Fire Chief Letter of March 9, 1953 from Fire Chief Swanson, offering to attend
request Council meetings whoneFire Department matters are discussed, with
the idea of answering qu estions t9 as to avoid misunderstandings.
The clerk was instructed to acknowledge the letter as oommendable
and to inform the Chief that his presenoe would be requested on
such matters whenever the Council deeums it necessary.
Regional Letters relating to the Twin Citi es area Regional Planning Conference
Planning of March 23, 1953, sponsored by the League of ~dinnesota Municipalities,
Conference were read and discussed with respect to attendance Prom Falcon Heights.

Bdeeting was called to order at 8:00 P.M. Readin g of minutes of
the March 10, 1953 meeting Followed and were approved as read.
Bills: On motion by Lindig, seconded by Lo~ahl, the following
bills were ordered paid:
Northwestern Bell Telephone Co., Ne 5200, 3-10, $11.20
St Paul Book & Stationery Co., 15 doz map tacks, X2.25
Barthel Joe Barthel, 1454 Roselawn Avenue, appeared bef ore the
Yillas Council in connection with property he owns in Barthel
Villas. He was informed that before permit could be
authorised Por building on his Barthel L'i11as property
that drainage faoilities would have to be provided in a
manner satisfaotory to the County Engineer. Mr. Barthel
indicated he would disouss the matter with the County
Engineer.
Salaries - Fire Chief Swan son's memo relating to expiration of
paid firemen 30-day probationary periods for Firemen Bertrand J. Slams
and Stanley P. Schultz, the former as of March 18 and the
latter as oP B[arch 19, 1953, was read. It was also stated

by the Fire Chief that the services of both men "are very
Salaries- satisfactory." It was then moved by Lodahl, seconded by
paid firemen Lindig, that each of the two paid firemen be paid on the
basis of $265.00 per month beginning with the last half of•
Parch 1953. Motion carried unanimously.
Fire Dept. Andrew Hustrulid, Chairman, Fire Department Committee,
Committee appeared before the council to report on matte rs considered
r®ports by his committee at their meeting of March 13, 1953, as
follows:
1. In connection with fire protection contracts; Hustrulid
stated he had contacted Mayor Allen of Lauderdale about
increasing the standby charge from ~?5.00 to X100.00 per
month, and that Mayor Allen had indicated the proposal would
b® given consideration by Lauderdale's council if a letter
requesting such an increase is filed with Lauderdale's clerk.
2. On the matter of additional equipment; Hustrulid said the
main item was 1,500 feet of fire hose needed by the department
for reserve and Por replacing some of the old hose. Said th e
committee recommends purchase of such equipment as was ap~roved
for purchaae on the 1952 budget, including 500 feet of 2-~ inoh
hos®, one hose clamp and one 2~"inoh 3umbo mystery nozzle.
Hustrulid stated that authoriti es he had contacted in various
communities are agreed that a certain amount of reserve hose
is desirable and that some new hose should be purchased each year
to replace old or worn hos®.
3. On the Fire Chief's r equ est for salary ad3ustments ; the
committee, Hustrulid sai d, recommends. no change be made at
this time.
Lauderdale After discussion, Lodahl moved that a letter be written to
standby the Village of Lauderdale with reference to increasing the
contract present $75.00 monthly Pire protection standby charge to X100
per month, with the understanding that the letter be delivered
personally by Trustee Lodahl to Mayor Allen of Lauderdale.,
and that Lodahl discuss with Mr. Allen th® possibilit y of a
flarther increase in the standby charge and the possibility of
gettin g a number of volunteer firemen from Lauderdale so as
to provide for their own fire inspection. Seconded by Lindig
and motion carried unanimously.
Fire Equipment Attorney Graham was asked to obtain specifications and
estimated costs necessary for advertising for bids for fire
hose, one hose clamp and one 2~" Jumbo mystery nozzle.
Salaries - Henry moved that the council act in acoordanoe with the
Fire Dept . recommendati on of the Fire Departme~ committee, as .stated
in their letter of March 24, 1953, that no charge be made at
this time in the wages paid to Fire Department personnel, and
that the Clerk so notify the Fire Chief. Seconded by Lindig
and carried unanimously.

