Graham, Attorney Meeting called to order at 7:40 P.M. and minutes of regular meeting, Sep tember 11, 1951, and of Special meeting, September 19, 1951, were heard and approved as read. Falcon Heights R. J. Stenberg, 1540 Crawford, appeared before the Council Dry Cleaners again in connection with nuisance condition and possible health hazard involving operations of the Falcon Heights Dry Cleaners plant. Letter of September 11, 1951, from F.L. ~roodward, of the Minnesota Department of Health, University Campus, reporting on their investigation of these matters was read. Mr. Stenberg was also informed of Attorney Graham's and Trustee Lindig's meeting with Mr. Douglas Rees on September 18th, and progress being made towards having these and other conditions corrected. 1952 Fire Andrew Hustrulid, Chairman, Fire Protection Committee, presented Dept. budget the written recommendation of his Committee as t o financial needs of the Fire Department for 1952 with list showing details - amounts requested being X14,065.00 for Fire ;d[aintenance and X1,509.00 for Fire Equipment. L. & L. Building Inspector Reichow reported that certain construction work Appliance had been started without a building permit by the D. A. P7elson Addition Construction Company, Inc. and the Associated Investors in connection with providing additional storage space ire the rear of the L. & L. Appliance Shop. Mr. Nelson; ,of the Construction Company, being present, was asked to explain their action in starting construction before securing a building permit. Rekstad then moved that if the footings and foundation satisfy the building inspector and comply with building codes, that the permit be granted to the Associated Investors for additional storage in the rear of the L. & L. Appliance Store, but that no additional construction be permitted until after the inspection. Seconded by Lindig and carried by a unanimous vote. In this connection, the clerk was asked to write Mr. Stepnitze, of the Associated Investors, and the D.A. Nelson Construction Company, that any further violation of the code would be prosecuted under the provisions of Ordinance No. 3. - Pedestrian Public Safety Committee Chairman,-Don Arndt, reported on the Crosswalk traffic hazard involving shoppers crossing Larpenteur in the business area, and su~~estion of Mr. '~~linfrey, of the Falcon Heights Commercial Club, that a pedestrian cross-walk be painted across Larpenteur as a temporary safety measure. That the f ollowing described property now owned by the Village of Falcon Heights, Ramsey Cotanty, Minnesota, be and it hereby is dedicated to the public for highway purposes: The East thirty (30) feet of the South Thin ty (30) feet of Lot One (1), Block Ten (10), I~orthome 2nd Addition in and for said county of Ramsey. 2. That the Mayor and Clerk be, and they h®reby are, author- izeel and directed to sign, seal, deliver, file and record all necessary instruments to effect the aforesaid dedication. ~~~ f 1 Meeting with Attorney Graham's letter of September 18, 1951, relative Douglas Rees to his .and Trustee Lindig's meeting with Mr. Douglas Rees reported. and Mr. Don Julen, including examination of the alley and premises north of Larpenteur, between Snelling and Arona Avenues, the proposed man-hole behind Dry Cleaners and alley drainage, water running across Larpenteur and down Arona, plans for minature golf course, root beer stand lease, etc. The County Engineer will be contacted as to putting in a catch basin back of the Dry Cleaners, and if practicable, to furnish estimated c"oat. Xmas decorations Letters from Attorney Graham relating to the question of the Village aiding the Commeroial Club financially in providing Correcting Christmas deoorations on a downtown area private lot, also Street letters regarding St Paul Water Department request to correct Numbers certain street numbers. Fuel Oil The Clerk reported of the various competitive bids received from fuel oil companies, that the Thorne Coal and Uil Company's bid of $12.50 per hundred gallons delivered at the Village Hall, was the lowest. On motion by ??ekstad, seconded by Lindig, the Clerk was authorized to advise the Thorne Coal and Oil Company that they could supply the Village with No. 2 fuel oil on a monthly end:°keep fill" basis the same as last year at the delivered price quoted in their letter of August 25, 1951.
