A RESOLUTION AUTHORIZING SUBMISSION OF A GRANT APPLICATION TO THE
METROPOLITAN COI.INCIL LTVABLE COMMUNITIES DEMONSTRATION ACCOUNT
(LCDA) SITE INVESTTGATION PROGRAM FORTHE LES BOLSTAD GOLF COURSE SITE
WHEREAS, the City of Falcon Heights is a participant in the Metropolitan Council's Livable
Communities program and is eligible to apply for grant funding through the Livable Communities
Demonstration Account (LCDA); and
WHEREAS, the City, in coordination with Rachel Development and Braun Intertec, is undertaking due
diligence to understand existing environmental conditions at the Les Bolstad Golf Course property; and
WHEREAS, a Site [nvestigation grant from the Metropolitan Council would provide critical funding to
complete soil, sediment, and water sampling and related analysis needed to support planning and
redevelopment efforts; and
WHEREAS, the Remedial Investigation Work Plan prepared by Braun Intertec outlines the scope of
environmental investigation activities necessary to better understand potential contamination on-site; and
WHEREAS, the City Council finds that pursuing LCDA Site Investigation funding is in the best interest
of the community and supports the City's goals of responsible land use, public health protection, and
informed redevelopment planning.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FALCON
HEIGHTS, MINNESOTA, that City staff are hereby authorized to prepare and submit an application to
the Metropolitan Council's Livable Communities Demonstration Account Site Investigation program for
the Les Bolstad Golf Course site.
BE IT FURTHER RESOLVED that the City Administrator is authorized to execute all required
application materials and, if grant funds are awarded, to execute grant agreements and related documents,
subject to review as to form by the City Attomey.
