Stewart, Clerk Ralph Van Hoven, Treasurer Frank N. Graham, Attorney Meeting called to order at 7:30 P.~d. Minutes of regular meeting , February 12, 1952, of special meeting, February 23, 1952, and of postponed meeting, February 26, 1952, were heard and approved as read. Bills: On motion by Lindig, seconded by Shavor, the following bills were ordered paid: C. D. Locks, 1610 Fauquier, St Paul -planning consultation services, ,8.00 =S The Rose Tribune, publishing notie®, public hearing, Rees petition ~2 G. S. Seaborn, meeting expense, Jan. & Feb. 'S2, X10.00 Clyde Stewart, postage, $3.00 Oil Burner & Stoker Service Co., clean & adjust burner, X4.50 Northwestern Bell Telephone Co., Ne 5200, Feb. 10th, X9.05 Minnesota Fire Extinguisher Co., Inc., 15# CO 2 recharged, $3.50 Larpenteur Lorris Williams, Chairman, Planning Commission, present ed revised & Snelling drawings by the County Engineer, covering proposed street plan for area the business area at Larpenteur and Snelling Avenues. Agreement was reached that certain changes might be desi rable, including closing of the middle-of-the-block parking entrance, showing of proposed angle parking, and specifging asphalt surfacing to the cu rb. As soon as the plans can be made ready to inc ludo these ch anges , the Counci 1 will hold a special meeting to which the businessmen, representatives of the County Engineer's department and other interested parties will be asked to attend. Proposed Following a discussion of proposed amendments to Ordinances Nos. 3 amendments, and 8 to include 30-foot setbacks for buildingsto be eroded on corners Ordinances zoned as business distri cts, a rezoning proposal providing for Residence 3 and 8 - distri cts B between Residence districts A and Business districts, was referred to the Planning Commission for recommendation. Pedestrian In connection with proposal for a pedestrian cross-walk on Larpenteur cross-walk between Arona and Snelling Drive; Attorney Graham's letter of Feb. 13, 1952, was read expressing the opinion that the Council has the power to establish crosswalks at any point, whether at the corner or middle of the blokk, from the standpoint of public welfare and safety. Alleys As to alley improvement agreements si gned by various property owners and presented at the February 12;12 meeting. Attorney's letter was read, outlining procedure for c ling a public hearing on the proposed impDDVement and. for a more definite description of the area it is proposed to assess. 259 Election Letter from Attorney Graham was read, relating to appointment of Relief relief fudges by the Council, and to alternates or substitutes Judges who may be appointed by the regular fudges when the latter leave the polls for dinner or for other reasons. Boulevard Further consideration was given to a request presented by some trees home owners at the February 12, 1952 meeting, relating to planting of boulevard trees, arxi Attorney Graham's letter of February 14, 1952, was read in this connection. After discussion, Trustee Lindig was asked to contact Al Sterk, City Forester, St Paul, who had indicated willingness to furnish information on spacing and type of trees, etc. Investing Treasurer Van Hoven reported that the Public Examiner is in accord Village with proposal to invest surplus. Village funds so as to provide funds earnings fb r the Village. The possibility of investing said funds in certificates of deposit issued by the Falcon Heights State Bank or in government bonds, was discussed. Stewart then moved that the question as to how the Council may proceed legally in the matter be referred to Attorney Graham. Seconded by Lindig and carried un- animously. Dry Cleaners A proposed dry cleaning ordinance was discussed flurther, especially Ordinance with respect to including restrictions as to pumping waste into the alley, also for controlling lint and obnoxious odors. Matter was then referred to Attorney Graham to prepare the proposed ordinance in final form. Rezoning Arthur Lindig presented inf ormation on a Stran-Steel building, 24x24, request which he wants to construct as a temporary auxiliary building in connection with operation of his nursery at 1879 West Larpenteur, and requested resoning of a portion of the property for the purpose of erecting said building. He was advised by the Village Attorney to ini a petition. Fire Dept. On motion by Henry, seconded by Lindig, it was voted that the Clerk sleepers write Fire Chief Swanson, requesting information on the Fire Chief's monthly report as to number of sleepers oecuping quarters, their hours of duty and number of .days they have been on duty each month this year. Rose Following discussion, Shavor moved that inasmuch as the Village Tribune published ordinances and oth er matter in The Rose Tribune, that the Clerk write the Rose Tribune for information as to the present total weekly circulation of their newspaper within the Village of Falcon Heights. Seconded by Rekstad and carried unanimously. Soft Rekstad proposed patrolling of streets during soft road conditions roads to enforce restrictions applying to trucks and other heavy vehicles. On motion by Henry, seconded by Lindig, it was voted to have Rekstad contact Public Safety Chairman Arndt regarding the matter and t o report on Arndt~lsrecommendation at the next meeting. Civilian Mayor Henry reported on the Civilian Defense meeting held in the Defense Village Hall the previous evening with respect to attendance and on entollments for pn~i~#;as3ndpa~ice and auxiliary firemen training. Aso ~deeting dates On motion by Henry, seconded by Lindig, it was voted unanimously changed to hold regular meetings of the Council scheduled montY~ly Bar temporarily the second and fourth Tuesdays on the isotiaid and fourth Wednesdays. of each month during the two.-month period when Civilian Defense classes will be held in the Village Hallg on Tuesdays. Lindig The Clerk presented a petition dated March 1, 1952, signed Resoning by Mrs. +il.L. Fuller, Mrs. Neil L. Gordon, Nick Labalestra, Requ est Frank Lindig, Mrs. Arthur Lindig, Arthur A. Lindig, and Arthur A. Lindig, President, Lindig's i,![idway Greenhouses, Inc., requesting that a portion of the property at 1891 Larpenteur Avenue West, d ascribed in the petition and owned by Lindig's Midway Greenhouses, Inc., be resoned from Resid ence district "A" to Farm Residence district. After discussion, Henry moved that the petition be accepted and that a public hearing be held by the Council, commencing at 8:00 P.M., March 12, 1952, on said petition, the clerk to post notice of hearing in the three posting places of the Village.
