Minutes of regular meeting, June 12, 1951, and of speoial meeting, June 25, 1951, approved as read. On motion by Lindig, seconded by Henry, it was voted to giee said property owners permission to spray thnee in front of their property. Garbage, Earl Spangler and Gary P. Bratiet, of the University Grove East University Association, asked to be heard regarding collection of garbage by Grove the University of Minnesota in University Grove. They said the garbage was not picked up as scheduled, resulting in an accumulation and attracting flies. After discussion, it was agreed to refer the matter to Sanitary Commissioner Lindig, who was directed to write a letter to Mr. Frank Pearoe, Direotor of Housing, University of Minnesota, Minneapolis, requesting that garbage collections be made as scheduled. Recess Meeting recessed at 8:00 P.M. and reconvened at 8:30 P.M. Lot fill D. E. Lindig will arrange to hnve weeds cut on the lots on Snelling Driverowned by the Yillage a~ used for drainage purposes. Root Beer Rekstad reported on contacting the state Health Department Stand. regarding sanitary matters connected with operating the root beer .stand at Snelling and Larpenteur. Pure Oil Service Request from the Pure Oil Service for a permit to build an Co. addition addition to their Service Station at Arond and Larpenteur, was considered. Rekstad moved that permit be issued as per proposed plan dated April 20, 1951, sub~eot to n ventilating system in the lavatories. Seconded by Lindig and carried. Graham, Attorney The hearing was declared opened at 8:00 P.M. It was then stated that notice of the hearing had been published in The Rose Tribune, day 31, 1951, and that affidavit of publication had been furnished, also that copies of the notico and copies of the petition were posted at the three posting places in the Yilinge as required by statute, and that there is on file the affidavit of the village clerk as to posting, so the hearing is properly called on petition of Robert John Salmon and othe rs to vacate alleys in Northome 2nd Addition, described in plat bounded by Snelling Avenue, Idaho Avenue, Arona Avenue and Hoyt Avenue with ease- ment reserved. The Mayor ask ad if anyone wished to be heard on appeared. Thereupon a motion was made by Henry, seconded by unanimous vote, adopting the following resolution - the petition. The Bdayor stated the ~-eeting was called for the purpose of considering whether or not the Fire Chief"•~ ' shou~.d be removed from office in view of recent developments in the Fire DeparWtment. ~' He s'~.ated that Fire Chief Swanson had been given written notice of the meeting with the request to be ,present, and that this meeting constituted the fair and impe.ttti.~l ._ hearing provided for in Ordinance No. 1. Attorney Graham acted for the Village and Attorney Don V. V~; Hinrichs represented Fire Chief Swanson. Orrin G. Morse, who worked as 2nd assistant fire chief from April 26, 1951 to about June 9, 1951, and Harold Imhoff, 1st assistant fire chief, as well as most of. the volunteer firemen were present and took part in the dis- suasion. Questions with reference to incompatibility between the Chief and the assistant chiefs, working conditions under Fire Chief Swanson, the work schedule, hiring of sleepers, fire inspections, admittance of council members to the Fire Station, and general operation of the Fire Department, were discussed by all con- cerned, including volunteers. John Rysgaard and George Nelson spoke in behalf of Fire Chief Swanson. At the termination of tha hearing, and after some discussion, Rekstad moved, seconded by Lindig, that Fire Chief Swanson not be removed from office. On roll call, the following vote was oast: Ayes: Henry, Shavor, Lindig, Rekstad, Stewart Nays: None The Mayor then declared the Fire Chief not removed from office by a unanimous vote.
