Stewart, Clerk Ralph Van Hoven, Treasurer Frank N. Graham, Attorney Meeting called to order at 7:45 P.M., and minutes of March 24, 1953 meeting were read. In connect n with Fire Department salaries, page 352, the clause "that no charge be made`this time in the wages paid" was corrected to read, "that no change be made at this time in the wages paid." The minutes were then approved as corrected. Traffic Mr. Winfrey, representing the Falcon Heights Businessmen's sign Association, appeared before the council to urge installation of a Plashing type of sign to slow down traffic westbound on Larpenteur to Snelling, the proposed sign to be at Arona and Larpenteur. Mr. Winfrey also stated that a pedestrian cross-walk on Larpenteur was needed in the business area. After discussion, Shavor moved that the question of a flashing traffic sign and pedestrian cross-walk as pres®nted ~' by Mr. Winfrey be referred to Don Arndt, Public Safety Committee Chairman, for study and recommendation. Lindig seconded and motion carried. Public phone Messrs. Robert Mohr and J. L. Bardouche, of the Northwestern booth Bell Telephone Company, were introdued to the council. Mr. Bardouohe stated the telephone company wished to secure a spot about 40 inches square on Village property for an out- side public telephone booth with the understanding that the Village would reoeive 17 per cent of the total monthly receipts. Mr. Bardouche said they had in mind a location north of Larpenteur Avenue near the Falcon Dry Cleaners. Mr. Winfrey, of the Falcon Heights Businessmen's Association, suggested that a better location might be the northeast corner of Larpenteur and Snelling. Following a full discussion, Shavor moved that the Northwestern Bell Telephone Company be authorized to install a public telephone b~th on the northeast corner of Larpenteur and Snelling sub3ect to approval of the property owner, also that the booth be installed sub~eot to removal on 30 day s notice. Seoonded by Lodahl and motion carried unanimously. Load limits Elmer 'r. Nelson, President of the Nelson Oil Company, 491 W. Minnehaha, St Paul, and one of his truck drivers, Mr. '~~i Wingard, appeared before the Council, Mr. Nelson stated hta Company wished to comply with load limits placed on Villa ge streets but was unable to do so with trunks they were operating. Lindig was asked to take the matter up with the County Engineer and to report to Mr. Nelson. Move George Keller, 1407 West Larpenteur, asked for permit to Keller home move the house he owns at 1407 'Rest Larpenteur to north to Holton Holton street and on to a lot at 1732 N. Holton. Yr. Keller said he is now using the house as a residence and store at the Larpenteur address, bvt will close out his store and RJ 41 '~ service station. After discussion, Stewart moved that permission be authorized for moving Mr. Roller's house at 1407 W. Larpenteur to 1732 N. Holton, sub3ect to approval of the Street Commissioner, with the understanding that a Dash deposit of X500 to cover possible damage to streets be deposited with the Village Treasurer prior to staiti,ng the work. Seconded by Henry and motion carried unanimously. Shell Station Mr. R. D. Hyde, representing the Shell Oil Company of permit Minneapolis, was next heard with respect to his Company's application for a permit to construot a service station on the property on the northwest corner of Larpenteur and Albert. It was stated that the property is properly zoned and had been leased by the Shell Oil Company From George Roller. Mr. Hyde showed the council the proposed plan of the ser vice station. After a full discussion, Lodahl moved that ser vice station permit requested by the Shell Oil Company of Minneapolis be authorized. Seconded by Lindig and carried unanimously. Rosetown American George Keller, newly elected Commander of Rosetown lime rican Legion Post to Legion Post No. 54.2, informed the council that the Rosetown sponsor ball for Post is sponsoring softball and basketball activities for t teen agers. teen-age children up to high school age who reside in Consolidated School Di-;~trict No. 3 and in certain St Paul areas ad3acent to Faloon Heights and Roseville. Plans are, Keller said, to play such games in the buildings and on the, grounds of sohools within the school district area, the Legion Post to provide supervision, league organization and toophies. J.S. Garske, 1576 Snelling Building Inspector Reichow said J. S. Garske, 1576 Sn®llkng Drive, has purchased a lot on Snelling Drive, ad3oining Garske's present property on the north and that Mr. Gserske wishes to fill in the newly acquired lot to street or grade level. Mr. Garske will be asked by the Building Inspector to attend the council's April 28th meeting for a full discsu~sion of the matter . Fire Station Fire Chief Swanson asked i f the ground bord~ng the east side grounds of the Fire Station could be put in shape for seeding to grass by the paid firemen. The matter was discussed and then referred to Lindig and Yan Hoven for recommendation. Fire Protection Lodahl reported on his contact with Mayor Allen of Lauderdale contract with respect to increasing Lauderdale's monthly fire protection standby charge to X100.00 or more. Weed Inspector, Appointment of a Weed Inspector wea discussed. Lindig will contaot the Universi ty for names of instructors residing in the Village who are qualified and willing to serve. Fire Dept. items Fire Department committee letter of March 18, 1953, was read relating to Fire Departme~ items of expense and recommending that all such items be requisitioned 1 except gasoline and oil, tare repairs, minor truck and pump repairs. Also that in an emergency that the Fire Chief or in his absence his assistant may purchase items other than those listed, if in their judgment such item or items are needed for immediate operational purposes. Also that a proper supply of all items not sub~eet to abnormal deterioration be kept on hand. Lodahl moved ~ approval of the Committee's recommendation. Seconded by Lindig and carried unanimously. Fire Dept. Regn.;~3 Under date oP April 1, 1953, and listing supplies needed by Fire Department was considered. Lindig moved approval of the requisition, seconded by Shavor. Motion carried unanimously. J.P. fines Letter of April 3 from Justice of the Peace, Lloyd V. Riley, refunded relating to fines of $3.00 and X5.00 respectively, which were remitted to the Village but which are claimed by Ramsey County since both traffic violations occurred in County territory outsi de of Falcon Heights. Henry moved that both oP the fines, totaling. $8.00, be refunded to the County. Lodahl seconded and motion carried unanimously. Smoke Eater for In connection with subscription for Fire Department firemen members to the "Smoke Eater" magazine, Henry moved that subscription be renewed for one year, commending with June 1953.
