Reading of minutes of January 21, 1953 meeting was deferred until February 10th, date of our next regular meeting. Post Office The Clerk reported on matters relating to the Falcon Heights branch post office now under construction. Oil burger As to the X4.50 out-of-oil servi ce call item listed under service call "Bills" in minutes of Deces:tber 30, 1952. In view of report Prom the Thorne Coal & Oil Company as presented by the Clerk, the Council agreed to withdraw their request for rebilling our fuel oil supplier for said amount. Recess The meeting was ordered recessed at 8:00 P.M. Public Hearing, The Mayor declared open at 8:00 P.M., the hearing for the Proposed Assess- purpose of passing upon proposed assessments against abutting meets, grading properties on the seven graded ar~d eurfaoed alleys which were de eurfaoing described in a legal notice in The Rose Tribune of December 18, 7 alleys 1952. About 25 property ovmers were present. They Mayor stated that the Village Attorney and Milner W. Carley, Engineer, were present to answer questions relating to the proposed assessments and to the grading and surfacing of the alleys. Attorney Attorney Graham then summarized the step by step prooedure which the statute requires and which was followed in connection with improvement of the seven alleys. Now that the work has been completed, the costs must be established against abutting properties and oertified to the County Auditor, the Attorney said He referred to the proposed assessment li st that had been filed with the Clerk, which was then summarised. Discussion followed as to length of the period over which the oost of the improvements should be spread and interest rate to be charged. Engineer In connection with matters pertaining t o the grading and drain- age of said alleys, Messrs. S.W. Hart, 1488 Crawford; V. J. Toscano, 142? California; W. G. Dunkel, 1474 Crawford, and R. W. Kranz, 1483 Larpenteur Avenue West, were heard. Engineer Carley spoke on these and other questions relating to work performed in the various alleys'. Such assessment shall be payable in equal annual installments extending over a period of fi ve (5) years, the first of the installments to be payable on or before the first l[oixiay in January, 1954. Any deferred installments shall bear interest at the rate of five (5) per cent per annum Prom the date of the adoption of this assessment resolution. To the fir at installment shall be added interest on the entire assessment Prom the date of the resolution levying the assessment until August 15, 1954. To eaoh subsequent installment when due shall be added interest for one year on all unpaid installments. 3. The owner of any property so assessed may, at any time prior to certifioation of the assessment to the oounty auditor as herein provided, pay the whole of the assessment against any parcel or any annual installment with~~nterest to the Village Treasurer and he may, at any time thereafter, make such payment with accrued interest to the county treasurer. 344 4. The Clerk shall transmit a certified duplicate of this assessment to the oounty auditor on or after April 1, 1953, to be extended on tho proper tax lists of the county, and such assessments shall be collected and paid over in the same manner as other municipal taxes. Hearing olosed The lYayor then declared the hearing olosed at 9:15 P.H. Meeting resumed In conneotion wi th Legislative Information Service letter, 9:20.P.M. dated January 23, 1953, from the League of Minnesota Municipalities, relating to municipal liquor store bills, mostly anti, Stewart moved that said letter be referred to Anti-Municipal our legislative committee wi th the Counoil's reoommendation Store Bills that Representati ve Claude Allen end Senator Elmer Ande rson be requested to oppose the anti municipal liquor store bills. Seconded by Lindig and motion carried by a unanimous vote. Adjournment: On motion, the meeting was then adjourned at 10:05 P.M. Minutest of regular meeting, January 21, 1953, oP regular meeting, January 27, 1953, and of Public Hearing on proposed assessments for grading and surfacing seven alleys, January 27, 1953, were heard and approved as read. Paid Fire Chief Swanson introduced B. J. Slema, 1849 Western Avenue North, Firemen St Paul, and S.P. Schultz, 372 Rice Street, St Paul, to the Council, appointed. stating he had appointed them as paid firemen to fill vaoancies created by resi gnations of Fireman genneth J. Barthel and Robert D. Locke. Conditions were discussed relating to salaries, termination of employment upon two weeks notice, the probationary period for
