recommendation of Mr. Loeks and the Falcon Heights Planning Commission,
Henry moved that the petition of Falcon Development Corporation, Douglas
Rees, Agnes Heber and Nicholas G. Weber, dated November 30, 1951 ,. for the
establishment of a building line within the block from Crawfo rd Street to
Larpenteur Avenue on the east side of Snelling Avenue, be and .hereby is
denied. Seconded by Lindig and the following vote recorded:

The Mayor then declared the motion carried and said
The Council requested the Mayor to contact the Planning
Commission and Village Attorney with respect to drawing up a proposed ordinance
covering setback requirements on commercial structures at all intersections.
On motion, the meeting ad3ourned at 9:30 P.M.

Meeting called to order at 7:40 P.M. and reading of mdtnutes ordered
Minnesota R. V. Juetten, $ssistant Secretary, Minnesota Safety
Safety Council, appeared before the Council in connection with
Council a traffic safety contest sponsored by the Minnesota
Safety Council among cities and villages of 2,500 popu-
lation or more. Mr. ~1. V. Chenoweth, Traffic Signal
Supervisor, Ramsey County Surveyor's department, and Paul
Neid, Ramsey County Deputy Sheriff, assisted in providing
information desir ed by Mr. Juetten with respect to Falcon

Minutes: Minutes of postponed meeting, January 22, 1952, of regular
meeting January 25, 1952, and of Public Hearing, January 25,
1952, and speafal meeting January 29, 1952, were heard and
approved as read.
Boulevard Yeasrs. H. P. Smith, 1436 Roselawn; Fred Gardner, 1880 Holton;

Peace Offioers Attorney Graham's latter of January 28, 1952, stating
• that Section 412.101 of Minnesota statutes provides that
the Mayor and other members of the Council are peace
officers.
Dry wells Rekstad present ed an agreement dated February 11, 1952,
signed by Harold Woller, providing for construction of
two dry wells on village property at Snelling and Idaho
for X325.00, the work to be completed by March 15, 1952,
and the wells to be loc ated 30 feet apart from center to
center.
Constable Letter of February 1, 1952, from Attorney Graham, quoting
Barthel statute in connection with Constable Barthel's request for
badge, etc. After discussion, the clerk was directed to
furnish Barthel with an official card.

Heating In connection with proposed work on the heating plant,
plant Rekstad said he had conferred with Andrew Hustrulid and
that plans from the heating contractor should be ready
for consideration at our next regular meeting.

Lindig & At this point (10:45 P.M.)~returned from a meeting of
Seaborn report Falcon Heights businessmen, which they had been asked to
on attendance attend as representatives of the Council. They reported
business men's ~
on questions discussed at the business men's meeting
meeting relating to proposed 30-foot setback at commercial inter-
sections, cross-walk and proposed parking plan in business
area at Larpenteur and Snelling. After some discussion,
the question as to legality of a cross-walk was referred to
Attorney Graham. Shavor was asked to contact David Locks,
Planning Consultant, regarding the proposed parking plan.
Eleotion On motion by Henry, seconded by Lindig, the following were
judges appointed to serve as election judges at the March 18, 1952

Village Financial The clerk roported that in contacting the Rose Tribune for
Statement final proof on the Pillage financial statement, that he
was informed delay had occurred due t o Linotype trouble.
Alleys Commissioner Seaborn submitted two agreements by property
owners with respect to i~mpProvement of allays between Iowa
and Idaho from Hamline,e~! Albert, and between Pascal and
Around, Hoyt to Iowa. After discussion, both agreements
were referred to ®tto rney Graham to see if they are
sufficient as petitions to commence proceedings to improve
the alleys.
Adjournment: On motion, the meeting adjourned at 11:55 P.M.
