heard and approved as read:

Hearing on proposed
Assessments fo r The Mayor declared open the hearing on the proposed assessment
Larpenteur Avenue list of the Larpenteur avenue curbing project. The clerk
Curbing Imp rovements reported that the assessment list, which he had prepared in
connection with the County Engineer, had been on file at his
home from August 26, 1952 to the present time. .The proposed
assessment list was read to the council, the total cost of
the project being $2,171.61. The Mayor then called for any
, objections to the proposed assessment. There being none,
the council then discussed the period over which the assessments
were to run and tF",e rate of interest deferred payments should
bear. On motion by Rekstad, seconded by Stewart, it was
voted unanimously to adopt the following resolution:

i~.S.A., Sec. 412.441, subd. 1, the council has met and heard
and passed upon all objections to the proposed assessment for

1. Such proposed assessment, a copy of which is attached
hereto and made a part hereof, is hereby accepted and shall
constitute the special assessment against the lands named
therein, and each tract of land therein included is hereby _
found to be benefited by the proposed improvement in the
amount of the assessment levied against it.

To each subsequent installment when due shall be added interest
for one year on all unpaid installments.
3. The owner of any property so assessed may, at any timm prior
to certification of the assessment to the county auditor as here-
in provided, pay the whole of tie assessment against any parcel
or any annual installment wit interest to the village treasurer
arrl he ;nay, at any time thereafter, :Hake such payment with
. accrued interest to the county treasurer.
4. The clerk shall transmit a certified duplicate of this
assessment to the county auditor to be extended on the proper
tax lists of the county, and such assessments shall be
collected and paid over in the same manner as other municipal
taxes.

Public Chairman, Public Safety Committee, Bon Arndt reported on
Safety traffic matters and on policing to date.
Rental of Following discussion, Shavor moved, see coded by Rekstad, that
Village Hall the clerk write a letter to the Fire Chief, advising him that
rentals of the Hall are made subject to the understanding that
the use of the Hall will cease at 11:00 P.A~.~, and that the
Hall will be cleared, swept out, lights turned off, and the
Hall left in order by 11:30 P.M., also that the Fire Chief is
authorized to show this letter, if necessary, to any groups
renting the Hall.
Federal Rent Letter was read from t'_-.e Director of Rent Stabilization,
Control Washington, B.C., acknowledging receipt of advice as tc
action taken by the council to continue Federal rent control
after September 30, 1952.
