Due to Mayor Henry attending a funeral, Trustee Shavor, as Acting Mayor,
called the meeting to order at 7:35 P.M.
Minutes of Regular Meeting, August 15, 1951, and of Special Meeting,
August 22, 1951, were heard and approved as read.

Rekstad moved payment of bills, seconded by Shavor, and so
ordered.

Henry arrived at this point and assumed conduct of the meeting.
Larpenteur R. A. Keller, of the Keller Corporation, representing David
Villas Cartwright, 707 So. Wilder, St Paul, also present, who desires
permit to build a home on the north 52.58 ft. of the Nest ~ of Lot 1,
Larpenteur Villas, asked the Council to authorize issuance of
a building permit. The Village Attorney was asked whether such
a permit would be within the pr ovi si ons of the building code .
Attorney Graham reported that since the property was platted
prior to May 31, 1949, Sections 5 and ? of the Code tae applicable,
and his opinion i~that the permit could be issued. Henry then
moved that the building inspector be authorized to issue said
permit to David Cartwrig ht, the home to face on Albert Street.
Seconded by Shavor and motion carried unanimously.
Barber Shop August A. Goettsch, 1607 Huron Street, St Paul, Minnesota, who
on Hemline is considering the purchase of tY» Charles Dean home, 13?7 West
proposed. Iowa, inquired regarding rezoning of the property to permit
operation of a barber shop in the basement with entrance oaf
Hemline Avenue. After discussion, it was suggested to Mr.
Goettsch that he initiate a rezoning petition and that he try
to secure signatures of 50 per cent of the property owners within
500 feet.

Surfacing Iowa, Norman B~agnuson, of the Aladdin Improvement Company, appeared
1Jorthome 2nd before the Council again in connection with the proposed work
Addn. on Iowa Avenue, Northome 2nd Addition. Attorney Graham re-
ported he had talked with ffir. ~Ifilson, the developer, who prefers •
to send the Village a certified check for X1,150.00, if that will
cover the total cost of the street improvement. Attorney Graham
was asked to recheck estimate secured from the County Engineer
to see if the estimate includes grading of the boulevards and
surfacing to the end of the street, including the turn-around.
If so, it was agreed to aut horize our Attorney to seeu ro certified
check from Cdr. Wilson and to deposit it for the Village.
Liquor end Reporting fob'- the Treasurer, the Clerk stated that the liquor
cigarette tax tax apportionment, January to June, 1951, received by the
apportionment. Treasurer, amounted t o X1,864.32, and that the cigarette tax
Bond Sinking apportionment for the same period, was $1,747.80. Also that
Fund deficits. the Treasurer wished to report to the Council that he had dis-
cussed with George hnderson, of the State Public Examiner's
office, the matter of the temporary defioits which ocour each
year in the two bond sinking fund ~ accounts between the September
1st bond principal payment dam and our final tax receipt date
in December. Van Hoven said it was the opinion of Mr. Anderson
that entire fiscal plar~ for both tax receipts and principal and
interest paymer~s were legwlly completed at the time the bond
progrem was set up. The faot that an oversight did not provide
for this coed ition in the fiscal plan cannot be compensated for
at this time and that it was Anderson's opinion we would not be
subject to criticism for allowing the temporary deficit to exist
untie receive our final tax reoeipts in December of each year.
League Letter from the League of Minnesota Municipalities, with reference
ser vices to services of the League and acknowl edging payment of membership
dues for the year ending August 31, 1952, was read.
Fuel oil The clerk read a few bids received so far on fuel oil require-
ments for 1951-52 at the Village Hall and Fire Station.