State Fire Following letters in this connection were read -
School
Apr 2? - From Fire Chief Swanson, dated March 20, 1953, requesting
May 1. (1) authorization for the Chief and one volunteer fireman
to attend the Minnesota State Fire School at the Agricultural
School campus, week of A ril 27 - May 1, 1953 - (2~ Request that
four volunteers take par in drill & be reimbursed for expenses.)
From State Fire Marshal's office to Fire Chief Swanson,
asking i f Falcon Hei ght s can furnish enough firemen to put
on a drill practice in front of the grand stand as one of
the features of opening day in the afternoon at the school,
as a demonstration to show what smaller town fire departments
are doing in ladder raising, hose layouts and pumper work.
From League of Minnesota Municipalities, dated March 16, 1953,
stating the League has agreed to co-sponsor the State Fire
School along with the State Fire Marshal's office, the IInder-
writers and other agencies. Such schools, the letter stated,
have the status of League meetings and may be attended with
expenses paid out of the municipal treasury pursuant to
League's general statute, Laws 1923, Chapter 211.
Fire Chief Swanson appeared at the meeting in connection
with estimating expenses to be incurred by the Village in
' participating to the extent proposed. After discussion,
Lindig moved that the Village participate in the State Fire
Authorized School program, viz; (1) authorize the Chief and one volunteer
take part in fireman to attend the Fire Sohool, the one volunteer to be
demonstration selected by Falcon Hei ghts volunteer firemnen, and (2) authorize
our Fire Department to participate in the opening day demon-
stnn~bion as requested in the State Fire Marshal's letter.
Lodahl seconded and motion carried unanimously.
Clerk's Requisition No. 1, covering office supplies needed by
requisition Clerk, was considered. Henry moved approval, seconded
by Lodahl and so ordered.
Fire Dept. After discussion, requisition No. 2 dated March 18, 1953,
requisition supplies for Fire Department, was approved on motion by
Lindig a[i seconded by Lodahl with the understanding that
postage stamps and report forms desired would be ordered
by the Clerk.
?-allay Treasurer Van Hoven reported on the ?-alley improvement
assessment assessment payments received to~ia~ It was also reported
that a few of the seven assessment roll li sts being passed
around in each block had been delayed in getting around.
Henry then moved that the period durf ng which such assessments
may be paid without interest be extended to April 15, 1953.
Seconded by Stewart and motion carried unanimously.
Post Office In connection with recent announcement by the Post Office
as to opening of the new branch post office in Falcon Heights;
the Clerk was requested to ask post office authorities why
the entire Village had not been included in postal zone 13.
Regional Trustee Lodahl reported on his attendnnoe at the March 23
Planning Conference at the IIniversity on Regional Planning and gave
Meeting a very interesting summary of the entire program.
Building The Mayor reported that the building inspector in resigning
Inspector as h® ezpeoted to do before long indicated his willingness to
train and familiarize a new appointee with the work. Trustee
Lodahl was asked to line up qualified prospects for the position.
Juvenile In reporting on the matter of ohildren floating rafts in the
police Village drainage area at Idaho and Snelling, the Mayor presented
proposed a proposal for a Village juvenile police system which resulted
in considerable disoussion.
Elections The Clerk read an item in the March issue of the League's
magazine pertaining to change of Village Election date -
H.F. 412, S.F. 204, would change the Village election date
from the first Tuesday after the first Monday in December to
the tYrst Tuesday after the first Monday in November, thus
making it ooincide with the general election in even numbered
years. After disoussion, Lodahl moved that the council go
on record ea urging passage of the proposed legislation.
Seconded by Stewart and motion carried.
