REGULAR MEETING, TUESDAY, JUNE 10, 1952

Meeting called to order at ?:00 P.M., and there being no objection, reading of
the minutes was deferred.
7-alley Letter of June 10th by Milner w. Carley, submitting plans for
improvement improvement of certain Falcon Heights alleys~y grading and surfac-
ing, was read.
Plan for l~ plan dated June, 1952, consisting of five pages, prepared by
alleys :~dilner ~. Carley, Village Engineer for the project, for the
grading and surfacing of seven alleys in the Village of Falcon
Heights, together with a set of specifications and a form of
proposal, also prepared by :dilner ~. Carley, was presented to
the council and discussed. Following a full discussion, it was
on motion by Henry, seconded by Shavor, voted unanimously to
adopt the following resolution.
Resolution: 1PHEREAS, pu rguant to a resolution passed by the council on Belay 13,
1952, Milner ~. Carley, Village Engineer for this project, has
prepared plans and specifications for the grading and surfacing
of seven designated alleys in the Village of Falcon Heights and
has presented such plans and specifications to the council for
approval -
THEREFORE, BE IT ~SSOLVED BY THE VILLAGE COUNCIL OF THE PILLAGE
OF FALCON HEIGHTS; A9INNESOTA:
1. Such plans and specifications, dated June 1952, prepared by
Milner ~. Carley, Village Engineer for the project, a copy of
which is on file in the office of the Village Clerk, are hereby
approved.
2. The Village clerk shall prepare and cause to be inserted in
the official paper, The Rose Tribune, an advertisement calling
for bids on the grading and surfacing of the seven-designated
alleys in the Village of Falcon Heights in accordance with the
approved plans and specifications. The advertisement shall be
published once in The Rose Tribune, shall specify the work to be
done, shall Dell for bids on the basis of cash payment for such
work, shall state that bids shall be opened and considered by
the council at 7:30 P.BB. on June 24, 1952, at the Village Hall,
and that no bids will be considered unless sealed and filed with
the clerk accompanied by a certified check, a cash deposit or a
bidder's bond.
Bills: On motion by Rekstad, sec ended by Shavor, the following bills
were ordered paid:

Dry Cleaning Next-order of business was the r sailing and discussing of a
ordinance proposed dry cleaning ordinance. Mr. P. Haspel, Manager of
Falcon Dry Cleaners, and his attorney, Joseph L. Bard, were
present. Also present at Mr. Haspel's request were Ira C.
Maxwell, Presid ent of Unipress Company; Mr. Carlson, of the
U.S. Hoffman Machinery Company; and Mr. Joseph Williams, of
the Laundry Workers Union. Mr. Bard opposed passage of the
ordinanc® and requested that his client, Mr.Haspel, be given
a period of 60 days to see what could be done to improve
conditions co mplained of. A number of residents were in
attendance and urged adoption of the ordinance. After much
discussion, the Falcon Dry Cleaners agreed to prepare plans
for making improvements and to submit the plans to the council
at their July 8, 1952, meeting.
Minutes At 10 P.M. the regular order of business was resumed and minutes
of regular meeting, May 27, 1952, were heard and approved as
read.
Rees re Letter of June 5, 1952, from Douglas Rees, regarding installation
curbing on of curbing on Larpenteur bettyeen Snelling and Arona and the
Larpenteur width of curb cuts, was read. Trustee Rekstad was furnished a
set of plans to be turned over to Mr. Rees for the latter's
inspection.
Curbing Following bids were received and opened:
Larpenteur
(1) Proposal of Standard Stone Company, 342 S. Snelling Avenue, St Paul,
Minnesota, to do strai ht concret curb, X2.15 ft., total $1,870.50.
Radius concrete curb, 2.25 ft. or $223.00. work to be commenced
by July 1, 1952 and completed by July 15, 1952, together with
certified check of Standard Stone Co. to the Treasurer, Falcon
Heights, far X215.00 on the Empire National Bank of St Paul.
(2) Proposal of Pederson Brothers, 534 Glendale, St Paul, to do straight
concrete curb at X2.10 Pt., total X1,827; radius concrete curb,
X2.25 ft., total X243.00. Work to be commenced before July 1st and
completed by July 15, 1952, together with certified check of
Pederson Brothers payable to the Village in the amount of ~p210.00
drawn on the Midway National Bank.
(3) Proposal of Crown Sidewalk & Block Company, Inc., 2501 1Rashington
St. N.~., Minneapolis, B~;innesota, to do the straight concrete
curb at X2.10 ft., total X1,827 and the radius curb at X2.35 ft.,
total X253.90. Work to commence by July 1st and be completed by
July 15, 1952, together with certified cheek to the Village for
$210.00, on the Central Northwestern National Bank of Minneapolis.
Resolution After reviewing the foregoing bids and it appearing that the bid
of Pederson, 534 Glendale Avenue, St Paul, Minnesota, is the lowest
~~~pol~ible bidder, the following resolution on motion by Henry,
seconded by Lindig, was adopted by a unanimous vote:

Resolution: RESOLVED, (1) The Mayor and Clerk are hereby authorised and directed
(curbing to enter into a contract with Pederson Brothers, 534 Glendale Avenue,
Larpenteur) St Paul, Minnesota, in the name of the Village of Falcon Heists,
for the improvemezrt of Larpenteur Avenue, between Snelling and Arona,
by installation of curbing according to plans and specifications
heretofore approved by the Village council and on Pile in the office
of the Village Clerk.
(2) The Village clerk is hereby ,authorized and directed to return
the certified checks of the unsuccessful bidders.
Peat .for After discussion, Henry moved that Trustee Rekstad contact the
Park County Engineer to see if peat in sufficient quantity for top
dressing the park can be had at a price not to exceed X75.00.
Seconded by Shavor and carried unanimously.
Natural Trustee Shavor said the Northern States Power Company advised
gas that Falcon Heists is one of the villages in an area scheduled
to have natural gas servic e. Because of insufficient gas ice
zaas~#Qa~Ritam~cat~edc~k*= at present, the Northern States Power Company
has applied for additional gas, he said. Assurance was given,he
said, that this service will be extended to Falcon Heights if and
.when the additi onal gas is obtained.
Smoke As to subscribing to the Smoke Eater, firemen's monthly magazine
Eater published at ~iTorthington, Minnesota; Shavor moved, seconded by
Lindig, that subscription for .each of the paid and volunteer
firemen be authorised on condition that the name of Andrew
Hustrulid be substituted on the list for Kenneth Barthel and
that H. L. Henry's name and address be substituted for Robert
D. Locke. Motion carried.
Weed notice Lindig moved that the Mayor be authorized to sign agreement addressed
to Carl F. Bucher, Ramsey County deed and Seed Inspector, that
Falcon Heights will pay their share of publishing weed notice for
1952 in an amount not to exceed X5.00. Seconded by Shavor and
carried unanimously.
Lindig to Henry then moved that Trustee Lindig be authorized to order weeds
order weeds cut as soon as possible. Stewart seconded and motion carri ed
cut. unanimously.
Adjournment: On motion, the meeting ad3ourned at 11:20 P.M.
