Under."Heating Plant" the minutes were corrected to read, "a separate PAP wou~c~ be required for the boiler." The minutes were then approved as corrected. Scarlet Health Officer L:,idig reported removal of scarlet fever placard fever from the Roger Grvth residence, 1502 West California, as of April 30, 1952. Hearing on At 8:00 P.M. the Mayor declared open the hearing on proposed Curbing curbing on Larpenteur between Arena and Snelling, referring to published notice of same in The Rose Tribune of April 24 and May 1, 1952. He t hers announded that those in opposition to the proposal would be heard first: Douglas of Douglas Rees Associates, Inc., stated that if the curbing is Rees put in at 60 feet it will not permit angle parking. Mr. Rees presented a letter from A.C. Godward, consulting engineer, ~Binneapolis, proposing a 40 to 44-foot roadway on Larpenteur from Snelling t o Wrens. Rees suggested that curbing be put in at 46 feet so that parking can be on inside rather than outside of curbing. He said it would be dangerous to have pedestrians walk between cars parked along street, and if curbing is set at 46 feet there would be nothing between curbs to impede traffic. Roes urged that the council confer with County and State engineers as sug~Asted in Mr. Godward's letter. 2 7~'T W, F. Stepnits of the Stepnitz Agency, representaiig business property on the south aide of Larpenteur, said he favored no particular plan, but would urge that action be taken soon in going ahead with the improvement . L. H. Winfrey of Winfrey's Variety Store, asked that provision be made for a pedestrian cross-walk. Said a two-lane road should be enough to carry the traffic. C. J. Lessard of the L. & L. Appliance Store, stated that the curb line according to his understanding has been established by the County, and that he did not care whether the curb was set at 46 or 60 feet, but urged early action. Curbing Hearing No one else wishing to be heard, the Mayor declared the hearing closed closed at 8:40 P.M., with statement that the Council would take the matter under advisement. Carley was asked to report on his check of said alleys: BHilner Carley Engineer Carley stated that surveys were not made beoause of limited time, but that on the basis of his observations in going tk:~ru the alleys, he proposed and described two types of surfact~g (1.) Stabilization method No. 1, w hich he estimated would cost X1.50 to X2.00 per front foot per owner, and (2) Stabilization Method No. 2, the cost of which he estimated at $1.00 or less per front foot. No opposition No one appeared in ppposition to the p roposed alley improvements, -but many questions were asked as to types of surfacing, center . drainage of alleys, grade differences, alley load restrictions, arrangements with contractor for fixing drives, how improvements were to be paid for and maintenance costs . Craighead, 1365 West Iowa. In addition, two letters were received from residents, stating they were unable to attend the hearing but wished to be recorded in favor o!' the proposed alley improvem®nt, one letter being si fined by 1'dr. and Mrs. D.O. Spaeth, 1471 Test Koyt, and the other by Dr. D.td. Garrow, 1488 West Iowa; Warren W. Johnson, 1480 West Iowa; and W.F. Stepnitz, 1491 ~~est Larpenteur. Attorney Attorney Graham outlined step-by-step procedure that must be followed in order that assessments be valid. He advised consolidation of the seven alleys as one improvement from the standpoint of getting the most favorable bids from contractors. Engineer Engineer Carley reported on what the specifications should outline, a~ad estimated costs could come to X3.00 to X3.50, depending on the labor situation and how busy contractors are at the time. It was his opinion that the work could be done in July. 278 Alley No one else wishing to be heard, the Mayor declared the hearing Hearing closed at 9:45 P.M. closed, RESOLUTION CONSOLIDATING ALLEY IMPROVEMENT PROC INGS After discussion, upon motion by henry , seconded by Rekstad , the following resolution was unanimously adopted: WHEREAS, the Village Council, pursuant to Sections 412.401 to 412.481 of the Minneso to Statutes, has had a public hearing on the proposed improvement of seven different alleys, and WHEREAS, the Village Council has determined that the proposed improvements can be more economically completed if consolidated and joined as one project, NOW, THEREFORE, BE IT RESOLVED, that pursuant to Section 435.15 of the Minnesota Statutes, the proceedings to improve the alleys between Idaho and California from the west line of Albert to the east line of Pascal between Hoyt and Iowa from the west line of Pascal to the a as t line of Arona, between Iowa and Idaho from the west line of Hamline to the east line of Albert, between California and Larpenteur from the west line of Pascal to the east line of Arona, between California and Larpenteur from the west line of Albert to the east line of Pascal, between Larpenteur and Crawford from the west line of Pascal to the east line of Arona, an d between Idaho and Iowa from the west line of Pascal to the east line of Arona be, and they hereby ar®, consolidated and joined as one project, and that all subsequ®nt proceedings shall b e conducted in all respects as if the various separate proceedings .had originally been instituted as one proceeding. ~J Then on motion by henry, seconded by Stewart, the following resolution was unanimously adopted: ON WHEREAS, a resolution of the Village Council adopted the nth day of April, 1952, fined May 13, 1952 at 8 s30 P.M. as the time and plac® for a hearing on the proposed improvement of the