7-alley impvt. Milner SY. Carley, Village. Engineer for the 7-alley improve-
final payment. meat project, Aresented a letter to the council, stating
that the total bid price for this work was x"13,697.00 and
that the final estimate calls for a total payment of
X14,015.00, an over-run of X318.00, due to the necessity
for undercutting; the subgrade in alleys Nos. 1, 5 and 7
in order to provide a better base. Tvlr. Carley submitted
gravel tickets for the material; also written report of
the Twin City Testing Labratory as to materials. Engineer
Carley said the contract had been completed satisfactorily
and that he recommended final payment on same amounting
to X2,372.55. The clerk also reported that Street
Commissioner Seaborn had expressed satisfaction with the
improvement after making an inspection of the seven alleys.
Payment authorized. Rekstad then moved, seconded by Lindig, that final payment
on the contract, amounting to x;2,372.55, be made to the
Gust ti. Holm Construction Company when receipts for
asphaltic material are received by the clerk. ~uIotion
carried unanimously.
Fdinutes Minutes of regular meeting of October 14, 1952, were then
heard and approved as read.
BILLS: On motion by Lindig, seconded by Rekstad, the following
bills were ordered paid, excepting ~ha~ charges on Ramsey
County street bill for period Aug. 26 to September 25, 1952,
for Simpson street, patch driveway, amounting to v~14.40 and
for Idaho Avenue Spillway, amounting to 5232.11:

Garage permit George McTfiillan, new owner of the 4-ilex at 1496 Jest

and setback requirements in this connection.

Heating: Rekstad reported on recommendation received from the heating
engineer as to the proposed heating plant improvement for the
Village Hall.
Hollywood Treasurer Van Hoven reported that Hollywood Cou rt residents
Ct. alleys had arranged to have their alleys repaired by the County at
their own expense. A bill, dated October ?, 1952, from the
County Surveyor's office,i:in the amount of X137.39 had been
referred to the residents. A Falcon Heights State Hank money
order, No. 30455, from Donald Nelson, for Hollywood Court
improvements , to the Ramsey County treasurer, dated Uctober
28, 1952, for X137.39, had been received and will be trans-
mitted to the County as payment in full for this work.
Arona Avenue Shavor reported that the grade plan for extension of Arona
Extension avenue between Ruggles and Roselawn was examined and the
site inspected by Henry, Rekstad, Shavor and Williams, the
latter represent~~hga~he Planning Commission. It was agreed
that the plan was satisfactory. Shavor then moved that the
plan be approved, and that the Street Commissioner be
authorized to place order for staking Arond From Ruggles
. to Roselawn, with the understanding that dir. Juhl will bear
the expense of the surfacing and also the expense of re-
locating two culverts across Ruggles when the street is
graded. Seconded by Stewart and carried unanimously.
Speed limits,on County Auditor's letter of October 16 relating to advice
Cleveland,on from the State Highway Department that it was determined
Larpenteur after completing a traffic survey that the proper speed
limit on Cleveland between Ruggles and Roselawn is 50 miles
per hour. The clerk was instructed to ask the County to
place proper speed limit signs on Cleveland to avoid mis-
understanding of the speed limit. Also to request the
County to place proper speed limit signs on Larpenteur
between Fulham and Cleveland going east, with notification
of both speed limit requests to Don Arndt.
Univ. Grove East The clerk reported on matters connected with request of
Skating rink the University Grove East association for flooding their
skating rink. After discuss ion, Shavor moved that the
clerk be requested to write a letter to the University
Grove East Association, advising them that the Village will
loan their Association t3~e hose for flooding their rink
under conditions to be worked out by the Fire Department
committee. Seconded by Henry and carried unanimously.
Snow plowing, Stewart moved, seconded b,T Fienry, that the street commissioner
1952-53 inform the County as to snow plowing routes for the season
of 1952 and 1953. Lotion carried.
Bldgs. & equipment Letter from Attorney Graham re listing on personal property
State Fair Grounds roils of such buildings and equipment used in business in
Falcon Heists.
~iholesale sales Letter from Attorney Graham as to wholesaler of beer
Beer, Fair Grounds to dealers at State r'air being required to take out a
license.

Robert C. Holmer Copy of letter from the MutualiService Casualty Insurance
claim Company, of St Paul, to Robert C. ~iolmer, 1688 Arona,
denying the latter's claim against the Village far damages
to his automobile on June 4, 1952, at Larpenteur and Arona.
Expenses - After discussion, it was agreed that the Public Safety
Public Safety Commissioner be allowed expenses in an ar-ount not to
Commissioner exceed X12.50 per month during periods of special police
operations.
Gen. Uutdoor ddv. Following a discussion, Shavor moved that inasmuch a~
Co. bill boards the outdoor bill boards on the southwest intersection of
Larpenteur and Pascal are in violation of Ordinance 2do. 8,
that the clerk be requested to write to the owner to remove
the signs within 30 days. Seconded by fienry and carried
unanimously.
Hermes application The clerk read an application from N. L. Hermes for license
for Xmas tree to sell Christmas trees at 1581 'yYest Larpenteur from Nov.
license 1, 1952 thru December 31, 1952, stating that~1r. Hermes
had agreed to mail check covering license fee to Treasurer
Van Hoven. On motion by Lindig, seconded by Rekstad, it
was voted to approve 14ir. Hermes' application.

The meeting was called to order at 7:40 P. M., with the statement
that the meeting was being held on Armistice day, 2Jovember 11, because the Council
considered it necessary.
