department and the County Engineer will be contacted regarding the matter. 5-car garage Building Inspector Reiohow reported receipt of an application for permit permit, Step- to build a 5-car garage on the Stepnitz property described in Ordinance nitz property. No. 11 passed November 30, 1950. Rekstad moved permission b e given the building inspector to issue the permit. Seconded by Stewart and carried unanimously. Street Commissioner Seaborn reported that two only cast iron ornamental street Lights light posts were requested by residents on Albert and Lane and Holton and Lane, but that he pr©pose+d having lights installed on wood poles the same as in other parts of the Yillage. 'The use of wooden poles for th ese lights was approved, provided the poles were put in at designated spots. Playground Seaborn also reported that the County Surveyor had been asked to Improvement determine how much dirt had to be moved for leveling and developing the prop®s ed playground on Yillage property, al so to figures on sumps needed for drainage. Hoyt & In connection with vacating alleys between Hoyt and Iowa, Seaborn Iowa alleys stated the devel®per's attorney had agreed to the vacating request, with proposed turn-around coming into S.E. corner, Lot 1, Block 10, Northome Second Addition - measurement of turn-around to be 30 Peet wide and 30 feet deep. Henry moved that petition be referred to our attorney for checking and advice as to proper procedure. Seconded by Rekstad and carried by unanimous vote. Mutual Fire Asked as to mutual fire protection agreements, Fire Chiesf Swanson re- Protecti®n ported that these were verbal understandings with Spring Lake Park, aid. Lake Johanna and Little Canada. The question of whether the Yillage may enter into written mutual aid agreements with such areas was referred to Attorney Graham. Expenses Chief Swanson asked that the council authorise payment of expenses Fire Dept. of the Fire Chief and one volunteer fireman at the State Fire Convention, Department Aasoeiati®n's ?8th Annual Convention, at Cloquet, ~inneaota, Cloquet June 11, 12 and 13, 1951, with the understanding that a volunteer meamber would attend in turn each year according to date of service. Rekstad moved that said expenses be authorized to Dover the railr®ad fare and $10.00 per day for each delegsd<b. Seconded by Shavor and carri ed unanimously. ~~~ Reporting Because the Fire Chief is required by statute to report to the Fires State Fire Marshal all fires in the Pillage area where damage amounts to $25.00 or more, the local newspaper was askad to urge all residents to notify the Fire Department immediately where thea~e is any indication ®f fire. Dry cleaners Chief Swanson reported that sample of liquid emptying into c~oeeked for drain from dry cleaners establishment had proved non-inflammable fire hazards by teat. He will oheek and report as to whether the dry cleaners have corrected fire hazard violations previously called to their attention. Fire Dept. Salary Letter f n3m Fire Chief Swanson, dated May 5, 1951, on the matter of schedule Fire Department salaries, was read, together with a letter he had disouased received from the Cloquet, Minnesota Fire Chief as to Cloquet provid- ing their Chief with free quarters in the Fire Station plus certain other allowances. Consider able discussion followed based on Fire Department salaries in communities comparable to Falcon Heights. Fire Underwriters Letter Prom the Fire Underwriters relative to third paid letter. man appointment on Fire Department was read. Ordinance APte r discussion, Henry moved the adoption of "Ordinance No. 12, No. 12 An Ordinance Lioenaing and Regulating the Operati®n of Sandwich Stands, Hamburger Stands, Hot Dog Stands, Root Beer Stands, Ice Cream Stands, Soft Drink Stands, Popcorn Wagons, Christmas Tree Lots and Drive-In Businessesc" Seconded by Rekstad and the following vote taken and recorded: Ayes: Henry, Shavor, Rekstad, Stewart. Nays: None. Thereupon, the Mayor declared said ordinance duly adopted by a unanimous vote and directed publication of same. Feb. tax Treasurer Yon Hoven reported receipt of tax settleme~at from settle:aent the County Auditor for period Nov. 1, 1950 to Feb. 28, 1951 in total amount of X6,940.15.