follow- ing alleys: between Idaho and Calif ornia from the west line of Albert to the east line of Pascal, between Hoyt and Iowa from the west line of Pascal to the east line of Arona, between Iowa and Idaho from the west line of Hamline to the east line of Albert, between California and Larpenteur from the west line of Pascal to the east line of Arona, between California and Larpenteur from the west line of Albert to the east line of Pascal, between Larpenteur and Crawford from the west line of Pascal to the east line of Arona, and between Idaho and Iowa from the west line of Pascal to the east line of Arona, and WHEREAS, all property owners whose property is liable to be assessed for the making of these improvements ware given two-weeks published notice of the Council hearing, and the hearing was held and the property owners heard thereon on the 13th day of May, 1952, NOW THEREFORE, BS IT RESOLVED BY THE COtTNCIL OF THE VILLAGE OF FALCON HEIGHTS: 1. That the improvement of the alleys as suggested is hereby ordered, z ~~~ 2. Milner W. Carley is hereby designated as the engineer for the village of Falcon Heights for this improvement, and is hereby directed to prepare plans and specifications for the improvement of each of the said alleys, said plans and specifications to be so prepared that the bids shall be broken down to show the cost of making the improvement on each particular alley since this information will be necessary for assessment purposes, Said specifications are also to be in the al ternative so that bidders will bid on the several .different types of surfacing which are being considered. ~~~ Miles Lumber Building Inspector Reichow reported that the Yiles Lumber Company Co. permit had requested a permit to build a garage for us• as afield office by said lumber company, to be located facing Snellixg about 16 ft. north of Hermes property and 30 ft. back frog Sxellixg. ~f'ter discussion, Rekstad moved, seconded by ?ienry, that a~pplieation for permit be denied. Carried unanimously. Sidewalks As a member of the School Board, Dwight Reichow urged. from the for School standpoint of safety for school children th at eonsidera.-~ian be children given to installing sidewalks in areas around the new Falooa Heights grade school (within ~-mile) where there will be no scheel bus service and where children will be compelled to balk in the streets to and from school u~~less sidewalks are provided. On motion by Shavor, seconded by Henry, it was voted to have the clerk prepare an article on the matter for publication in The Rose Tribune. Policing Reichow also asked about p®licing Larpenteur at times when school Larpenteur children will be erossia~g, stating that school police for this purpose do not provide sufficient protection in his opinion. Boards for Installation of the new boards purchased soma time ago for posting posting notices was considered. It was agreed that installations should be in the National Tea Store, on the Gibbs School property, and on Fairview near Larpenteur. Fire After discussion, Shavor moved that the matter of holding fire drills drills on nights other than council meeting nights be referred to the Fire Department committee. Seconded by Lindig and carried. Fire Dept. Seconded by Shavor and the following vote taken and recorded: Ayes: Henry, Shavor, Lindig, Rekstad, Stewart i 1 Nays: None Mayor Henry declared Grdinance No. 18 duly adopted by a unanimous vote and directed publication of same. Voting Letter from the County Auditor was read, requesting information for districts a map they are preparing of the various voting districts in rural Ramsey County. Questions in this regard were discussed rind then referred to Attorney Graham who will. take up with the County Auditor. Voting The clerk reported he had written the State Reformatory to see if booths they would make voting booths needed by the Village and at what coat. Trees The clerk also reported on trees available to Pr~innesota sub divisions thru the State Forestry department for parks, ate. Health The clerk read a letter from the Minnesota Department of Health, dated l~day 2, 1952, requesting information on the medical health officer of the village. Shavor moved that the communication be noted and filed. Seconded by Henry and so ordered. Adjournment: On motion, the meeting adjourned at 12:05 A.M., Buey 14th. Graham, Attorney ' Meeting called to order at 7:00 P.M., the Mayor stating that the purpose of the r; ~'aing was to take under advisement the information developed at the hearing of M,X;,~ 13, 1952, on proposed installation of curbing on Larpenteur Avenue from Snelling Avenue to Arona Avenue, and to hear the report of Trustee Lindig and Street Commissioner Seaborn on contae.ting the County and State engineers as instructed, with reference to proposal presented by Mr. Rees that curbing in said area be installed so as to provide fora 46-foot instead of a 60-foot paved roadway. Lindig- Lindig and Seaborn reported they met today with a number of County Seaborn Engineer representatives, including A.D. Crampton, Principal report Assistant Engineer; ~~. 0. Chenoweth, Traffic Signal Supervisor; _ John Kruse, Superintendent; Knute AnkEr, assistant Engineer and Emil Baudette, Foreman; also that they conferred with Mr. Costello, Assistant Stat® Safety Engineer, who advised them that State Safety Engineer Darrell was out of town. It was rurttxer reported by Lindig and Seaborn that the County Engineers stated the County xould not consider the highway improve- . merit unless/a 60-foot width is provided for in accordance with Plan ]io.3S'jb, approved by County Surveyor Harry S.
