Alley Bids on grading and surfacing of seven alleys described in bids an advertisement published in The Rose Tribune, of June 12, 1952, were received and opened. These included two bids, one from Sina Contracting Company, Lexington Avenue North and Highway 96, St Paul, 14iinnesota, and one from Gust A. Holm Contracting Company, 1812 Sixteenth Avenue South, 1~inneapolis, h+Iinnesota. Stewart then moved, seconded by Henry, that the bids be referred to Engineer Milner V.Carley for tabulation, report and consideration at a special meeting of the council to be held commencing at 7;30 P.M., Tuesday, July 1, 1952. Motion carried unanimously. July 8th meet- Due to some members of the council reporting they would be ing postponed away on vacations the fore part of July, it was agreed to to July 22. postpone regular meeting of July 8th to July 22, 1952, commencing at 7:30 P.M., the clerk to notify Mr. Haspal and others interested in dry cleaner matte rs scheduled for the July 8th meeting of such postponement. Hermes N. L. Hermes presented plans for a proposed shopping center at Shopping the northwest corner of Larpenteur and Snelling, in v~ich space Center will be occupied by the Falcon Heights branch post office. Mr. Hermes inquired as to rezoning of Lot 7 from residence district "A" to commercial with the understanding it would be used only for parking and for an alley. Mr. Hermes was informed as to procedure he should follow in initiating a rezoning petition. Sidewalk permit Two letters, dated June 19 and 20, 1952, from ~.F. Stepnitz violation Agency, and one letter under date of June 19, 1952, from Douglas Rees, refer ring mainly to the recent installation of a sidewalk in the business area without s permit, were read. Don Julen, who ordered the sidewalk installation for Mr. Rees, appeared before the council and apologized for the ordinance violation, stating that it was not clear to him that the sidewalk installed was a public sidewalk as specified in the ordinance. Building Inspector Reichow also was heard. After much discussion, Shavor moved that after due consideration of the rep©rt by Building Inspector Reichow and letters received from Messrs. Stepnitz and Rees, together with the explanation offered by Don Julen, it appears apparent that failure to take out a permit for construction of the sidewalk was unintentional arxi that therefore no further action be taken in the matter, except to require that a permit to Dover said construction be applied fbr by the property owner, and that the building inspector is hereby authorized to grant such permit. Larl Smitn, services & milaage, policing. to 6-20-52, X84.26 ~~~ Contract- Contract with Pederson Brothers, 534 Glendale, St Paul, together curbing with contractor's bond, was considered. bfter discussion, and Larpenteur on motion by Shavor, seconded by Lindig, it was voted unanimously to approve bond subject to our atto rney' s approval of same , and to authorize the Mayor and Clerk to execute said contract after such approval. 20-ft. alley Referring to Mr. Rees' request to open 20 ft. alley; Stewart reported he had phoned Mr. Rees' Minneapolis office, and also Don Julen, as to procedure and time required if done by the council on an assessment basis, or by I~r. Rees doing it on hiB own, the latter saving time, and according to our attorney probably being the best as the cost in either case would be borne largely by Mr. Rees. Sidewalks Letter dated May 27, 1952, from Dr. Thomas K. Krezowski 1765 , North Albert, opposing construction of sidewalks, was read. Trustee Shavor was requested to refer the letter and plan to our Plannin Commission f th g or eir recommendation. University lease It was voted unanimously on motion by Henry, seconded by Lindig, to authorize payment to the Regents, University of I+uinnesota, of X15 00 t l . ren a due July 1, 1952, on property at 1644 y~est Larpenteur in accordance with terms of the lease dated August 25, 1949. The clerk was asked to read a letter by Engineer Carley reporting on the two bids received and opened at the June 24th meeting on grading and surfacing seven alleys. About Alleys 26 affected property owners and a number of residents from Hollyv~rood Court were in attendance.
