Breda Johann Nygaard Martin Franklin Thori On motion by Rekstnd, seconded by Shavor, it was voted unanimously to approve said applicabtana. T- ~' 1 Barthel Mra. Mary Barthel, the owner of several lots in Barthel Villas, Villas inquired as to what oould be done with respect to improving drainage on these lots so as to make them suitable for home development. Mrs. Maf~thel was informed that she and other property owners in the area should try and interest a developer in providing proper drainage facilities so as to qualify the property for building permitts. Surfacing Iowa In connection with their home development pro~eet, E. A. gad Norman Iowa, Northome Magnuson, of the Aladdin Improvement Company, appeared before the 2nd Add'n. Council as to having Iowa Avenue, Northome 2nd Addition, graded and surfaoed. They explained thet at present their oonstruetion trunks cannot move in and out when it rains, and that prospective home purchasers will not buy until the street question is settled. After discussion, it was agreed to refer the matter to Commissioner Seaborn to have the street brought up to grade end graveled arri to secure nn estimate for resurfacing and oiling next spring, together with a certified check from the developer, covering payment for the work, before the street, is accepted by the Village for maintenance. Fumes, Falcon R. J. Stenberg, 1540 Crawford, and H. G. Grant, 1546 Crawford, Heights Dry oomplained about fumes from the Falcon Heights Dry Cleaning plant Cleaners and asked that the Village haste a cheek made to determine if the fumes constitute a health hazard to people on ad3oining property. It was decided to have Health Officer Lindig write the State Division of Industrial Health, requesting than to oheek on the condition. Barthel & Letter of August 6, 1951, free Fire Chief Swanson, as to appointments Looke appointed of K. Barthel and R. Locke, full-time firemen, as Captains. Capta£oas, Fire. Dept. Andrew Hustrulid Andrew Hustrulid, 1805 N. Fairview, appeared before the Counail appointed to as nominee for membership on the Fire Department Committee. Fire Dept.Committee After discussion, it was moved by Stewart, seconded by Henry, that Mr. Hustrulid be appointed as representative of Falcon Height s tax payers on the Fire Department committee. Motion carried un- 1,~ animously. The BQayor then declared Hustrulid duly appointed to office and that his appointment oompleted membership of the committee, the other two members including Gordon Nel son, to represent volunteer Firemen, and Clyde Stewart, eounoil representative. Lockers & Fire Chief Swanson reported having 15 volunteers at present, that shower two sleepers are volunteers and two sleepers are paid firemen. ourtain In this conneotion, he said additional lockers were needed, and estimated that two more lockers could be provided for X59.00 plus X5.00 for hardware and X2.00 for finishing. After disoussion, Rekstad moved that purchase of two lookers be approved. Seconded by Stewart emd carried unanimously. Shower On recommendation of the Fire Chief, Rekstad moved purchase of a curtain ourtain for sleepersT shower. Seconded by Shavor and carried. Fire Preven- In connection with Fire Prevention Week, October 7-13, 1951, the tine. Fire Chief presented samples of literature which he suggested could be distributed to homes. It was agreed to purchase 1,000 questionnaires at X7.50 and to refer the matter of distribution to the Fire Department Committee. X1.8 Illuminated R. C. McCollum, 1438 ~Il. Iowa, presented a sample of illuminated house house numbers and asked the Council to approve the installation numbers of these in homes. Mr. McCollum was advised this was a private matter on Which the Counoil could take no action. Street lights, Matter of installing street lights in Hollywood Court and on Hollywood Court Tatus Street was discussed with respect to xhere it is desired and Tatum to looate the lights. 5-car garage, In connection x ith application fbr permit to build a second 5-car Stepnitz garage on the Stepnitz property described in Ordinance No. 11, property passed November 30, 1950, Shaver moved permission be given the Building Inspector to issue said permit. Seconded by Rekstad and carried unanimously. St Paul house The clerk said he had a report from Building Inspector Reichox not to be moved that the party xho was ronsidering moving an old house from St Paul to datum onto a lot in the Tatum area, had decided to look elsewhere for a location. Drainage, The eler k also read a report From the Building Inspector on drnin- Tatum - age conditions on Tatum, together xith a recommendation that the Street xork Street Conunissioner and not the Building Inspector approve issuing permits of special permits for breaking up roads for publio utilities or for other street work. Platting "Rules and Regulations for Platting in the Village oP Falcon Regulations Heights," drafted and approved by the Falcon Heights Planning Commission, zero presented to the Council and discussed. After discussion, it xas voted unanimously, on motion by Shaver, seconded by Stewart, to adopt the following resolutf on: Resolution - RESOLVED, that the Rules end Regulations Por plattf ng in Village of Falcon Heights, presented at the meet in g, be and they hereby are approved and adopted as the official rules and regulations for the Falcon Heights Planning Commission, and that copy of the regulations be placed in the minute book. State Fair Attorney Graham reported meeting with Mr. Baldwin, Secretary of matters, the State Fair Board, at request of the Attorney General's office, especially as to "On Sale" licensing. May tax Treasurer Van Hover reported recei pt of tact settlement for period settlement March 1, 1951 to May 31, 1951, in the amount of X22,373.26. Payment - The Treasurer also presented statements f rom the First National Bank Village call of St Paul, covering following amounts due and payable Sept. 1, 1951: & Firex Station bonds & Fire 1.60 Village Hall 8c Fire Station Honds, principal, interest and Equipment bonds. bank service charge, $4,326.20 1.60 Fire Equigment Bonds, principal, interest and bank service charge, X1,041.40. Ramsey County Letter from the Ramsey County Surveyors Association was read, relative Surveyor's to meeting with our Planning Commission to discuss platting problems. Association Henry moved referral of the letter to our Planning Commission. Seconded by Shavor and carried. D.A. Nelson Discussion was held with D. d. Nelson, of the D.A. Nelson Construction Construction, Company, relat ive to construction of three two-Family bungalows on Ino. - 3 - Arona between Idaho and Larpenteur. It was recommended to Mr. Nelson two family that he initiate a rezoning petition and try to secure atg:ha~atea oP at least 50 per cant of the property owners within 500 Peet. Graham, Attorney Meeting was called to order at 7:40 P.M. for the purpose of discussing Fire Department matters with Fire Chief Swanson and with Andrew Hustrulid, Chairman, and Gordon Nelson of the Fire Department Committee. Fire Chief Swanson's letters of May 5 and June 4, 1951, were read with rePcrence to wage ad3ustmenta and to furnishing the Fire Chief, as part of his compensation, living quarters fully electrified. After considerable discussion, Stewart moved that the question of the Fire ChfeP's salary be referred to the Fire Departaent Committee for con- sideration Prom the standpoint of what the latest Fire Department salary figures are in comparable communities, the rental value of his apartment, or anything that may be worth while in helping the Council to reach a p roper decision.
