Meeting with Attorney Graham's letter of September 18, 1951, relative
Douglas Rees to his .and Trustee Lindig's meeting with Mr. Douglas Rees
reported. and Mr. Don Julen, including examination of the alley and
premises north of Larpenteur, between Snelling and Arona
Avenues, the proposed man-hole behind Dry Cleaners and
alley drainage, water running across Larpenteur and down
Arona, plans far minature golf course, root beer stand lease,
ete. The County Engineer will be contacted as to putting in
a patch basin back of the Dry Cleaners, and if practicable, to
furnish estimated cost.
Xmas decorations Letters from Attorney Graham relating to the question of the
Village aiding the Commercial Club financially in providing
Correcting Christmas decorations on a downtown area private lot, also
Street letters regarding St Paul Water Department request to correct
Numbers certain street numbers.
Fuel Oil The Clerk reported of the various competitive bids received
from fuel oil companies, that the Thorne Coal and Uil Company's
bid of $12.50 per hundred gallons deliver ed at the Village Hall,
was the lowest. On motion by pekstad, seconded by Lindig, the
Clerk was authorized to advise the Thorne Coal and Oil Company
that they could supply the Village with No. 2 fuel oil on a
monthly ~ndakeep fill" basis the same as last year at the
delivered price quoted in their letter of August 25, 1951.

were heard and approved as read.

9-car Harold Be rshow, of the Miles Lumber Company, appeared before the
garage Council regarding erection of a nine=car garage at 1510 hest
Larpenteur, involving setback providion of the code. ®fter dis-
oussion, Lindig moved that the matter be referred to the Planning
Commission for study and recommendation, including recommendation as
to any changes in the code either by way of limitations or a hardship
clause. Seconded by Henry and carried unanimously.
Check L. M. Fleming, 1835 Grand, St Paul, was next heard in connection
Protector with demonstrating and speaking for a check protection machine.
Street Letter was read from the St Paul Water Department referring further
Numbers to duplication of certain street numbers. Following a full discussion
of the matter, Shavor moved that the buildin g inspector be directed
to make arrangements with irir. Flack to get the records from the Water
Department and to take ahargeof issuing street numbers to new buildings
erected in the Village. Seconded by Stewart and carriedsunanimously.
Shavor then moved referring to +; he Planning Commission for study and
recommendation the problem of existing incorrect street numbers.
Stewart seconded and motion carried by a unanimous vote.
University Letter from Attorney Graham relating to reported parking difficulties
Farm on the University Farm Campus, and the question of appointing certain
Police University Farm students as 'police officers with powers to enforce
traffic regulations on the campus, was read and discussed. Attorney
Graham will discuss further with Mr. Bradford, specia 1 assistant
Attorney General, including the question of holding J. P. Court on
the University Farm Campus.
1952 Following discussion oP the budget, the following resolution was
Budget moved by Lindig, seconded by Rekstad and adopted unanimously:
Resolution - BE IT RESOLVED, By the Yilinge Council of the Village of Falcon
Heights, that the following sums be and they hereby are levied
upon the taxable property of the Villa ge of Falcon Heights for
the year 1951, aollootible in the year 1952:

Stepnitz Letter was read Prom Walter F'. Stepnitz regarding the starting
re building of work on the building on south side of Larpenteur between
permit Snelling and Arona without a building permit.

~ffork done After discussion of reported violation of the building code in
on Apple- connection with remodeling work on the Applebaum Store entrance,
boom Store Lindig moved, seconded by Shavor, that the clerk write letters to
entrance the Associated Investors, as owner, and to the Sauers Construction
without Company, as contractors, stating it appears that they violated
permit. the building code by commencing work at 1552 West Larpenteur before
get#ing a permit and by completing the work after a red tag had been
placed on the work by the Building Inspector . Also that the Council
is giving consideration to criminal prosecution under Ordinance No.3,
and if they wish to appear before the Council before further action
is taken, the Council will hear them at its next meeting, October 23,
1951, at 8:30 P.N.
Netting The meeting recessed at 10:30 P.M. and reconvened at 10:40 P.N.

Claim for Proof of lose covering claim under General Insurance Company of
storm damage America policy number 55C-33715, accsount storm damage to Dillage
to Dillage Hall and Fire Station roof, estimated at X55.00, was considered.
Hall On motion by Rekstad, seconded by Lindig, the clerk was authorized
to sign and return proof of loss. .
Faloon Dry Attorney Graham's letter regarding request on County Engineer to
Cleaners cheek with respect to proposed catch basin and grading of alley to
catch basin in rear of dry cleaners as a means of solving the
drainage problem.
Request Letter from Mrs. Lila Pizarro, Social Committee Chairman, University
for Bingo Grove East Association, requesting a bingo permit for the Association,
permit was read. Attorney Graham advised regarding state statutes permitting
certain as soefations to operate the game of bingo, provided the
governing body of the governmental subdivision in which it is proposed
to oonduat such game does not pass a resolution ob~eeting thereto.
Henry then moved, seconded by Lindig, that the clerk be requested to
write Nrs. Pizarro, stating that the council has no ob3eation to the
University Grove East Association conducting such a game. Carried.
~.A. Hartfiel The clerk reported receiving a verbal request from W.A. Hartfiel,
rezoning 2157 Roblyn, St Paul, as to Piling a petition for rezoning property
request on the l~f corner of Larpenteur and Hemline Prom Residence "A" to
Busi~3ess di strict.

proposals The cl erk reported that the Street Commissioner recommended using
cement in repairing Idaho Avenue near the drainage hole, also that
metal fence posts back of the village hall be treated for rust,.
and that painting of hydrarita should be considered.

Ju81's Roselawn Proposed plat covering Juhl'e Roselawn Addition No. 3
Addition No.3 was presented to the oounoil. After disoussion, Henry
moved, second ed by Lindig, that the plat be referred
to the Planning Commission for their reoommerriation.
Adjournment: On motion, the meeting adjourned at 12:45 A.M., Oct. 10th.
