Meeting called to order at 7:40 P.M. and minutes of regular meeting of July 22nd and
of special meeting, July 24, 1952, were heard and approved as read.

Blacktopping
business Henry moved, seconded by Rekstad, that no permit be required for
area blaektopping in front of business properties at Snelling and
Larpenteur. Motion carried unanimously.

Fire Dept. Andrew Hustrulid, Chairman, Fire vep artment committee, reported
Committee on the following.
1. Suggestion that the council for income tax purposes
place a value on the dormitory quarters in the fire
station which are oocupied by the two paid firemen.
2. Fire Chief jwanson's recommendation that gasoline
transport trucks be prohibited from using route via
Snelling and Larpenteur singe drainage of gasoline in
case of accident at this intersection would be towards
the business area.
3• Reference to letter of far. 4, 1952, from the two paid
firemen, stating they feel they have served the required
'~ probationary period to be entitled to a wage increase.
4. Request from Fi re Chief fa¢~ rrs~ther stripping doors and
installing storm windows of Pillage Ha11 and Fire Station.
Weather- After discussion, henry moved that the matter of esa$~einstripping
stripping. doors and windows in the Village Ball and Fire Station be referred
Storm doors. to Rekstad for investigation and report. Seconded by Lindig and
carried.
In regard to Chief Swanson's recommendation re gasoline transport
trucks, Public Safety Committee Chairman Don Arndt, who was present,
stated that the Village does not. control traffic on State and county
highwayys.
Congregational John K. Scott, 1754 Arona, appeared before the council to
Churoh building request that s, building permit be authorised for construction
permit of a new Congregational church building at Pascal. and Garden
estimated to cost X100,000. after discussion, Stewart moved
that issuance of said permit by our build~.ng inspector be
approved. Lindig anctonded and motion carried unanimously.
Speeding on Richard O'Connell, 1522 W. Idaho, reported that spreading of
Arona mix for alley improvements has caused motorists driving on
Arona to drive over a portion of his lavan. O'~onnell also
reported speeding by teen age motorists on drone between
~,arpenteur and Hoyt, especially Prom 4 P.B. to 8:00 P.b~.
deeds Mr. O'Connell complained of weeds on the north side of Iowa
and south side of Idaho between Arond and Snelling drive,
and spoke of insect conditions which he felt were due to
playground drainage. The clerk was asked to have Engineer
Carley close off street or erect barricades to prevent
motorists from driving on 06onne1l's lawn. The clerk was

Safety Commmittee Chairman Don y so that instructions
may be issued to apprehend violators.
Weeds M. 'AC. Strate, 1512 W. Idaho, appeared before the council in
oonnection with eradication of weeds on vaoant lots and on
other privately owned properties. Said power-pressure het
sprayers using a 2-~ DT formula were effective and low in
cost compared with mowing. Contacts were suggested for the
Clerk to develop details azxi to learn if equipment for
spraying is available on a rental basis. Our attorney was

Alleys Letters from Mr. Rees an:d from Harry Bronson, County Surveyor,
relating to improvement of alleys behind the shopping center
on the north side of Larpenteur, were read. Proposed improve-
ment includes the present alley and the opening of a new T-shaped
alley thru to Crawford. After discussion, Stewart moved,
seconded by Lindig, that the matter be referred to our attorney
for advi sing ~[r. Rees that the council would like to have Mr. Milnor W.
Carley, Engineer, check both alleys with respect to grade and
proposed improvements, subject to Mr. Rees' approval. Motion
carried unanimously.
File case Matter of equipping with locks the 4-drawer used file case scoured
for Town for Town of Rose files and Village ordinances, was discussed.
records Lindig moved, seconded by Rekstad, that the clerk be authorized
to have locks installed on each of the four drawers. Motion
carried.
Centrifugal Question of scouring a centrifugal pump/ with gasoline motor
pump from the standpoint of economy for various Yillage needs was
dis Dossed. The matter was referred to Rekstad for cYmecking
and report at the next meeting.
Nelson After discussion, Rekstad moved th at building permit be issued
permit to Gus Nelson for construction of a dwelling on his Fry street
property. Seconded by Lindig and carried unanimously.
Larpenteur Attorney Graham advised the council on assessment procedure
curbing to be followed in connection with the Larpenteur Avenue
improvement curbing improvement. Henry then moved that the matter of the
Larpenteur Avenue dnatbing improvemeeatt be referred to the Clerk
and to the County Engineer's office to initiate proceedings for
levying of the assessment. Seconded by Lindig and carried by a
unanimous vote.
Special Treasurer Yan Hoven reported on his contact with i~r. George
Assessments Anderson, of-the State Public Examiner's office, regarding book-
Fund~ keeping procedure for all special assessment type of projects.
Where there are likely to be many pro3ects over a period of
years, the Public Examiners office said it is satisfactory
procedure to set up one "Special Assessments Funcj/r, Van Hoven
reported, provided we keep a separate shhedule showing individual
receipts and disbursements for each pro3ect lumped in such funds.
Fund set up Shavor then moved that the clerk and the treasurer be authorized
to sat up a special assessments fund: Seconded by Henry and
carried unanimously.
Temporary On motion by Remy, seconded by Shavor, it was voted unanimously
transfer to authorized) temporary transfer from the general fund to the
special assessments funds of $16,300.00 to cover the estimated
costs of the Larpenteur Avenue cu rbing pro3eet and of the seven-
slley improvement project, to be assessed against the benefited
property - said amount to be returned from the special assessments
fundj to the general fund as soon as collections are made from
such assessments.

On motion by Lindig, seconded by Shavor, the issuance of said
lioenses was authorized.
On motion, the meeting adjourned at 12:10 A.M., Aug. 13th.
Bonds - The treasurer presented bills from the First National Bank
payments due of St Paul covering premium, interest and bond charges
due Sept. 1, 1952, on Village Hall and Fire Station bonds
amounting to 94,294.08, and on Fire Equipment bonds in the
amaznt of $1,034.25. 0nhmotion by Shavor, seconded by
Lindig, it was unanimously voted to order payment of same.
Street Coa~r. The clerk stated that Street Commissioner Seaborn due to
absence from the Villa ge had asked that the council be info rmed
of request of the Gust A. Holm Construction Company that their
services be considered for taking over oonditioning of Faloon
Heights streets, patching, oiling, snow removal, eto., on a
yearly basis, with engineering services by Milner h. Carley.
Election On motion by Henry, seconded by Lindig, it was voted unanimously,
Judges pursuant to Sec. 205.45 of Minnesota's election laws, to authorize
appointment of the Following to serve as election 3udges during
voting hours at the Primary Election, Tuesday, September 9, 1952:

It was then voted unanimously on motion by Lindig, seconded
