Meeting called to order at 7:40 P.M.
Alley Milner W. Carley appeared before the council and submitted a letter
dated July 22, 1952, covering extra work which he authorized in
connection with grading the alley between Larpenteu r and Crawford
from the west line o~f Pascal to the east line of Arona, such extra
work arising out of the discovery of clay pockets at either end of
the alley. He asked that the council approve his authorization for
the extra work and pointed out that its total cost at the present
time is about X120.00, which is less than the contingent reserve
set up for this particular alley.
Motion On motion by Lindig, seconded by Stewart, it was unanimously
resolved that the action of Milner W. Carley, Village Engineer

for the alley pro3ect, in approving the extra work covered by
his letter of July 22, 1952, on the alley between Larpenteur and ',
Crawford from the west line of Pascal to the east line of Arona,
be and it hereby is authorized and approved.

Contractor's Stewart moved that the surety bond of Gust A. Holm, successful ~~
aurety bond bidder and contractor on the seven-alley improvement, be referred
to the Village attorney for checking and approval. motion carried. ~
Minutes: Pdinutes of the special meeting of July 1, 1952, were then heard
and appro ved as read.

Dry Cleaners At 8:20 P.M., representatives of the Falcon Dry Cleaners appeared
before the council, including Mr. P. Haspel and his attorney,
Joseph L. Bard. On request of Attorney Bard, mr. C. E. Parriott,
of the Acme Heating Sheet Metal 8c Roofing Company, 924 Raymond,
St Paul, and mr. Carlson, of U.S. Hoffman machine Corporation,
furnished details on a proposed lint catcher to be installed on
a build ing ~fl tvh~cFia~.ldnl3~n~-rheurr~ng machines of the Dry Cleaners
are located. Messrs. Stenberg, Grant and Spindler, residents
on Crawford, also were present and took part in the discussion.
The Falcon Dry Cleaners were informed that a building permit would
be ,required to cover the lint catcher installation.
Barthel Villas Don Rues, 1873 N. Pascal, and Ed Eicher, 1818 N. Pascal, inquired
as to what the Village intends to do regarding drainage of lots
in Barthel Villas. They were informed that this question had
been previously discussed with Mrs. Barthel with advice that
she and other property osmers concerned try to interest a developer
in providing proper drainage faciliti es. Messrs. Rues and Eicher
also inquired regarding the sidewalk question north of Larpenteur.

Alley Messrs. Spindler, Stenberg and Grant inquired relative to the alley
from Snelling to Arona between Crawford and Larpenteur, requesting
that the grade be lowered to better conform to the level of thei r
lots for drainage reasons. Shavor moved that the matter of
improving said alley, as well as the proposed grading of the
north-south "T" alley, be referred to the Street Commissioner for
checking and report to the council with recommendation. Seconded
by Lindig and carried unanimously.
Alleys On motion by Henry, seconded by Lindig, it was voted to refer to
the Village Attorney letter dated July 16, 1952 from Attorney
Bouthilet, representating Douglas Rees, also County Surveyor's
letter of July 22, 1952, re grading and surfacing of a portion
of alley in Kellers Rearrangement of Block 10, Falcon Heights
addition, together with copy of letter of November 9, 1951, from
County Surveyor with recommendation and estimates for improvements
to alley between Larpenteur and Crawford.
Water from After discussion, Lindig moved that the clerk write Douglas Rees,
National copy ~D Don Julen, stating that a recent test in the presence of
Tea Roof Don Julen determined defini tsly that water running into the storm
sewer across Larpenteur avenue is air conditioning water from the
roof of the National Tea Store, and in acco rdance with agreement
that the council will expect Yr. Rees to take whatever action is
necessary to correct this condition. Seconded by Henry and
carried unanimously.
Accounting Treasurer Van Hoven reported on contact with the Public Examiner's
procedure - office regarding accounting procedure in connection with alley
Budget and curbing improvements. As to planning the 1953 budget, it
was agreed that the Treasurer write to heads of departments so
. as to have their budget needs available for the August 26,1952
meeting.
Truck &tatter of providing insurance coverage for the 1947 Ward La France
Insurance pumper was discussed, and the clerk was directed to check further.
Relief Letter from the Fire Department committee conveying the Fire
fireman Chief's recommendations as to appointment of a fireman to relieve
appointed. paid firemen while on vacations in August, was read. On motion
by Lindig, seconded by Shavor, it was voted unanimously that the
Fire Chief be directed to appoint Robert Yoder to. said position.
Permits - Henry moved that construction permits not be required for the
curbing„ Larpenteu r curbing improvement authorized by the council June 10,
alleys 1952, nor for the improvement of seven alleys authorized in the
minutes of July 1, 1952. Seconded by Rekstad and motion carried
unanimously.
Adjournment: On motion, the meeting adjourned at 12:10A.M., July 23, 1952.
