Meeting called to order at 7:45 P.M. Minutes of regular meeting,
May 13 and of special meeting, Hay 14, 1952, were heard and approved as read.
Bills: On motion by Rekstad, seconded by Henry, the following bills were

Public Public Safety Committee Chairman Don Arndt reviewed enforcement
Safety activitie~~with Village special police, beginning April 9, 1952,
reporting arrests for law violations as follows: 7 illegal parking;
3 over-axle weight; 4 stop si gn; 4 no driver's license; 1 crossing
fire hose; 1 illegal passing; 61 illegal speed. Arndt said this
included a total of 176 patrol house and 1,664 miles of patrolling,
costing X379.73 to date. Fines received to date amount to X542.00,
he said, leaving a balance of X162.27 over and above police operation
costs.
Miles Lumber Bruce Blindman, representing the Miles Lumber Company, appeared
Company before the council, requesting that Miles Lumber Company application
to erect a 16x20 structure on the Hermes property, be reconsidered.
Said the proposed building would not be an office, would be used
for display and advertising to inform people requesting information
on building garages. Blindman suggested that permit might be issued
on a yearly basis, including restrictions as to operations. The
matter was referred to Attorney Graham for o hacking legality as to
issuing permit with said restrictions. Blindman agreed to furnish
our building inspector with detailed plan.
Oliver C. 1570 N. Snelling, reported that the curbing recently installed
Statham on the Hoyt side of his property appeared low. Mr. Statham was
informed that the matter would be referred to Commissioner Seaborn.

Fire Dept. Chairman Hustrulid reported to the council that he had discussed
Committee with the Fire Chief and vdth some of the volunteer firemen the
matter of changing drill night to other than council meeting
nights. It developed that Tuesday nights are the most favorable
drill so far as the volunteers are eancerned, which Hustrulid said seems
to justify making no change at this time.
vacations ?iustrulid reviewed vacation schedules for firemen in each of
the Twin Cities, in Columbia Heights and in South St Paul.
Said it was the committee's recommendation that the Fire Chief
and two paid firemen be allowed pa id.vacations. In connection
with relief man needed in case vacations are authorized, said
the Fire Chief reported Earl Grumke would be available for this
work.
Dry R. Stenberg, representi.iagnproperty owners on Crawford, appeared
Cleaners before the council in connection with proposed ordinance on
dry cleaners. Draft of the proposed ordinance was read, and
the Village Attorney was directed to send a corrected copy of
the proposed ordinance to Mr. P. Easpel, Manager, Falcon Dry
Cleaners, stating the council would be glad to go over it with
him at their meeting Tuesday evening June 10, 1952, and toricon-
sider his comments or suggestions.

Dept. Convention represented at the Minnesota State Fire Department convention.
On motion by Rekstad, seconded by Shavor, it was voted to authorize
the Fire Chief and a delegate chosen by the volunteer firemen to
attend the Minnesota State Fire Department Annual Convention, at
Pequot Lakes, June 9-10 and 11, 1952, and to allow expenses fo r
both as listed on Claim Nol 1433 dated ray 2?, 1952.
Election After discussion of proposal to have two election districts
districts instead of one as at present, and on motion by Henry, seconded
by Stewart, the following resolution was adopted by unanimous vote:
Resolution - RESOLVED, that the Village of Falcon Heights be divided into two
election districts, one distri et to be composed of that portion
of the Village located west of the center line of Snelling avenue,
with voting place for this di stri ct to be at the Village Hall,
1644 West Larpenteur avenue, to be known as District Nv. 1; the
other district to be composed of that portion of the Yillage lying
east of the center line of Snelling avenue, with the voting place
for this district to be at the L. & L. Appliance Store, 1534 Larpenteur
Avenue West, to be known as District 11TO. 2, end that the Yillage Clerk
be directed to notify the County Auditor and to post the necessary
notice as required by law.
Investing The matter of investing Village funds was again discussed. In view
Village funds of the fact that prospects for improving Larpenteur Avenue ann a
number of alleys are under way, which may require that the Village
make certain outlays when said improvements are completed, it was
determined that it would be advisable not to invest Village funds
at this time, since it would appear most of these funds might be
neededto finance said pro3eots.

Curbing Plan No. 3518, dated March 1952, consisting of four sheets, prepared
Larpenteur by Harry S. Bronson, Ramsey County Surveyor, for the installation of
curbing on Larpenteur Avenue from Snelling to Arona, together with a
set of standard specifications for the project, including a form of
advertisement for bids, a form of proposal and a set of"special
provisions," also prepared by the County Surveyor's office, was
presented to the council and discussed. Following a full discussion,
it was voted unanimously, on motion by Rekstad, seconded by Shavor,
to adopt the following resolution:
Resolution WHEREAS, pursuant to a resolution passed by the council on May 14,
approving 1952, the Ramsey County Surveyor (engineer retained for this purpose)
plans has prepared plans and specifications For the improvement of
Larpenteur Avenue, between Snelling and Arona avenues, for the in-
stallation of curbing on Larpenteur and has presented such plans and
specifications to the council for approval -
THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF
FALCON HEIGHTS, MINNESOTA:
1. Such plans end specifications, being plan No. 3518, dated
plans Mare , 1952, prepared by Harry S. Bronson, Ramsey County Surveyor,
a copy of ~rhich is on file in the office of the Village Clerk, are
hereby approved.
2. The Village clerk shall prepare and cause to be inserted
in the official paper, The Rose Tribune , and in the St Paul Legal
advertisement Ledger, an advertisement for bi ds upon the making of such improvement
for bids under such approved plans and specifications. The advertisement
shall be published once in The Rose Tribune and once in the St Paul
Legal Ledger, shall specif~r the work to be done, shall call for bids
upon the basis flf a cash payment for such work, shall state that bids
shall be opened and considered by the council at T:30 P.M., on
June 10, 1952, at the Village Hall, and that no bids will be considered
unless sealed and filed with the clerk accompanied by a cash deposit
or certified check payable to the clerk for 10 per cent of the amount
of such bid.
Treasurer Treasurer Van Hoven reviewed the Village financial setup so far this
reports year and reported on current receipts, including the Ramsey County
tax settlement received in May, for period Nov. 1, 1951 to February
29, 1952, amounting to X4,403.44.
Vacations, Consideration was then given to recommendation of the Fire Department
firemen committee that the paid firemen be allowed vacations with pay.
Un motion by Henry, seconded by Stewart, it was voted unanimously
to allow Fire Chief Swanson ~wwacafrimn in 1952 of two consecutive
calendar weeks with pay, and the two paid firemen, Kenneth J. Barthel
and Robert D. Locke, one calendar week each with pay.
Sod for Rekstad proposed immediate sodding of the park spillway to protect
Park the two dry wells from filling with silt, stating that the required
sod could be purchased for X99.00. Stewart moved that Rekstad be
authorized to purchase the necessary sod and to employ help to clean
out the dry wells and to secure needed rock. Carried unanimously.
